Independent Cost Estimating and Scheduling Services, Blatnik Bridge Project

Brief description: MnDOT requests proposals for Independent Cost Estimating (ICE) Services for the Blatnik Bridge project in Duluth, Minnesota and Superior, Wisconsin. MnDOT intends to deliver this project with the Design-Build project delivery method. MnDOT will procure the Design-Builder through a separate procurement process. The selected ICE Contractor will be conflicted from joining a Design-Build team. The ICE Contractor will provide independent and objective construction cost estimates, schedules, and cost and schedule analysis on behalf of MnDOT. A separate cost estimate, hereafter referred to as the Owner’s Estimate, will be prepared by MnDOT’s design consultant or another qualified firm that is independent of the ICE Contractor. Together, the Independent Cost Estimate and Owner’s Estimate will assist MnDOT in determining the project’s estimated construction cost and the reasonableness of the Design-Builders bid to design and construct the project.
