FINAL ADDENDUM TO BE POSTED - JULY 24, 2026.
The following questions were submitted via email by Andrews Technology on June 24, 2026:
1. Including full-time, part-time and seasonal staff, how many employees need to be
tracked on the system for timekeeping and or leave tracking? (please consider your
busiest month for the year when answering)

2. How many supervisors, managers, administrators will need access to the system to
make approvals, edits, or run reports?
54 supervisors/managers (with 3 administrators for HR who need access to all)
3. How many time clocks should we include in our proposal?
0 - we use computer logins for those who have their own, or shared computers
for part-timers
4. Is it desired for the time clocks to be Biometric Finger, Pin Number Entry, or HID
proximity (Card Swipe)?
N/A
5. Will Advanced Scheduling be included as part of this scope of work? (typically for
public safety scheduling) Advanced Scheduling is defined as employees who need
to do Shift Swaps, Open shift alerts, or having scheduling rules in the system which
automatically assign the correct employees to open shifts.
N/A - the Police use their own software
6. If Advanced Scheduling is needed, how many employees will need to be licensed for
it?
N/A
7. Please confirm if FMLA Case Management is required. Defined as the new time &
attendance system automating the process of requesting FMLA leave, allowing
employees to fill out required forms directly in the new Time & Attendance system,
and tracking the open case, automatically alerting employees/managers when an
employee is due back or running out of FMLA time.
We would like more information about this. Currently, we track FMLA using
hours codes such as "FMLA UNPAID", "FMLA VAC", AND "FMLA SICK". The
process is in an excel sheet to track it, so we haven't used a feature like this
built into a system before.
8. Is it desired for employees to punch in/out from a computer or smart phone?
We would like them to use a city computer and not be able to use a smart
phone.
9. Will any employees be allowed to either fill out their timesheets online, or have their
timesheets auto populate based on their schedules? (these groups of employees
would not punch in/out)
For salaried employees, we have a schedule set up in our payroll system, not in
timekeeping, but that is changing, so we need more information about
capabilities on this.
10. Is it desired for employees to request time off electronically at a computer or smart
phone?
We would like for them to be on a city computer and not use a smart phone for
this.
11. Are employees allowed to donate their leave to either a generic bucket or to a
specific employee?
We do have this as a leave donation policy. Currently, it is manually tracked in
Excel. We need more information on how this works.
12. Is Single Sign On needed?
Desired but not required. Will need more information.
13. Does the City have a Point system? (Assigning points to enforce attendance
behaviors i.e. if the employee is always absent or late, they might be assigned a
point, and after enough points a warning letter can be generated, ect.)
No, we do not have this.
