ADVERTISEMENT FOR BIDS
Sealed Bids for the construction of 24-INCH WATER TRANSMISSION MAIN FROM GLASS MILL ROAD TO
ROCK SPRING PUMP STATION (located in Walker County, Georgia) will be received by the City of
LaFayette, Georgia at City Hall, 207 S. Duke Street, LaFayette, Georgia 30728, until 3:00 PM LOCAL TIME, ON
THURSDAY, MAY 21, 2026, and then at said time and place publicly opened and read aloud. Bids received
after 3:00 PM will be returned to the Bidder unopened.
Bids will be received and evaluated separately for each Division. Bidders may submit bids for one, two, or all
Divisions, in any combination.
The Work consists of furnishing all labor, materials, products, equipment, tools, supplies, and incidentals
necessary for construction of:
Division I: Furnish and install 6,100 LF of 24-inch DIP water main, 40 LF of 36-inch steel casing (open cut), four
24-inch butterfly valves, six fire hydrants, three combination air valves in manholes, and approximately 16,100
lbs. of DI fittings.
Division II: Furnish and install 10,100 LF of 24-inch DIP water main, 100 LF of 36-inch steel casing (bored-in-
place), 260 LF of 36-inch steel casing (open cut), eight 24-inch butterfly valves, eleven fire hydrants, five
combination air valves in manholes, and approximately 29,000 lbs. of DI fittings.
Division III: Furnish and install precast concrete vaults/pits with 16-inch exterior piping and 10-inch and 12-inch
interior piping, including two 12-inch pressure reducing valves, two 10-inch turbine flow meters with strainers, two
12-inch double detector check assemblies, control valves, gate valves, backflow preventers, pressure gauges,
sump pump, piping, electrical, and control panel.
The Project includes all related piping, appurtenances, stake-out, anchors, pipe supports, site grading, grassing,
landscaping, erosion control, and other incidentals required for construction, testing, and start-up for providing
complete and functioning water infrastructure as described by the Contract Documents.
The Project will be funded by Georgia Environmental Finance Authority (GEFA), Georgia Fund program and local
funds. Payment for the Work will be made on the basis of Contractor's periodic Applications for Payment
processed by the Engineer.
Alternate bids will be requested for the use of 20-inch pipe, valves, and fittings in lieu of 24-inch pipe, valves, and
fittings for Divisions I and II.

Bidding Documents may be obtained during normal business hours at the office of Sweitzer Engineering, Inc.,
680 Douthit Ferry Road, Suite 105, Cartersville, GA 30120, Telephone (678) 569-4290, until 72 hours before the
bid opening. The documents are available in either printed or digital (PDF) form upon payment of a non-
refundable fee of $250 for digital documents or $275 per set for printed documents that are shipped. Partial
copies of the Bidding Documents will not be issued. Neither the Owner nor Engineer will be responsible for any
bidding information obtained from any other source.
In accordance with O.C.G.A. 43-41-1, Bids must include a photocopy of the Bidder's Georgia Utility Contractor
License. Contractors must comply with all provisions of the "Georgia Security and Immigration Compliance Act"
(O.C.G.A. 13-10-91 and O.C.G.A. 50-36-1). The Successful Bidder must certify compliance with all
applicable state and federal laws regarding maintaining a drug-free workplace. The Successful Bidder will be

required to certify compliance with federal Executive Order 11246 regarding Equal Employment Opportunity, and
compliance with all other state and federal laws and regulations applicable to funding under Georgia
Environmental Finance Authority's Georgia Fund.
A Pre-Bid Meeting is not required. Refer to other bidding requirements in Section 00200 - Instructions to Bidders.
Bids must be accompanied by a Bid Bond, or other security authorized by law, in an amount of not less than five
percent (5%) of the total base bid. The successful Bidder will be required to furnish a Performance Bond and a
Payment Bond, each in the amount of 100% of the Contract Price.
The right is reserved by the Owner to delay the award of the Contract for a period not to exceed sixty (60) days
from the date of opening of Bids, during which time the Bids shall remain open and not subject to withdrawal.
The Owner reserves the right to reject any or all Bids and to waive any and all technicalities or informalities. If
any Division award is made, the award will be made to the responsible and responsive Bidder submitting the
lowest Total Bid for that Division.
