1. INTRODUCTION
The City of Bristol, Virginia, invites qualified firms to submit proposals for the
professional engineering services listed below relative to the City of Bristol’s Integrated
Solid Waste Management Facility (ISWMF).
The ISWMF located within the City of Bristol, Virginia, consists of various municipal
solid waste management units, including three (3) solid waste landfills: SWP 221, SWP
498, and SWP 588. The landfills are equipped with a Landfill Gas (LFG) collection
system, which ultimately discharges to a permitted landfill blower flare system.
The SWP 588 LFG collection system currently consists of fifty-nine (59) wells, of which
approximately half have been equipped with dedicated pumps to keep them dewatered to
enhance gas collection.
Additional systems include equalization tanks for leachate treatment, a benzene treatment
system, a sidewall odor mitigation system (SOMS), and an emergency generator.
Proposals will be reviewed and evaluated, and through competitive negotiation, a
contract will be established for those professional services. The professional services
listed herein will be limited to the Solid Waste Department.

3. SCOPE OF SERVICES
An outline of the scope of services to be provided is summarized below. Proposals
submitted must include a detailed narrative on how each task will be accomplished.
A. Perform the following activities at the intervals indicated below or within the facility
permits, regulations, or other legal requirements:
• Groundwater Sample Collection
• Annual Groundwater Report – March 1st each year;
• Semi-Annual Groundwater GPS Exceedance notifications
• Semi-Annual Groundwater Monitoring Reports
• Annual Underdrain Monitoring Report
• Annual Groundwater System Evaluation Report
• Annual Column B Notification
• Financial Assurance Update – Annual;
• Semi-Annual EG / Title V / NESHAP Reports
• Annual Compliance Certification (Title V / EG / MACT)

• Annual Emissions Statement
• Greenhouse Gas Reporting
• Conduct 24hr, 60/70-day notifications and decommissioning requests
• Weekly and Quarterly SEM (Surface Emissions Monitoring) Reporting
• EPA CEDRI Reporting (Semi-annual monitoring reports)
• Monthly Consent Decree Reporting for SWP 588
• Monthly Topographic Data Collection, including analysis of data for monthly
reporting and bi-annual settlement reports required by the Consent Decree
• Stormwater Compliance
B. Perform the following activities as needed:
• Solid Waste Permit and Permit-by-Rule Amendments;
• Air Permit Amendments;
• Groundwater Alternate Source Determinations
• Groundwater Redevelopment
• Monitoring and Extraction Well Abandonment;
• Design and QA/QC of future landfill construction projects;
• Plan updates, including, but not limited to:
o Landfill Gas Management Plans
o Operations & Maintenance Plans
• Conduct update meetings with the City and with Regulatory Agencies as
needed and as required by permits, regulations
C. Review and evaluate existing data sources and records, permits, plans, consent orders,
or any other order from a regulatory agency as requested by the City.
If existing data sources and records are deemed to be deficient, propose additional data
sources or procedures for obtaining monitoring or testing data.
D. Review operational manuals, documents, etc., and make recommendations to
Management regarding processes, efficiency, etc.
E. Perform other activities necessary to stay compliant with federal, state, or local
regulations or laws related to the operation and reporting requirements of a solid
waste disposal facility. Make recommendations to Management pertaining to
compliance.
F. Review, make recommendations, and draft necessary responses to any regulatory
violations received.

G. Advise management of the necessary goods and services needed regarding the
maintenance of the ISWMF, to include the landfill gas system, gradient pump system,
and leachate pump system.
Assist management with procurement of any goods or services advised as necessary.
H. Assist management with the procurement of all necessary services relating to the
maintenance of the entire gas system.
I. Other professional engineering services relating to the ISWMF as necessary.
4. CITY’S RESPONSIBILITIES
The Proposal submitted must contain a listing of responsibilities to be assumed by the
City of Bristol, Virginia, in order to accomplish the optimum relationship between the
owner and offeror. For initial consideration in preparing a proposal, data that the city
maintains includes orthotopography, planimetrics, permitting and construction
documents, monitoring and test data, weather records, and correspondence and inspection
records from the Department of Environmental Quality.
5. OFFEROR’S RESPONSIBILITIES
The proposal submitted should contain a copy of the Offeror’s terms and conditions by
which work will be performed. Particular attention should be given to conditions in this
Request for Proposals that may affect the normal terms and conditions set forth in a form
agreement, if such form agreement is normally employed by the Offeror. If such form is
to be used, a copy is to be submitted with the Proposal submitted.
6. SCHEDULE
Proposals should be based on a schedule that allows for adequate review and familiarity
with each item within the Scope of Services, but with the inherent understanding that
time is of the essence. A reporting schedule will be developed with the Offeror to
maintain consistent communication and provide assurance that the Owner’s expectations
are being met.
7. OFFEROR’S EXPERIENCE
The proposal submitted must contain a detailed narrative explaining the Offeror’s
background and experience with other projects similar to this Request for Proposals.
Comprehensive knowledge of a broad spectrum of solid waste management projects and
expertise in assisting other governmental or private sector units to implement permitting,
design, construction, monitoring, and testing programs is strongly preferred. Preference
will be given to firms with significant experience in providing the requested type of
professional services to local government. Preference will also be given to firms with the
ability to perform all, or the majority of basic services in-house.
