INSTILLATION of BAF PIVOT FAN SYSTEMS





MISSISSIPPI NATIONAL GUARD



Field Maintenance Shop #4, Gulfport, MS





This is a combined synopsis/solicitation for a commercial item prepared in accordance with the format in the Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in the notice. This announcement constitutes the only solicitation; Quotes are being requested and a written solicitation will not be issued. Solicitation number W9127Q-24-R-0008 is being issued as a Request for Quote (RFQ) using Simplified Acquisition Procedures. This solicitation document, incorporated provisions, and clauses are those in effect through Federal Acquisition Circular 2024-03 Effective 23 February 2024 and the Defense Federal Acquisition Regulations (DFARS) updated 15 February 2023. The North American Industrial Classification System Code (NAICS) is 238210 with a small business size standard of $19.0 (millions of dollars). PSC is N099. The Government intends to make an award of a Firm Fixed Price purchase order. This requirement is 100% Small Business Set-Aside and only qualified sellers may submit Quotes.

1. Scope of Requirement:



The MSARNG Field Maintenance Shop #4, Gulfport, MS is requesting instillation of twelve (12) BAF Pivot Fans to aid in temperature control for these various warehouses located on Hewes Ave in Gulfport, MS. The Contractor shall provide all personnel, equipment, tools, materials, supervision, and quality control necessary to install wall mount industrial fans and ensure proper function of all fans as defined in this Statement of Work (PWS/SOW) and manufacturer’s instructions.



MS ARNG purchased the Fans (12) in August of 2023 and are already on location at FMS #4 in Gulfport, MS. These fans are the Pivot series manufactured by Big Ass Fan Company. Fan Specs are attached and available upon request. Though the fans are already on site, any auxiliary materials related to installation or electrical connection, may need to be purchased by the contractor. Materials offered must be of same quality and capability as product referenced in this solicitation. Products shall be like or similar in the quality, physical attributes, and capabilities to the BAF Pivot Series as mentioned. It is the offeror’s responsibility to prove their product offering is equal to the main capabilities and quality referenced in the SOW.

2. Basis of Award:



The award will be made to the lowest priced technically acceptable (LPTA) Quote. Quotes will be evaluated for technical acceptability (including past performance) but will not be ranked using the non-price Factors (and Subfactors). In order for an Offeror to be considered for award, the Quote must receive an “Acceptable” rating in every non-price Factor. A Quote receiving a rating of “Unacceptable” in any non-price Factor will not be eligible for award.



Price will be evaluated to determine reasonableness of the proposed price; unreasonable Offers cannot be selected for award. Of the Quotes deemed “technically acceptable”, the lowest price option will be selected for award.



3. Service Contract Act



Currently, Wage Determination #2015-5147 Revision 22 dated 12/27/2023 is applicable to this task order. Rates can be found at https://www.wdol.gov/dba.aspx However, the current prevailing Wage Determination will be incorporated at the time of award. In the event the current prevailing Wage Determination is changed by the Department of Labor after the closing date of this solicitation, the updated Wage Determination will be incorporated by amendment and issued to all Offerors that have not been eliminated from the competition.



4. Evaluation Criteria



Award will be made to the offeror whose Quote is most advantageous to the Government based upon an integrated assessment of the evaluation factors and sub-factors described above. Quotes shall be complete, clear, concise and include sufficient detail for effective evaluation. Offerors shall assume that the Government has no prior knowledge of their experience and will base its evaluation on the information presented in the Offeror’s Quote. The Quote shall not simply rephrase or restate the Government’s requirements, but rather shall provide convincing rationale to address how the Offeror intends to meet these requirements.



5. Quote Requirements



QUOTES ARE DUE NLT 2:00 PM (CST) on Thursday April 4th, 2024



Quotes shall be submitted via email only. Email shall be titled as indicated below and attachments must be clearly titled. Facsimile WILL NOT be accepted.

Quotes shall be submitted on offeror’s own letterhead. Be sure to include shipping & handling if applicable. Quotes may be received early; however, they will not be except after 2:00 PM on Thursday, April 4th. Contractor is responsible for following up to ensure Quotes are received in the USPFO P&C Office by the due date/time stated above. Quotes must include a statement that pricing is valid for at least 60 days after Quote’s closing date/time.



6. Quote Package should include:



1. A quote completed on company letterhead, signed by an authorized representative for the company



2. Written simple technical summary describing contractor’s approach to installation of these fans for this requirement to include but not limited to additional materials needed, labor breakdown, use of subcontractors, electrical certification, etc.



3. Additional Offeror Representations and Certifications if required as stated in FAR 52.212-3



4. List of no less than three (3) Past Performance reference for similar equipment installation projects in the last three years to include



company name

7. Site Visit will be conducted on Thursday, 21th March, 2024 at 10:00 AM (CST) at Field Maintenance Shop #4 on 4221 Hewes Avenue in Gulfport, Mississippi. Information provided at this site visit as well as answers to questions shall not change/qualify the terms and conditions of the solicitation and specifications. Terms remain unchanged unless solicitation is amended in writing. If an amendment is issued, normal procedure relating to the acknowledgment and receipt of solicitation amendments shall apply.



Preregistration for the Site Visit is required. Send request via email to addresses previously provided. Email request shall contain Company represented, name of attendee, date of birth, and Driver’s License # & state of issue. Subject line shall be titled as follows:

Site Visit is highly recommended due to the differences in installation of each fan and the challenges of installation that cannot be effectively communicated in the Statement of Work.



8. Request for Information



All questions that arise during this solicitation process must be submitted by email to addresses identified above. Questions can be submitted no later than 2:00 p.m. local (CST) time on Tuesday 2 April 2043. Request for Information (RFIs) shall be submitted via email only. Email shall be titled as indicated below and any attachments must be clearly titled.

Interested offerors must be registered and visible in the System for Award Management (SAM) prior to proposal submission. To register go to: https://www.sam.gov/portal/public/SAM. This notice does not obligate the Government to award the contract; it does not restrict the Government's ultimate approach; nor does it obligate the Government to pay for any quote/proposal preparation costs. In accordance with FAR 15.306(a), it is the government’s intent to make award without discussions. Award will be made (all or none) to one vendor.
