This is a synopsis of contract action (SOCA); this is not a solicitation for a Request for Quote.
Please do not request a copy of solicitation, as one does not exist.
Only one responsible source has been identified as reasonably available to provide the service that will satisfy the agency requirements. Therefore, Homestead Air Reserve Base (HARB) intends to issue a sole source, firm-fixed price contract under the authority of 10 United States Code (USC) 2304(c)(1), as implemented by FAR 13.106-1(b)(1)(i) to Quiescence Diving Services, Inc. (d.b.a. Breathing Air Concepts), 103680 Overseas Hwy, Key Largo, FL 33037 USA. The applicable NAICS is 811310 with a size standard of $12.5M.
Description of the Acquisition Requirements:
Requirement seeks to obtain services to complete inspection/testing, maintenance, and repair of the Fire Department’s compressed breathing air systems at Homestead ARB, FL 33039- Building 706. All work shall be done in conformance with federal, state and local codes and regulations, and NFPA and OSHA requirements. Service should include but is not limited to quarterly service visits to address oil & oil filter change (compressor), purification cartridge change, and system diagnostic checkups, per factory recommendations. Prospective vendor will complete disassembly and replacing of all seals in the purification system as required. Visual and diagnostic testing of the noted air compressor systems, along with obtaining air samples for air testing of said units will also be accomplished. Mako Trailer shall also undergo additional full annual service. Work shall also be performed to inspect, maintain, calibrate, troubleshoot, and repair all components of the referenced compressed breathing air systems, as needed and in accordance with the Performance Work Statement (PWS).

No reimbursement will be made for any costs associated with providing information in response to this synopsis or any follow-up information requests. No contract award will be made based on response to this notice. This notice serves to allow interested parties an opportunity to assert and explain their capability to perform the work described. All responses should include a point of contact, telephone number, and e-mail address. Responses should appear on company letterhead and include, at a minimum:
(1) affirmation of an active registration in the System for Award Management (SAM),
(2) qualifications
(3) manufacturer certifications
(4) any applicable pricing data or information
Additionally, respondents should indicate whether they are a large business, small business, small-disadvantaged business, 8(a) concern, woman-owned small business, HUB Zone, service-disabled veteran-owned small business, or qualify as socially or economically disadvantaged and whether they are U.S. or foreign owned.
Information received will be considered solely for the purpose of determining whether a competitive procurement can be conducted. A determination not to compete this proposed procurement based on response to this notice is solely within the discretion of the Government.
Interested persons may identify their interest and capability to respond to the requirement or submit quotes. This Notice of Intent is neither a request for competitive quotes nor a solicitation for offers. Firms that believe they can provide the required services are encouraged to identify themselves and give written notice to the Contracting Officer by COB, 24 March 2025.
The Government does not intend to pay for any information provided under this notice. The synopsis does not constitute a solicitation. If no responses are received by COB, 24 March 2025, a sole source contract will be issued to the aforementioned entity.
All information furnished shall be in writing and must contain sufficient detail to allow the government representative to evaluate and determine if it can meet the requirement. All responses should be furnished electronically to the Contracting Officer by email at: viviane.filias@us.af.mil.
