SECTION 1: OVERVIEW AND SCHEDULE OF EVENTS
1. EXECUTIVE SUMMARY
1.1. Purpose: The purpose of this Request for Proposal (RFP) is to seek Mobile Device services for the NH
Department of Corrections (herein known as "NHDOC", "State," or "Department).
1.2. Performance Period: Contract Agreement awarded as a result of this RFP is anticipated to be effective
upon Governor and Council (G&C) approval through March 31, 2029. NHDOC shall have the option to
extend the term of this Agreement for one (1) additional term not to exceed three (3) years, subject to
the Parties' prior written Agreement on terms and applicable fees for the additional term, satisfactory
Vendor performance, continued funding and Governor and Council approval.
1.3. Location of Services: Services shall be provided at the following NHDOC locations.

1.4. Locations may be added and/or deleted after the awarding of an Agreement at the discretion of the
Department and upon mutual agreement of the Commissioner of NHDOC and Vendor.
1.5. In the event that NHDOC wishes to add or remove facilities at which Vendor is to provide services, it
shall:
1.5.1. Give Vendor fourteen (14) days written notice of the proposed change; and
1.5.2. Secure Vendor's written agreement to the proposed changes.
1.6. Notwithstanding the foregoing, or any provision of this Agreement to the contrary, in no event shall
changes to facilities be allowed that modify the "Completion Date" or "Price Limitation" of the
Agreement.

3. PROJECT OVERVIEW/JUSTIFICATION
Goals and Objectives for Inmate Mobile Devices - Transitional Housing - NHDOC RFP 2026-08 is to
provide mobile device services to Inmates at the Transitional Housing Units (THUs).
The Division of Rehabilitative Services provides education, training, skills, spirituality and personal
development opportunities, which encourage positive work habits, promote pro-social behaviors and
prepare inmates for re-entry to the community.
The Division of Rehabilitative Services encompasses the oversight of three (3) THUs; North End,
Concord Transitional Work Center (TWC), Shea Farm and Calumet House.
Vendor must have a mobile device with cellular connectivity plans capable of remote management,
messaging and monitoring via an app that is managed by a cloud-based web solution. Vendor must provide
one hundred and six (106) mobile devices and be capable of increasing (current max capacity 152) or
decreasing the number of devices usage as population increases/decreases due to new incarcerations or
sentence completion.
4. SCOPE OF WORK (SOW)
OVERVIEW, BUSINESS AND TECHNICAL REQUIREMENTS AND DELIVERABLES
Vendor shall provide NHDOC reliable operational and technical support (collectively the "Services"),
including on-site or remote helpdesk assistance during non-business hours to support critical activities.
The solution must include backup mobile devices that are preconfigured and ready for immediate
deployment if a device fails. The system must enable real-time call logs (incoming, outgoing and missed),
and ensure strong, consistent cellular connectivity. Security is a core requirement, including role-based
access and administration, compliance with departmental policies, adherence to DoIT Security Standards,
and alignment with HIPAA or equivalent standards to protect sensitive health information. The solution
must also incorporate biometric or facial recognition capabilities, particularly to support inmate self-
reporting and identity verification.
The mobile devices must support calling, unlimited video chat, text messaging, web browsing, app
installation, GPS-enabled 24/7 real-time location tracking, secure two-way messaging and bulk messaging,
location checks for curfew, treatment and work, automated event reminders, progress tracking, camera
functionality, and strict controls limiting access to only department-authorized websites and applications.
The cloud-based application must be compatible with major browsers (Chrome, Edge, Firefox, Safari) and
provide configurable, on-demand reporting across various timeframes, capturing required incarceration
and Thermal Screening Unit (TSU) data points. It must enable secure bi-directional communication (both
scheduled and real-time), include calendar scheduling, support facial recognition/visual identity
verification, provide real-time phone call history, and facilitate form completion, workflow processing,
self-reporting, check-ins, and randomized testing. Additionally, the system must support document upload
and download across multiple file formats.
Vendors are encouraged to submit a proposal for consideration even if their solution meets only some of
the stated requirements, provided they clearly outline how their offering aligns with and supports the
overall objectives.

SECTION 2: PROPOSAL SUBMISSION, DEADLINE, AND LOCATION INSTRUCTIONS
1. PROPOSAL SUBMISSION
Physical Proposals and Electronic Proposals submitted in response to this RFP must be received no
later than the time and date specified in the Schedule of Events herein.
The Price Proposal must be labeled clearly and submitted separately from the Technical Proposal.
Late submissions will not be accepted. Delivery of the Proposals shall be the Vendor's responsibility. The
time of receipt shall be considered when a Proposal has been officially documented by the Agency, in
accordance with its established policies, as having been received at the location or via email as designated
below. The Agency accepts no responsibility for damaged, mislabeled, or undeliverable mailed or emailed
Proposals.
2. PHYSICAL PROPOSALS
Vendors are permitted to submit up to one (1) Proposal each with a unique solution in response to the RFP.
The original and all copies shall be bound separately, delivered in sealed containers, and permanently
marked as indicated above. A Vendor's disclosure or distribution of its Proposal other than to the State
shall be grounds for disqualification.
Proposals must be clearly marked as follows:
