I. INTRODUCTION
A. The Opportunity
CLC seeks durable, high-quality instant ticket dispensers and instant ticket fold-over holders
designed for use across approximately 2,800 retailer locations throughout the State of
Connecticut. These units are essential for promoting instant ticket visibility, accessibility, and
security at retail counters. The selected vendor will be expected to deliver consistent product
quality and material integrity to ensure safe, long-term use in retail environments. Vendors must
have a minimum of five (5) years of experience manufacturing products of similar type and
complexity and possess the production capacity to meet CLC’s estimated annual volume
requirements.
CLC’s mission is to generate revenue for the State of Connecticut in an entrepreneurial manner
by operating a fair, transparent, and socially responsible lottery. CLC is committed to integrity,
public trust, and an entertaining player experience while promoting responsible gambling. The
selected vendor will help CLC support its statewide retail network, strengthen the player
experience, and ensure that dispensers meet quality, safety, and compliance standards.
B. Contractual Framework
The anticipated term of any resulting contract is three (3) years, with the option to extend for up
to two (2) additional one-year terms. This RFP does not constitute a contract or an offer to
contract and does not oblige CLC to make an award, enter negotiations, or reimburse any costs
incurred by vendors in connection with this solicitation. Unless and until a written contract is
executed by both parties, no binding obligations shall exist. All contract-related questions and
negotiations will be discussed with the selected vendor.

III. CLC POINT OF CONTACT
CLC’s sole point of contact for this RFP prior to any preliminary award is General Counsel
(“Procurement Officer” or “PO”), Melissa Durso. Vendors are strictly prohibited from contacting any
CLC employee, officer, Board member, or State official regarding this RFP, except as directed in this
section. Any violation of this requirement may result in disqualification from further consideration.
A. Questions
All questions regarding this RFP must be submitted via email to
PublicSolicitations@ctlottery.org no later than 12:00 PM Eastern Time (ET) on November 20,
2025. Emails must include the subject line: “[Vendor Name] – Questions: RFP CLC202510”.
To promote transparency and ensure meaningful responses, all questions must clearly reference
the specific RFP section, any subsection, or any applicable addenda to which they pertain. CLC
reserves the right to disregard or disqualify questions, or other communications that are
determined to be duplicative, irrelevant, or generated primarily by automated or artificial
intelligence tools without meaningful vendor oversight or engagement.
CLC responses to relevant and timely submitted questions will be posted under the “Public Bids
(RFP, RFQ, RFI)” tab on CLC’s Supplier Opportunities webpage
(ctlottery.org/SupplierOpportunities).
B. Vendor Proposal Submissions
CLC must receive proposal submissions no later than 12:00 PM ET on December 5, 2025.
Submissions must be sent in PDF format to the PO, at PublicSolicitations@ctlottery.org with
the email subject line: “[Vendor Name] – Submission: RFP CLC202510”.
C. Vendor Sample Submissions
Vendors should prepare to have all samples, submitted as part of their overall response to this
RFP, delivered to CLC’s headquarters at 15 Sterling Drive, Wallingford, CT 06492, no later than
4:00 PM ET on December 12, 2025. All packaging must be addressed to the attention of the PO,
Melissa Durso. Tracking information for all packages containing samples must be submitted by
the Proposals Submission Deadline specified in Part II. Any communications related to shipment
delays should be promptly communicated to the PO. Samples may be tested to the point of
destruction and will not be returned.
IV. PRODUCT SPECIFICATIONS & REQUIREMENTS
A. Product Specifications
The detailed specifications for each product type are provided in Appendix B of this RFP.
Vendors must submit pricing and descriptive information, as well as any proposed alternative
materials in accordance with these specifications, clearly identifying any differences. While CLC
has provided specifications for both dispensers and holders, vendors are encouraged to propose
alternative materials, features, or configurations that meet or exceed these requirements and
further enhance product durability, security, or usability. CLC welcomes innovative design
concepts or manufacturing approaches that improve long-term performance, support branding
objectives, or optimize functionality in a retail environment.
Material (top, bottom, sides, doors, and dividers):
High-quality clear acrylic
Or another material capable of integrating CLC branding on the exterior face of the dispenser
Thickness of material shall be no less than 3/16 inch (4.8 mm)
All products must be free of sharp edges; dispensers exhibiting sharp or unsafe edges will not
be accepted or paid for.
B. Product Requirements
All proposed designs must maintain durability, visibility, and retailer ease of use while supporting
CLC’s branding and merchandising objectives. The selected vendor’s products will help CLC
maintain consistent brand presentation and product security across its statewide retail network
while supporting operational efficiency and customer engagement. All clear acrylic components
shall exhibit a light transmittance of no less than 92% and shall not fade, yellow, or otherwise
discolor for a period of no less than ten (10) years under normal conditions.
