INVITATION FOR BID
This posted announcement is an Invitation for Bid (IFB) Solicitation of a proposed contract action in accordance with FAR Subpart 5.207.
The Mission Installation Contracting Command - Fort Leavenworth issues an Invitation for Bid (IFB) for a requirements-type contract (FAR Subpart 16.503) for replacement of thirteen (13) existing water fountains with new commercial-grade water fountains equipped with bottle filling stations at eleven buildings on the Presidio of Monterey. Work includes removal and disposal of existing units, installation of new units with all associated plumbing, electrical connections, and testing. All work must comply with Buy American Act requirements or qualifying countries.
The work site encompasses 11 buildings, identified in “Attachment 1- W91QF4-25-B-0001 POM Water Fountains _Bottle Filling.pdf" (ref: Scope of Work). The Contractor is also responsible for the removal and disposal of all non-essential plumbing materials generated during the project, as further defined in the Scope of Work (SOW).
All work shall be performed in accordance with the standards outlined in this contract, current labor market standards, and applicable building and national plumbing codes. This acquisition requires a General Contractor with demonstrated plumbing experience and the capacity to manage multiple task orders concurrently, including construction scheduling, cost estimation, quality control, and subcontractor coordination.
Design and installation must comply with ADA & ICC A117.1; ASME A112.19.3/CSA B45.4; CAN/CSA C22.2 No.120; GreenSpec®; NSF/ANSI 42, 53, 61 (Q≤1); NSF/ANSI 372 (lead free); 401 UL 399; and all applicable codes and standards.
The North American Industry Classification System (NAICS) code for this work is 238220 (Plumbing, Heating, and Air-Conditioning Contractors). The small business standard is $19.0 million. This requirement will be procured utilizing Sealed Bidding Procedures specified in FAR Part 14.
The Government anticipates awarding a contract to a responsible bidder whose bid conforms to this Invitation for Bid (IFB), which is most advantageous to the Government, considering price and price-related factors as outlined in the IFB.
Offerors are reminded that registration in the System for Award Management (SAM) is a mandatory requirement for competition. Registration can be completed at https://www.sam.gov and requires a Unique Entity ID (UEI). Instructions for registration are available on the website.
