THIS IS AN INFORMATIONAL NOTICE ONLY



The United States Department of Agriculture (USDA), Agricultural Research Service (ARS) has a construction requirement for a turn-key product including proper installation of all material and equipment per manufacturer’s recommendations for insulating an existing brick building and installing furring to support new 22-gauge exterior metal wall paneling. The work includes surface preparation, insulation installation, furring attachment, and metal panel installation to increase the thermal efficiency of Building 2 at the NPARL site. The contractor shall work with the site personnel to ensure project is accomplished in a timely manner, at USDA – ARS, 1500 North Central Avenue, Sidney, MT 59270. The Contractor shall provide all labor, equipment, materials, supplies, transportation and supervision performing all required work in accordance with the plans and specifications for this requirement. In accordance with Federal Acquisition Regulation (FAR) 36.204 the magnitude of this construction project is between $25,000 and $100,000.



USDA-ARS will issue a Firm Fixed Price construction purchase order. The Request for Quotation (RFQ), 1232SA25Q0150, may be issued on or around 07/30/2025.



The upcoming solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) Number 2025-04 dated 06/11/2025. The requirement will be a small business set-aside, under NAICS Code 238170 with a size standard of $19M.



Completion timeframe for the resulting purchase order is to be determined. The RFQ will be accessible via https://sam.gov/ in the “Contracting Opportunities” section.



Potential quoters are responsible for monitoring this site for release of the RFQ package and any amendments. All quoters shall be registered with the System for Award Management Registration per FAR Clause 52.204-7 and 52.204-8. No paper copies of the solicitation will be mailed and telephone requests will not be honored.



System updates may lag policy updates. The System for Award Management (SAM) may continue to require entities to complete representations based on provisions that are not included in agency solicitations, including 52.223-22, Public Disclosure of Greenhouse Gas Emissions and Reduction Goals—Representation, and paragraph (t) of 52.212-3, Offeror Representations and Certifications—Commercial Products and Commercial Services. Agencies will not consider or use these representations. Entities are not required to, nor are they able to, update their entity registration to remove these representations in SAM
