Intent to Award a Sole Source Contract

DLA Distribution in New Cumberland, PA intends to award a firm-fixed-price purchase order for various branding graphics and displays (including interactive displays) in building 430 on a sole source basis to Apple Rock Advertising & Promotion, Inc. In accordance with FAR 6.302-1 “Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements and FAR 13.106-1(b) “soliciting from a single source for purchases not exceeding the simplified acquisition threshold, Contracting Officers may solicit from one source if the Contracting Officer determines that the circumstances of the contract action deem only one source reasonably available.”

Apple Rock Advertising & Promotion, Inc. has previously supplied branding graphics, displays, hardware, and software for DLA Distribution building 430 and has the historical knowledge required to supply branding graphics and displays that are matching and compatible with the existing content, hardware, and/or software in building 430.

Interested contractors may identify their interest and capability to respond to the requirement or submit proposals. A determination by the Government not to compete this acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.

The North American Industry Classification System (NAICS) code for this effort is 339950 with a small business size standard of 500 employees and PSC of 9905.

This notice of intent is not a request for competitive proposals. This synopsis is for informational purposes only. A solicitation will not be issued for this procurement action or posted to the single Government Point of Entry, the SAM.gov website.

All responsible sources may respond by submitting qualifications/capabilities statement of the company by September 5th, at 1:00 p.m. EST to Michael French, via email: michael.s.french@dla.mil for consideration by the agency. If no affirmative responses are received, a purchase order will be awarded to the Apple Rock Advertising & Promotion, Inc.
