Intent to Award: BCU SC+ Upgrade

1. The 436th Contracting Squadron, Dover Air Force Base, Delaware, intends to award to a firm-fixed price, large business contract for BCU SC+ Controller to JOHN R SEIBERLICH INC. 66 Southgate Blvd. New Castle, DE, 19720-2068 (UEI: CRZ9GLMQLDM3) for 436 CES. The anticipated award date is on or around 20 May 2025.

2. Requirements to be provided:

1. Provide one (1) Trane SC+.


2. Provide four (4) device licenses for the SC+.


3. Provide one (1) legacy communication license.


4. Provide one (1) chiller plant control license.


5. Provide one (1) three-year service maintenance plan.


6. Labor.

3. THIS NOTICE OF INTENT IS NOT A SOLICITATION, REQUEST FOR PROPOSAL, OR A REQUEST FOR QUOTATION. A solicitation package will NOT be issued. Requests for copies of a solicitation in response to this notice will not be honored or acknowledged. Information received in response to this notice will be considered solely for the purpose of determining whether conducting competitive procurement in the future is in the best interest of the Government. All information submitted should support the offeror’s capability to provide the services required and shall be furnished at no cost or obligation to the Government. Responses must be in writing and must provide clear and concise documentation indicating an offeror’s capability to provide the services. Verbal responses are not acceptable and will not be considered. Responses and questions shall be received via email by email no later than 19 May 2025. The Government holds the right to not award a contract at all.
