Indigenous Relations Professional (2 Year Contract)

Through this RFP, the Ministry of Transportation and Transit (the “Ministry”) wishes to identify and retain one or more Consulting Firms (“Consultant”) to assist the Properties and Land Management Branch (the “Branch”), to directly coordinate, and/or to conduct and manage specific consultations with Indigenous Groups, and provide strategic advice to the Ministry regarding consultation, partnerships, and negotiations with Indigenous Groups.  Suitable candidates will have extensive, relevant and recent public sector or private sector knowledge, and knowledge of the Ministry’s business operations, and will have experience managing Crown obligations related to consultation with Indigenous Groups, including the general impact of recent legal decisions.  Suitable Consultants must also have direct personal experience consulting with Indigenous Groups.

In addition, consultant(s) may be asked to assist the Branch with planning and managing disposition negotiations in accordance with the Province’s Updated Procedures for Meeting Legal Obligations When Consulting with First Nations.

The focus of this RFP is to procure the services of one or more Indigenous Relations Consultants under separate contracts to assist in the following areas:
Negotiations and consultation with Indigenous communities;        Advice and strategic recommendations for project or other opportunities;         Strategic support and/or advisory role on negotiations with Indigenous Groups; and        Administrative support related to consultation.
The Consultants selected by this RFP may, on occasion, be assigned work noted above for other Ministry branches to provide Services.

Consultant(s) may be required to travel widely throughout the Province to meet with Indigenous Groups and Ministry staff.
