This is a Notice of Intent published in accordance with Federal Acquisition Regulation (FAR) 5.101(a)(1) requiring the dissemination of information regarding proposed contract actions. This Notice of Intent is for a proposed award of a sole source, firm-fixed price contract under the authority of 41 U.S.C. 3304(a)(1), as implemented by FAR 13.106-1(b) - Only One Responsible Source and No Other Supplies or Service Will Satisfy Agency Requirements. It is NOT a request for competitive offers, proposals, quotes, or capability statements.
The Department of Veterans Affairs, Network Contracting Office 02, on behalf of the Buffalo VA Medical Center (VAMC), intends to award a sole source, firm-fixed price contract to Siemens Medical Solutions USA, Inc for a Siemens MAX wi-D radiographic fluoroscopy (RF) detector. The MAX wi-D is a wireless flat panel detector used in digital radiography systems, specifically within the Luminos Agile Max fluoroscopy and radiography system used by the Buffalo VAMC. The Buffalo VAMC currently uses a Luminos Agile Max fluoroscopy and radiography system manufactured by Siemens, of which the required RF detector is a part of. This system is composed entirely of components manufactured by Siemens and any replacement parts must also be manufactured by Siemens. Siemens is the original equipment manufacturer (OEM) of the system and the RF detector and have no authorized distributors for this part. The North American Industry Classification System (NAICS) code for this requirement is 334517 - Irradiation Apparatus Manufacturing. The Product Service Code is 6525 - Imaging Equipment and Supplies: Medical, Dental, Veterinary.
While this synopsis DOES NOT constitute a solicitation, interested vendors may identify their interest and capability to satisfy the requirement. All responsible sources may submit a capability statement, proposal, or quotation which shall be considered by the agency. The Government understands that to Siemens Medical Solutions USA, Inc is the only vendor that can provide the required Siemens MAX wi-D RF detector. However, vendors that believe they can provide the capabilities required to fully meet the Government's requirement may submit information in writing to Jonathan Kilgore, Contracting Officer at jonathan.kilgore@va.gov no later than 12:00PM EST on June 23, 2025. Such documentation will be reviewed solely for the purpose of determining whether to conduct the procurement on a competitive basis. A determination not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government.
