Infiltration/Inflow Sewer Manhole Rehabilitation

Sealed Bids for the construction of the Infiltration/Inflow Sewer Manhole Rehabilitation project for the Town of Tewksbury, Massachusetts, Contract No. PW-26-08, will be received at the Department of Public Works (DPW) Office located at 999 Whipple Road, Tewksbury, MA 01876 until 2:00 p.m. local time on Thursday, September 4, 2025, at which time said Bids will be publicly opened and read aloud.
The Work includes the rehabilitation of 28 manholes; consisting of the removal and disposal of debris material, repointing/repair of chimney riser sections, chemical sealing of cracks, joints and/or pipe connections, repair of invert and bench areas, coating of interior manhole surfaces, or other related work to restore manhole water-tightness. The manholes scheduled for rehabilitation are located throughout the Town of Tewksbury in either grass or paved roadways.
Contract Documents are incorporated by reference and may be obtained from Accent Printing after 2:00 p.m. local time on Thursday, August 21, 2025. Electronic copies can be downloaded from their website at

for no charge. Hard copies may be obtained for a fee by completing an order online or by calling 978-362-8038 for each set. Completed orders may be picked up at the office of Accent Printing located at 99 Chelmsford Road, North Billerica, MA 01862, from 9:00 a.m. to 4:00 p.m. Copies may also be shipped to prospective bidders for an additional charge to cover handling and mailing fees. All payments for printing and shipping are nonrefundable. For addition to the project plan holder’s list to guarantee receipt of addenda, it is required that all interested bidders obtain the Contract Documents directly from Accent. Interested bidders will be prompted to register an email address with Accent to access the documents. Contract Documents can only be obtained through Accent Printing. Contract Documents may also be examined, but not obtained, at the DPW Office during the following hours: 7:00 a.m. to 3:00 p.m. Monday through Friday.
Addenda, if issued, will be posted to the Accent Printing website and shall be accompanied by e-mail notification to every individual or firm on record as having received the Bid Documents. It shall be the sole responsibility of the Contractor to ascertain the existence of any and all addenda. Hard copies of addenda will not be mailed or faxed.
Minimum Wage Rates as determined by the Commissioner of Department of Labor and Industries under the provision of the Massachusetts General Laws, Chapter 149, Sections 26 to 27D, as amended, apply to this project. It is the responsibility of the contractor, before bid opening, to request if necessary, any additional information on Minimum Wage Rates for those trades people who may be employed for the proposed work under this contract.
The bidding and award of the Contract shall be in full compliance with Sections 39M inclusive of Chapter 30 of the General Laws of the Commonwealth of Massachusetts as last revised.
