NOTICE TO BIDDERS

NOTICE IS HEREBY GIVEN that Proposals will be received for the Contract IN-SCHOOL AND OUT-OF-SCHOOL YOUTH SERVICES 24-084-WIOA on or before August 4, 2025, at 2:30 p.m. Solicitation documents, including specifications, may be obtained by email at valerie.calvente@dupagecounty.gov or at www.DemandStar.com . All Proposals must be received prior to the date and time shown below in the table below.

Electronic signatures are allowed, and Bids do not have to be notarized. The County accepts no responsibility for transmission failures or content omissions. Bids transmitted in person, by mail or by facsimile (“Fax”) will not be accepted.

STATEMENT OF WORK

The Workforce Innovation and Opportunity Act (“WIOA”), a federal program funded by the U.S. Department of Labor, is administered in Illinois by the Department of Commerce and Economic Opportunity (“DCEO”) and managed locally by designated agents. DuPage County, designated as Local Workforce Innovation Area 6 (LWIA 6), holds both administrative and program responsibilities for WIOA. Services are delivered through the County’s Workforce Development Division (“WDD”), located at the workNet DuPage Career Center in Lisle, IL. The DuPage Workforce Innovation Board (“WIB”) oversees local WIOA implementation and brings together business, education, labor, and community stakeholders to develop strategies addressing workforce needs.
The purpose of this Request for Proposals is to support programs that prepare In-School Youth (juniors and seniors) and Out-of-School Youth ages 16–24 for employment in in-demand career pathways. Funded programs should prioritize job readiness, paid work experience, and direct connections to employment opportunities. Through WIOA services, youth will gain the skills and education needed to enter self-sustaining careers and reduce long-term poverty. The WIB encourages proposals that involve strong partnerships with employers, community-based organizations, and educational institutions to ensure participants achieve meaningful employment outcomes.
