Description

INDUSTRY DAY ANNOUNCEMENT



Director, Submarine Programs (DSP) seeks industry input to advance payload integration capabilities for future submarines. The Director, Design & Construction (D,D&C) within Direct Reporting Portfolio Manager, Submarines (DRPM Subs) will host a classified, two-day Industry Day from September 29, 2026 (9:00 AM EST) to September 30, 2026 (12:00 PM EST) at Systems Planning and Analysis (SPA) 2001 N Beauregard St, Alexandria, VA 22311. This event will focus on existing, emerging, and feasible payload handling systems and payload/host-submarine integration challenges.



Future submarines must support a wider variety of payloads than the current fleet. DSP is seeking specific technical solutions and concepts from industry to support the following areas:




  • Logistics & operations: Onloading and offloading payloads above and below the waterline as well as logistics support of payloads underway. Launch and recovery systems for payloads during underway operations.

  • Stowage & maintenance: Secured stowage, servicing, battery recharging, and maintenance of major payload components underway.

  • Command, Control and Communications (C3) & ship control: Command and control of payloads and host ship during launch, recovery, and operations.

  • Platform integration: Power, cooling, auxiliary system (e.g. hydraulics, fresh water) support, off-gassing considerations, and secure data exchange between payload and host ship systems.

  • Safety & security: Onboard casualty response, anti-tamper, cybersecurity, and other security protocols.

  • Lifecycle design: Launcher and payload system design for producibility and sustainment.



Agenda




  • Day 1: Briefings. The Government will brief attendees on future submarine requirements, capabilities, and mission profiles. The nuclear submarine shipbuilders (General Dynamics, Electric Boat and Huntington Ingalls Industries – Newport News Shipbuilding) will present concept designs focused on payload integration.

  • Day 2: Breakout Sessions. Registered participants may request a 20-minute, one-on-one session with Government, shipbuilder, warfare center, and UARC personnel to discuss technical concepts, industry capabilities, and receive feedback on design feasibility.



Note: Do not submit generic capability statements. DSP is only seeking specific technical solutions and ideas for future submarine payload integration.

This notice is NOT a Request for Proposal (RFP) and the Government is not requesting or accepting proposals currently. There is no obligation for potential offerors to respond to this notice.



SECURITY REQUIREMENTS & ACCESS CONTROL



Classification Level: All briefings, discussions, and breakout sessions will be conducted at the SECRET//NOFORN level



Clearance Verification: All attendees must be U.S. citizens and possess a final, active U.S. SECRET (or higher) security clearance.



Interim clearances will not be accepted for facility access.



Visit Authorization Request (VAR) Submission: In addition to registering via email, a formal VAR must be submitted via the Defense Information System for Security (DISS).

Note: VARs must be received and verified in DISS no later than August 28, 2026. Attendees without an approved VAR in DISS will be denied entry to the SPA facility.





REGISTRATION PROCESS (TWO-STEP VERIFICATION)



To participate in this event, companies must complete both of the following steps by 28 August 2026:




  • Step 1: Email Registration. Email Mr. Matt Hedrick at matthew.c.hedrick.civ@us.navy.mil with the subject line: "DSP Payload Integration Industry Day Registration - [Company Name]". In this email, please provide:








    1. Primary Point of Contact (Name, Email, Phone Number).

    2. Company/Organization Name and Address.

    3. Names of the participating individuals (maximum of 3 per company).

    4. An explicit request for a Day 2 One-on-One Breakout Session (if desired).








  • Step 2: DISS VAR Submission. Submit a formal Visit Authorization Request via DISS utilizing the SMO code and details listed in the Security Requirements section above.







FACILITY RULES & SECURITY PROTOCOLS




  • Identification: Each attendee must present a valid, unexpired U.S. government-issued photo ID (e.g., CAC, Military ID, or U.S. Passport) at the check-in desk.

  • Prohibited Devices: SPA is a classified facility. Absolutely no electronic devices, wearable technology, or recording-capable hardware will be permitted inside the briefing or breakout rooms. This includes, but is not limited to:

    • Mobile phones and tablets

    • Smartwatches and fitness trackers (e.g., Apple Watch, Fitbit)

    • Laptops and electronic storage media (USBs, external hard drives)

    • Cameras, voice recorders, and Bluetooth-enabled devices

    • Smart Glasses



  • Storage: Limited secure storage lockboxes may be available at the facility entrance, but attendees are highly encouraged to leave prohibited electronic devices in their vehicles.
