TO ALL PROSPECTIVE BIDDERS:
The following questions were submitted by potential vendors. Our answer is listed in red
below:
1. Please provide the current contract with all attachments, exhibits, and
addenda. This information can be obtained via public records request.
2. Please provide the current staffing matrix and current staffing schedule.
Refer to requested staffing requested listed in the RFP. Please verify
whether the current matrix and schedule align with the contracted matrix. If
the current operating matrix and schedule include additional positions or
hours beyond the contracted requirements, please identify those
differences. If the staffing requirements listed in the RFP exceed the current
matrix, please clarify the rationale for additional positions. See attached
revised/corrected minimum staffing plan for RFP
3. Please provide all contractual staffing vacancy reports for the past year.

4. Please provide the names of all supplemental staffing agencies currently
used by the current vendor. Vendor specific, w/ internal staffing agency
use.
5. Please provide an overview of current staffing models across facilities,
including the use of agency nurses and providers, the percentage of staff
supported by agency personnel at each location, and whether any mental
health providers are subcontracted or if all are team members of the current
vendor.

b. Subcontracted Mental Health Provision at one location for current
contract. Please refer to RFP for new contract request.
c. Please respond to the requested staffing matrix listed within the RFP
(See attached revised/corrected minimum staffing plan for RFP)
6. Please provide a list of all LOSBs the current vendor partners with to meet
the required participation threshold, including the percentage attributed to
each entity.
Please submit public records request for this information.
7. Does the current vendor have a 5M umbrella to cover liability or a 10M
umbrella as required by the RFP? Defer to Risk Management/Insurance
8. Please provide all audits performed internally by the Contract Monitor and
other agencies (TJA, NCCHC, ACA) and a detailed summary of all
contractual deficiencies, corrective actions, and penalties assessed in the
past three years.

9. Please provide a copy of the most recent NCCHC accreditation audit.
Criminal Justice Center and Women’s Jail East audited January 2026. – A
copy of the audit will be available for viewing after successful bid.
10. Please provide any correspondence or written communication received by
Shelby County or the Sheriff's Office from the DOJ, ACLU, NAACP, or any
local/state/federal advocacy group regarding concerns for the care of
inmates in the past three years. Information is available via public records
request

11. Please provide a list of all litigation related to healthcare services over the past
three years, including outcomes and any financial impact. Answer not
applicable to respond to current RFP.
12. Please disclose any financial impact to the County related to bankruptcy,
restructuring, or change of control of a healthcare provider within the past five
years. Information will not be released.
13. Please provide the completed pre-bid sign in sheet. The pre-bid sign in sheet
is posted to the Shelby County website.
14. We understand that Shelby County currently uses the NextGen EMR system. Is
the County willing to explore the benefits of an alternative EMR system if a vendor
can demonstrate program enhancements, ease of transition, and the reduction of
liability for the County without creating additional expenses? Question not
required for RFP response
15. Please provide the names and titles of the individuals serving on the proposal
review committee. Question not required for RFP response
16. Please detail expected services for juveniles, specifying those required EPSDT
services at discharge that are to be performed by the contractor (and specifying any
to be referred to off-site versus performed by the contractor)
and any additional services required. Requested services outlined in the RFP for
medical, dental, and mental health services are required for all sites, to include
the Juvenile site. Standards related to Juveniles in custody are driven by DCS,
NCCHC, ACA, & Jail standards.
17. Does NCCHC certification RFP requirement apply to all staff types, including
nonclinical and corporate team members, or only to site-based clinical staff?
NCCHC certification listed in RFP applies to site leadership.
18. What system is currently used for jail management, and are there
any changes anticipated? Offender Management System (OMS). No anticipated
changes.
19. Please clarify how “intermediate care” is defined within the scope of this RFP,
including expected services, staffing, and level of acuity.
Patients are considered stable outpatients with chronic but manageable
medical. Minimum needs ex. assistance with adls, turning, etc.
20. Please describe behavioral health safety practices, including the number and
distribution of dry cells for patients on suicide watch, how those cells are used, and
the restraint methods utilized for patients experiencing self-harm or acute
psychiatric symptoms, including the clinical protocols that guide their use.

Behavioral Health safety practices are guided by NCCHC, Tennessee
Corrections Institute, Department of Children’s Services, and American
Correctional Association. The number of cells will be available for review upon
successful bid.
21. Does the County use mobile crisis services or contract with external
organizations to provide additional mental health support, such as case
management or reentry services? If so, please identify these partners and describe
how these services are integrated into patient care.
Yes, The County does refer to mobile crisis while in custody
Yes, The County does have a re-entry department
22. Please provide information on the current waitlist for admission to the
state psychiatric hospital, including average wait times and any factors
that impact transfers. Question not required for RFP response
23. Please provide an overview of the current Medication Assisted Treatment
program, including treatment options used, any restrictions on medications, patient
participation by facility, and overall program satisfaction.
MAT program is vendor provided, protocol-based program, compliant with
Tennessee MAT guidelines. Currently there are 2 parts, with initial phase being
continuation. Phase 2 is induction. Medications are vendors provided. Program
is available at all facilities.
24. Does the County use community resource groups or nonprofit organizations to
support treatment and rehabilitation? If so, please identify these organizations and
describe their role.
The County does not have a designated community resource group. However,
the staffing matrix includes a discharge planner for each facility and will be
expected to connect patients to a variety of community resources at release.
25. When does the County anticipate announcing the award for this RFP? As
stated in the RFP document, The Contract award date is TBD
26. Will there be a designated point of contact to support communication with
current team members who may wish to remain at Shelby County? Yes
27. Could the County please confirm whether the anticipated start date is July 1 in
the RFP or Aug. 1, as is rumored to be the extension date the current vendor
provided? As stated in the RFP document, July 1 or immediately upon execution
of the contract.

28. Please provide updated statistical reports, to include, but not limited to, the
average daily number of patients scheduled for Sick Call, the number of patients
seen at each location, and whether tablets are used for submitting Sick Call
requests at all but at the juvenile facility.

29. Is the physician assigned to the compound the same physician who provides
care within the intermediate care area? Yes
30. Does the County prefer a specific scrub color for healthcare team
members? No
31. Are telehealth services currently used at any facilities? If so, how are they
integrated into care? Yes, Provider visits and some established outpatient appts
32. Is the County participating in any grants, healthcare trials, or community-
based studies that may impact a new vendor? No
33. Please confirm whether services are Medicaid credentialed, including whether
juvenile screenings are performed under this credentialing, and
provide additional detail on how these screenings are managed. No, onsite
services are not Medicaid credentialed.
34. How are psychiatric competency evaluations conducted for both adult and
juvenile patients? The evaluations are based on patient, conducted on and off
site. Does the County have designated providers for these evaluations, or will this
be the responsibility of the contracted healthcare team, including support for court-
related evaluations? West Tennessee Mental Health Institute.
