REQUEST FOR PROPOSALS

INMATE COMMUNICATIONS SERVICES

FOR THE WARREN COUNTY JAIL

The Warren County Board of Supervisors will receive sealed proposals from qualiﬁed contractors for

providing INMATE COMMUNICATIONS SERVICES for Warren County Jail located in Vicksburg Mississippi. The RFP

number is 2023-1120.

To be considered, providers must be listed on the Mississippi Public Service Commission’s approved

Institutional Service Providers Listing found on their website, www.psc.state.ms.us.

Deadline for receipt of proposals is 2:00 p.m. on Tuesday, December 22, 2025. Late proposals shall not

be considered. Proposals shall include a statement of interest, minimum of (5) references for other projects of the

same general size and scope, and any other promotional information about the person or ﬁrm. Any information

considered proprietary should be marked as such.

The complete speciﬁcations and instructions for responding to this RFP may be obtained by contacting the

Warren County Purchasing O ice, 913 Jackson Street, Vicksburg, MS 39183. The telephone number is 601.638.7428.

Contractors interested in submitting a proposal for this project are encouraged to make a complete

inspection of the Warren County Jail. A pre-proposal conference has been scheduled for Friday, December 12,

2025, at 2:00 p.m. at the Warren County Jail Construction Site, located at 1200 Highway 80, Vicksburg, MS

39183. If you have any questions you may send an email to victoriab@co.warren.ms.us if you need assistance

obtaining the documents.

Each proposal shall be accompanied by a proposal surety in the form of a Bid Bond in the amount equal to

ﬁve percent (5%) of the total bid payable to Warren County as bid security. Contractors who submit proposals that

do not result in an award or contract shall have their proposal surety returned to them.

Proposals including any documents required by this RFP shall be submitted to the Warren County Purchasing

O ice, Attention Victoria Bell, 913 Jackson Street, Vicksburg, MS 39183 by the deadline shown above. Proposals

shall be clearly marked with the contractor’s name and address and the following identiﬁcation:

“Proposal for Inmate Communications Services – Warren County Mississippi”

“Mississippi Public Service Commission Utility ID Number _________________”

The Warren County Board of Supervisors reserves the right to waive minor informalities in proposals, to reject

any and all proposals, to evaluate alternative methods or proposals, and to negotiate and award a contract to the

provider believed most advantageous to the County.
