Summary

The San Mateo County Human Services Agency (“HSA”) is responsible for administering federal, state, and county funded programs that protect our most vulnerable residents, provide safety net services, and provide work supports to help families achieve self-sufficiency. Some of the specific branches in HSA are, Children and Family Services, Economic Self Sufficiency, Program Integrity and Communitive Services, SMCWorks (“Employment Services”), Center on Homelessness, Staff Development and Technology Services.

HSA's Business Systems Group (“BSG”) is a unit within the Staff Development and Technology Services branch. BSG provides information technology (“IT”) services to HSA to include third-party application support, State systems support (such as CalSAWS), application development, client-facing systems support, reporting and data analytics, business intelligence systems support, internal business process support, and help desk services.

From time-to-time HSA needs IT contingency staff when vacancies occur, temporary staff augmentation is required by increased work requirements, key staff members are unavailable for work due to family responsibilities, accident, emergency, illness, jury services, or any other requirement that may dictate the need for contingency staffing services. Typical work hours are 8AM to 5PM, Monday through Friday and will be located at the HSA Administrative Offices at 500 County Center in Redwood City. Assignment lengths may vary but historically can last for up to a year. Contingent staff should be available to be onsite within two (2) weeks of staffing fulfillment/request.

Background

HSA currently has three (3) IT staffing agreements with AgreeYA Solutions, Intratek Computer Inc, and INSPYR Solutions, LLC that will expire December 2025. The historical spend for these three agreements combined is $1.6 million and the average length of assignment is 12 months. Typical assignments include third-party application support, state system support (such as CalSAWS), application development, client-facing systems support, reporting and data analytics, business intelligence systems support, internal business process support, and help desk services. This RFP is seeking up to three (3) providers of Information Technology Professionals to perform IT related work from a pool of its employees who possess the appropriate work skills. IT staff may represent a range of industry-specific skills depending upon the specific needs for each IT professional. This includes but is not limited to technical expertise with specific information systems (subject matter experts), information technology project contributors, customer service professionals including Information Technology Help Desk coverage, application developers, business intelligence and data management expertise, and other various technical areas.

The anticipated duration of the agreement is three (3) years to tentatively begin on January 1, 2026. The County shall have the option to extend for up to two (2) additional years. Services will be requested based on need, therefore HSA cannot guarantee any minimum utilization or expenditures with any provider during the proposed period.

Proposing agencies will be the employer and will maintain that relationship during the time its employees are assigned to the County. The agency will recruit, test, screen, hire, train, pay, provide benefits and leave as necessary, address performance problems, discipline, and terminate its employees. Among other employer obligations, the firm is responsible for payroll deductions and payment of income taxes, social security (FICA), unemployment insurance, and workers’ compensation, and providing required liability insurance and bonding.
