INSTALL TEPID WATER HEATERS FOR EMERGENCY SHOWER/EYE WASH STATIONS, DFSP HACHINOHE, JAPAN

(1) DESCRIPTION OF PROPOSED WORK

This notice serves as the pre-solicitation notice for a construction project: Install Tepid Water Heaters for Emergency Shower/Eye Wash Stations. The location of work will be at the pump station 1, 2 and 3 in DFSP Hachinohe, Japan. Under this acquisition, the contractor shall provide and install tepid water heaters for emergency shower/eye wash stations, domestic cold water pipes and tepid water pipes with electric heat tapes, pipe insulation and provide earth-leakage circuit breakers, pull boxes, explosion-proof junction boxes, explosion-proof flexible conduits and conduit wiring and incidental related works, as described on the drawings and the specifications for this project. Procurement and installation of the aforementioned heaters shall meet the requirements specified in the drawings and the specifications. These drawings and specifications will be provided with the solicitation once it becomes available.

In accordance with FAR 36.204, the magnitude of this construction project is estimated between JPY25,000,000 to JPY50,000,000.This procurement will be issued using Sealed Bidding procedures with the intent to award a single firm-fixed-price contract. Award will be made to the responsible bidder whose bid, conforming to the solicitation, is the most advantageous and offers the best value to the Government considering price only. THIS IS A SYNOPSIS ONLY. THIS IS NOT AN INVITATION FOR BID (IFB).

(2) CONTRACTOR LICENSE REQUIREMENT

Any contract resulting from this solicitation will be awarded and performed in its entirety in the country of Japan. Contractors must be duly authorized to operate and conduct business in Japan and must fully comply with all laws, decrees, labor standards, and regulations of Japan during the performance of the contract. Contractors must be registered to do business and possess an appropriate license (Kensetsu Gyo Kyoka) issued by the Ministry of Land, Infrastructure and Transport or prefectural government in order to perform work under this contract. Offerors will be required to provide verification on such construction license prior to award of any contract to the contracting officer if such information is not already on file with or available to the contracting officer. Furthermore, the U.S. Government will not offer United States Official Contractor status under Article XIV of the U.S.-Japan Status of Forces Agreement (SOFA) to any offeror awarded to a contract under this solicitation; nor does the U.S. Government intend to designate eligible employee(s) as Members of the Civilian Component under Article I(b) of the SOFA.
