1. STATEMENT OF PURPOSE:
The State of Tennessee, Department of Finance and Administration (F&A) issues this Request
for Information (“RFI”) for the purpose of understanding available solutions for Information
Returns reporting to recipients and the IRS. We appreciate your input and participation in this
process.
2. BACKGROUND:
The State is seeking to gather feedback on current market offerings related to Information
Returns reporting solutions. The Finance & Administration, Division of Accounts performs
statewide central accounting functions for the State of Tennessee. Included in its responsibilities
is ensuring compliance with the IRS Form 1042, 1098, and 1099 series reporting requirements.
F&A is seeking a solution that will assist the Division in reporting information returns to vendors
and to the IRS The State’s estimated form types by volume can be found in Table 2.1:

the needs addressed in the Statement of Purpose above and List of Business Requirements
found in Attachment 1 of this RFI.

6. GENERAL INFORMATION:
6.1. Please note that responding to this RFI is not a prerequisite for responding to any future
solicitations related to this project and a response to this RFI will not create any contract
rights. Responses to this RFI will become property of the State.
6.2. The information gathered during this RFI is part of an ongoing procurement. In order to
prevent an unfair advantage among potential respondents, the RFI responses will not be
available until after the completion of evaluation of any responses, proposals, or bids
resulting from a Request for Qualifications, Request for Proposals, Invitation to Bid or other
procurement method. In the event that the state chooses not to go further in the
procurement process and responses are never evaluated, the responses to the
procurement including the responses to the RFI, will be considered confidential by the
State.
6.3. The State will not pay for any costs associated with responding to this RFI.
6.4. The State may request demonstrations from RFI respondents.

3. Brief description of experience providing similar scope of services/products to public sector
entities.
4. Is your company currently an authorized IRS e-file provider? Please provide proof of
authorization.
5. Clearly outline how the proposed solution addresses each identified business requirement in
Attachment 1 of this RFI. If not please describe which requirement it cannot meet and if additional
customization is required to achieve these requirements.
6. What types of license agreements does your company offer, including bulk discounts, user
licenses vs software licenses, renewals, updates, training for updates administered by state staff,
etc.?
7. What environment can the system reside on i.e. on-prem, cloud-based, hybrid cloud hosted
environments? If cloud hosted which cloud platforms/tenants can it be installed on i.e. AWS,
Azure, etc?
8. Has your company installed the proposed solution for other state governments and resulted in a
successful fulfillment of the desired requirements? If so please provide a list of the state entities,
email addresses and date of solution implementation.
9. Please describe your implementation approach of the proposed solution along with a general
timeline of an estimated implementation schedule.
10. Does your solution have the capability to distribute forms by post mail and online portal access?
11. Does your company currently or historically held a contract or Statement of Work (SOW) with the
State of TN for the proposed solution? If so please provide the name of the State department and
Contract ID.
12. Is your solution offered through any public sector cooperative purchasing organizations i.e.
NASPO, GSA, etc.?
13. Please describe any dashboards available within your solution. Include details on the types of
metrics and data visualizations provided, customization options, user roles and permissions, real-
time data capabilities, and integration with other systems or data sources.
