This project is to rehabilitate the existing Runway 11-29 pavement (approx. 5,500’ x 100’). The project includes removal of the existing asphalt, preparation of the existing base course, adjustments to the fillet geometry for both end connector taxiways, transition asphalt tie-ins for connector taxiways, installation of a P-401 bituminous surface course, grooving the runway pavement, shoulder grading, light and or underdrain cleanouts adjustment to grade as required, marking the new pavement, and other incidental work required to acceptably complete the project.

The Indiana County Commissioners (the "Owner") are requesting Bids for furnishing all labor, materials, and equipment and performing all Work for the above-named Project.

Bids must be accompanied by a Bid guarantee in the form of a Bid bond or certified check in the amount of not less than five (5) percent of the total amount Bid. A Contract Performance Bond and a Contract Payment Bond each equal to 100 percent of the Contract price will be required for the successful Bidder.

No Bid may be withdrawn for a period of 60 calendar days after the date of receiving Bids, except that Bids for any Bidder who consents to extend the Bid Award date may, at the request of the Owner, be held for consideration for such longer period as may be agreed to, but in no event exceeding 180 calendar days.

This Project is anticipated to be funded in part by the Federal Aviation Administration (FAA). Accordingly, any Contract awarded under this Invitation for Bids will be subject to the applicable federal regulations in effect at the time of the underlying grant award, which include all requirements set out in the Bidding and Contract Documents which incorporate Federal Contract Provisions that include but are not limited to the Buy American Preference, Civil Rights Title VI Assurances, Disadvantaged Business Enterprise Participation, Foreign Trade Restrictions, Davis-Bacon Requirements, Governmentwide Debarment and Suspension Disclosure, Disclosure of Lobbying, and Procurement of Recovered Materials.

The Owner, in accordance with the provisions of Title VI of the Civil Rights Act of 1964 (42 U.S.C. 2000d to 2000d-4), 28 CFR § 50.3, and 49 CFR Part 21, hereby notifies all bidders or offerors that it will affirmatively ensure that for any contract entered into pursuant to this advertisement, all businesses will be afforded full and fair opportunity to submit bids in response to this invitation and no businesses will be discriminated against on the grounds of race, color, national origin, creed, sex, age, or disability in consideration for an award.

This Project is subject to the Build America, Buy America Act (BABA). Bidders must certify that all construction materials are manufactured in the U.S.

The successful Bidder shall commence Work with adequate force and equipment on a date to be specified in a written order of the Owner and shall complete Work within the time prescribed in the Contract Documents.

The Owner reserves the right to reject any or all Bids, to waive informalities, and to re-advertise.

In compliance with the Invitation for Bids, the undersigned hereby proposes and agrees, if this Bid is
accepted, to furnish the materials and labor and to perform the Work for the completion of items listed in the
Bid Schedule(s) included herein in strict conformance with the terms and conditions of the Bidding
Documents for the consideration of the prices quoted in the following Bid Schedule(s). The undersigned
agrees, upon receipt of written notice of Award, that it will execute a Contract in accordance with the Bid as
accepted and give the required Contract bonds with good and sufficient surety, within fifteen (15) calendar
days after receipt of notice of formal Award of Contract and presentation of the prescribed forms.
It is agreed that the undersigned has informed itself fully in regard to all conditions pertaining to the place
where the Work is to be done, that it has examined the Plans and Project Manual furnished prior to the
opening of Bids for the Work, and that it has satisfied itself relative to the Work to be performed.
It is agreed that the description under each Bid item, being stated, implies although it does not mention,
all incidentals and that the prices stated are intended to cover all such Work, materials, and incidentals as
constitute the Contractors obligations as described in the Bidding Documents, and any details not
specifically mentioned, but evidently included in the Contract shall be compensated for in the item which
most logically includes it.
It is understood that this Bid is submitted for the purpose of obtaining the Work included in the subject
Project at the Airport. Said Work includes the following general items:
Rehabilitate Runway 11-29 pavement
Correct fillet geometry on two (2) end connector taxiways
Complete pavement transitions on three (3) connector taxiways
Adjust drainage and electrical structures to grade
Said Work is described in the Project Bidding Documents which also include the place, date, and time of
opening Bids.
It is understood that separate Contracts on individual Bid Schedules of Work may be awarded, when
included in the Bid Documents.
It is understood that all workmanship and materials under all items of Work are guaranteed for one year
from the date of final acceptance.

Addendum Number Addendum Date

It is understood that the Owner reserves the right to accept or reject any or all Bids and waive informalities.
It is understood that the quantities of Work to be done are approximate only and are intended principally
to serve as a guide in evaluation of Bids, with the right reserved by the Owner to delete minor Bid items.
The undersigned agrees that, if awarded the Contract, it will commence the Work not later than ten (10)
days from receipt of the Notice to Proceed and that it will complete the Work within the time stipulated in
the Bidding Documents.
It is understood that for each calendar day that any Work remains uncompleted after the Contract Time
(including all extensions and adjustments as provided in Section 80, paragraph 80-07, Determination and
Extension of Contract Time) liquidated damages will be assessed in accordance with the Bidding
Documents and will be deducted from any money due or to become due to the Contractor or its Surety.
Such deducted sums shall not be deducted as a penalty but shall be considered as liquidation of a
reasonable portion of damages that will be incurred by the Owner should the Contractor fail to complete
the Work in the time provided in its contract.
Enclosed is security as required, consisting of a Bid bond or certified check payable to the Indiana County
Commissioners, in the amount of $_______________.
This amount equals five (5) percent of the total amount Bid submitted by the Contractor.
It is understood that this Project is funded by federal, state, and local monies, and the Contractor shall be
subject to all laws and regulations applicable to recipients of such funds.
The Contractor shall submit satisfactory evidence of financial responsibility to document the capability to
perform the work or alternatively submit evidence of PennDOT Prequalification with their bid.