1. On-Counter Instant Ticket Dispensers
Specifications and design parameters for On-Counter Instant Ticket Dispensers (e.g., 4-
Game, 5-Game, 8-Game, 10-Game, and 20-Game models) are detailed in Appendix B. Each
unit must include features such as hinged doors, locks, internal dividers, hook-and-loop
protection strips (e.g. Velcro), sample ticket bars, and non-slip feet.
2. Fold-Over Insert Card Holders
Specifications for both Small and Large Fold-Over Insert Card Holders are detailed in
Appendix B. These holders must adhere securely to the back doors of standard On-Counter
Dispensers and use Polyethylene Terephthalate Glycol (PETG) or equivalent material with
high-bond adhesive.
V. PACKAGING REQUIREMENTS
All products shipped to CLC shall be packaged to ensure safe delivery and compliance with the
following requirements, as applicable.
A. General Requirements
1. Individual Packaging
Each Dispenser shall be individually boxed using sufficient, protective packaging materials to
prevent damage during transit. Packaging must include a minimum of two protective layers
(e.g., bubble wrap or foam corner guards) around all sides of the product to safeguard against
impact or compression damage. Loose-fill packing materials (e.g. peanuts, shredded paper, or
similar) are not permitted.
2. Labeling
Each individual box shall include a label clearly identifying the contents, including product
description, model number (if applicable), and quantity. Pallets must also include pallet labels
identifying the contents and total quantity.
3. Pallet Specifications
Preferred pallet size: 40" x 31"
Maximum pallet height: 60 inches (including pallet)
Cartons must be securely stacked and shrink-wrapped to prevent shifting during
shipment.
4. Environmentally Friendly Materials
Vendors are encouraged to use recyclable and environmentally friendly packaging materials
whenever possible.
5. Damaged Goods
CLC shall not be responsible for any product damaged during shipment. If product is
received damaged, or if damage is discovered after delivery, the vendor shall, at the
discretion of CLC, either: (a) replace the damaged product at no additional cost, or (b)
reimburse CLC for the full cost of the damaged items within thirty (30) calendar days of
notification.
B. Weight Limitations
1. Instant Ticket Dispensers
No specific carton weight limit applies; however, vendors are encouraged to maintain safe
and manageable carton weights consistent with standard freight handling practices.
2. Fold-Over Insert Card Holders
Each box containing Fold-Over Insert Card Holders shall not exceed thirty (30) pounds in
total weight.
VI. SUBMISSION & CONTENT REQUIREMENTS
A. Public Copy Requirement
CLC is subject to the Connecticut Freedom of Information Act (“FOIA”). This means that any
information vendors provide to CLC could be shared with the public. CLC strongly
recommends that vendors not include any proprietary or confidential information in their
submissions. If a vendor chooses to include proprietary or confidential information in its
submission, then it must provide CLC a second copy of its submission labeled “Public Copy”
with this information redacted. CLC will not honor submissions with general proprietary
notices or markings, or that use page headers or footers that arbitrarily mark all pages
“confidential.” Furthermore, pricing, resumes, copyrighted materials, and marketing
information has been found to be subject to public disclosure. Despite what a vendor redacts as
protected information, the final determination as to whether it is subject to public disclosure
resides solely with CLC. CLC will interpret a vendor’s failure to provide a “Public Copy” as
the vendor’s acknowledgment that its submission contains no protected information, and CLC
may disclose the submission to the public upon request without notice or liability to the vendor.
B. Content Requirements
Submissions should be clear and thorough and include the information and materials in the order
requested below.
1. Vendor Profile
a. The name, title, address, telephone number, and email address of the vendor’s primary
point of contact for this RFP.
b. Vendor’s full business name, mailing address of its principal place of business,
manufacturing facilities, distribution facilities, principal owners, number of years
providing similar products requested in this RFP.
2. Price Quote
Vendors must submit a signed price quote (Appendix A). This provides a consistent format
that all vendors must use. CLC will not accept pricing submitted on vendor quotation forms.
Further, vendors should not include their standard terms and conditions, unless expressly
requested by CLC.
3. Material Description
Vendors must provide a detailed description of the materials proposed for each product listed
in Appendix B, including but not limited to the below. This information must be included in
proposal submissions and correspond to the items listed in Appendix B.
a. Material Type: Identify the base material (e.g., clear acrylic, PETG, or other equivalent).
b. Material Specifications: Provide thickness, light transmittance, and any other relevant
performance properties.
c. Branding Compatibility: Describe how the material supports CLC branding on the
outside face of the dispenser (e.g., printing, etching, overlay).
d. Durability: Confirm that the material will not fade or yellow for a period of no less than
ten (10) years under normal use.
e. Environmental Considerations (optional): Indicate any recycled content or sustainability
attributes.
4. 30 Game On-Counter Instant Ticket Dispenser
CLC does not currently utilize a 30 Game On-Counter Instant Ticket Dispenser but is
considering adding this configuration to its instant ticket dispenser portfolio. To assess
feasibility and support future innovation, CLC requests that Proposers include pricing for
