The United States Air Force (USAF) is issuing this Closed Commercial Solutions Opening (CSO) to support the Initial Pilot Training (IPT) program. The IPT effort will provide no less than 2,500 military officers preparatory training, annually, for rated career fields in the USAF, sister services and partner nation military branches. The service requested consists of administering Private Pilot Certificate (PPC), Airplane Single-engine Land (ASEL) certification and category rating, Instrument Airplane rating (IAR) and Airplane Multiengine Land (AMEL) certification and category rating courses by civilian pilot schools certificated under 14 CFR, Part 141, or civilian pilot refresher training, in whole, or in-part, in a period not to exceed 139 calendar days for each candidate submitted. The Government expects to begin training Government-provided candidates 120 calendar days after contract award and contractors shall be able to scale to the minimum candidate throughput of 150 graduates within the first performance year. A single contract or multiple contracts and multiple offerors may be awarded from this CSO/Area of Interest (AoI). Proposed awarded contracts’ training locations may be geographically aligned with follow-on USAF Undergraduate Pilot Training (UPT), Undergraduate Combat System Officer (UCT), and Undergraduate Remotely Piloted Aircraft Training (URT) locations.
