SECTION 1: INTRODUCTION
The Mecosta-Osceola Intermediate School District (MOISD) is requesting proposals from qualified
contractors for the completed installation of either asphalt or concrete pavement at the MOISD Campus,
Big Rapids, MI 49307, locations as designated on the attached map as "A, B, C, and D". This project
must be designed to accommodate bus traffic and meet all state and federal laws and regulations.
SECTION 2: PROJECT OVERVIEW
The project scope includes, but is not limited to, the preparation, grading, and installation of either
asphalt or concrete pavement over designated areas of the MOISD transportation facility. The
installation must meet the structural and functional requirements necessary to support frequent heavy
vehicle traffic.
SECTION 3: GENERAL INFORMATION

* Mandatory Pre-bid Walk Through: April 20, 2026, at 9 a.m.
Pre-bid site location: 602 S. Bronson Avenue, Big Rapids, MI 49307 (parking lot)

* Proposal Submission Deadline: May 4, 2026, at 2 p.m.
* Bid Opening Date: May 4, 2026, at 2 p.m.
* Project Completion Deadline: August 7, 2026, 2025
*Late submissions will not be considered. If bidders have concerns regarding the project timeline,
they may submit a statement of concern as an appendix to their proposal.
SECTION 4: SCOPE OF WORK
4.1 Site Preparation:
Removal of existing pavement or unsuitable materials as necessary.
o
Grading and compaction of the subbase.
o
Installation of drainage infrastructure as required by site conditions.
o
Contractor must obtain all necessary local permits prior to the commencement of work.
o

4.2 Pavement Installation:
Asphalt Pavement:
o
Installation of a minimum 8-inch thick aggregate base.
Placement of a 2-inch asphalt base course using 13A HMA Material or equal.
Application of a 1.5-inch asphalt surface course using 5E, HMA Material or equal.
Concrete Pavement:
o
Installation of a minimum 8-inch thick compacted aggregate base.
Placement of a 6-inch reinforced concrete slab.
Use of expansion joints and appropriate curing time per industry standards.
4.3 Compliance & Testing:
Compliance with Michigan Department of Transportation (MDOT) and American Concrete
o
Institute (ACI) standards.
Quality control testing of materials and compaction standards.
o
Compliance with the site's stormwater management plan in accordance with Michigan
o
environmental standards.
Contractors must adhere to specific stormwater runoff and infiltration rate guidelines
o
outlined by the City of Big Rapids.
4.4 Final Site Work:
Striping and signage installation.
o
Site clean-up and restoration including topsoil, seed, fertilizer, and mulch around
o
perimeter of lots.
Project close-out documentation and final inspection.
o
Contractor must provide a warranty period for workmanship defects.
o
SECTION 5: BIDDER QUALIFICATIONS
Interested bidders must demonstrate the following:
* Minimum of five (5) years of experience in pavement installation for heavy vehicle traffic.
* Compliance with all applicable federal, state, and local laws, including ADA requirements where
applicable.
* Ability to provide a bid bond and performance bond.
* Valid licenses, certifications, and insurance coverage.
SECTION 6: PROPOSAL SUBMISSION REQUIREMENTS
Proposals must include the following information:
1. Company Information: Name, address, contact information, and relevant experience.
2. Project Understanding & Approach: Description of the work plan, including methodology,
timeline, and materials to be used.
3. Cost Proposal: Itemized breakdown of costs for labor, materials, and any additional expenses.
Individual for each of the (4) projects labeled "A, C, B, and D" on the map.
4. References: Three (3) references from similar completed projects.
5. Timeline: Compliance with estimated start and completion dates.
6. Bid Bond: A bid bond in the amount of 10% of the total bid price must be submitted as part of
the proposal.
7. Performance Bond: (100%) of the contract value.

SECTION 7: SELECTION CRITERIA
Proposals will be evaluated based on:
* Compliance with RFP requirements.
* Experience and qualifications.
* Cost competitiveness.
* Proposed timeline and project approach.
* References and past performance.
* Compliance with Legal Requirement.
SECTION 8: LEGAL REQUIREMENTS
All work must comply with applicable local, state, and federal laws, including environmental and safety
regulations. The selected contractor must adhere to all stormwater management requirements as
outlined in the project plans.
SECTION 9: WARRANTY & MAINTENANCE
* The contractor must clearly outline the warranty period and provide detailed warranty guidelines.
* Maintenance obligations must be outlined, including any post-construction inspections required
by MOISD.

Osceola Intermediate School District (the "MOISD"), that any and all persons who will work
directly or indirectly for the Bidder, including, but not limited to, Bidder's employees, agents,
vendors, subcontractors or consultants, and who will work at or on any MOISD property, shall at all
times be in compliance with MCL 380.1230, 380.1230a, 380.1230c, 380.1230d, and 380.1230g
and have not been convicted of any "listed offenses".1 The Bidder further warrants and represents
that all persons who will work directly or indirectly for the Bidder, including, but not limited to,
Bidder's employees, agents, vendors, subcontractors or consultants, and who will work at or on

The undersigned, the owner or authorized officer of (the "Bidder"), certifies to Mecosta- Osceola
Intermediate School District (the "MOISD"), that any and all persons who will work directly or
indirectly for the Bidder, is not an "Iran Linked Business" within the meaning of the Iran Economic
Sanctions Act, Michigan Public Act No. 517 of 2012 (the "Act"), and that in the event Bidder is
awarded a Contract as a result of the aforementioned Request for Proposal, the Bidder will not

certification is responsible for a civil penalty of not more than $250,000.00 or 2 times the amount
