I. INTRODUCTION
A. PURPOSE
The purpose of this Request for Proposal is to obtain sealed proposals for In-School Alternative Program.
It is the goal of this Request for Proposal to identify a vendor(s) and execute a contract with an
organization that clearly identifies capabilities as presented in the General Evaluation Requirements.
1. COMPETITIVE SEALED PROPOSAL
It has been determined by the Christina School District, pursuant to Delaware Code Title 29, Chapter
6924 (a) that this solicitation be offered as a request for competitive sealed proposals because the
use of competitive sealed bidding is not practical and/or not in the best interest of the District. The
use of competitive sealed proposals is necessary to:
* Use a contract other than a fixed-price type; or
* Conduct oral or written discussions with vendors concerning technical and price aspects of their
proposals; or
* Afford vendors an opportunity to revise their proposals through best and final offers; or
* Compare the different price, quality and contractual factors of the proposals submitted; or
* Award a contract in which price is not the determining factor.
2. CONTRACT REQUIREMENTS
This contract will be issued to vendors to work directly with the district and the schools to ensure
that a purposeful, quality In-School Alternative education program is implemented at eight
(8) secondary schools throughout our district.
3. AGENCY USE CONTRACT
Pursuant to 29 Del. C. 6904(e) respectively, if no state contract exists for a certain good or service,
covered agencies may procure that certain good or service under another agency's contract so long
as the arrangement is agreeable to all parties. Agencies, other than covered agencies, may also
procure such goods or services under another agency's contract when the arrangement is agreeable
to all parties.
4. MULTIPLE SOURCE AWARD
The Agency reserves the right to award this contract to more than one vendor pursuant to 29 Del. C.
6926. The basis for such selection shall be:

5. POTENTIAL CONTRACT OVERLAP
Vendors shall be advised that the District, at its sole discretion, shall retain the right to solicit for goods
and/or services as required by its agencies and as it serves the best interest of the District. As needs
are identified, there may exist instances where contract deliverables, and/or goods or services to be
solicited and subsequently awarded, overlap previous awards. The District reserves the right to reject
any or all bids in whole or in part, to make partial awards, to award to multiple vendors during the
same period, to award by types, on a zone-by-zone basis or on an item-by-item or lump sum basis
item by item, or lump sum total, whichever may be most advantageous to the Christina School District.
6. SUPPLEMENTAL SOLICITATION
The District reserves the right to advertise a supplemental solicitation during the term of the
Agreement if deemed in the best interest of the District.
7. CONTRACT PERIOD
Each Vendor's contract shall be valid for a three (3) year contract term period beginning July 1, 2026.
Each contract may be renewed for two (2) one (1) year periods through negotiation between the Vendor
and Christina School District. Negotiation may be initiated no later than ninety (90) days prior to the
termination of the current agreement.
The District reserves the right to extend this contract on a month-to-month basis for a period of up to
three months after the term of the full contract has been completed.
B. KEY RFP DATES/MILESTONES
The following dates and milestones apply to this RFP and subsequent contract award. Vendors are advised
that these dates and milestones are not absolute and may change due to unplanned events during the bid
proposal and award process.

To ensure that written requests are received and answered in a timely manner, electronic mail (e-mail)
correspondence is acceptable, but other forms of delivery, such as postal and courier services, can also

E. CONTACT WITH STATE EMPLOYEE
Direct contact with Christina School District employees other than the Christina School District
Designated Contact regarding this RFP is expressly prohibited without prior consent. Vendors directly
contacting Christina School District employees risk elimination of their proposal from further
consideration. Exceptions exist only for organizations currently doing business in the District who require
contact in the normal course of doing that business.

II. SCOPE OF WORK
The Christina School District (CSD) is located in Wilmington and Newark, Delaware. The District has a
student enrollment of approximately 13,000 students enrolled in over 32 schools/programs. The District
is seeking a qualified vendor to provide an In-School Alternative Program. The In-school Alternative
Program is a proactive behavior intervention program for chronically disruptive students and students
who are assigned as a result of a violation of the Christina School District Student Manual. This short-
term program is housed in the following schools, for grades 6-12: Gauger-Cobbs Middle School, Kirk
Middle School, Shue-Medill Middle School, The Bayard School, Maurice Pritchett Sr. Academy,
Christiana High School and Middle School Honors Academy, Glasgow High School, and Newark High
School. Students entering the program have staggered entry and completion dates based on staff
recommendation and/or the date of the Student Manual offense.
A. OVERVIEW
Work directly with the district and the schools to ensure that a purposeful, quality In-School Alternative
education program is implemented at eight (8) secondary schools as detailed below.
The Christina School District aims to design an In-School Alternative program (ISA) that acts as an
alternative to suspension, yet that works hard to build relationships and rapport with students whose
behavior has resulted in a removal from the traditional classroom. The goal of our ISA program is to
educate our students on building a positive character, building and restoring relationships with peers
and adults, teaching them the importance and value of receiving an education, providing academic
support in areas where they may need additional supports, teaching our students positive replacement
behaviors, and counseling these students in their daily school-related decision-making.
The In-school Alternative program (ISA) will require the following direct services which shall include, but
not be limited to: reflection, redirection, school based counseling, social skill development,
behavior/anger management, and restorative practices for students who demonstrate persistent
disruptive behaviors, as well as all other students assigned to the program.
The direct services required by the scope of this RFP, will manifest themselves through the following
required programs:
Academic Support- gather work from teachers and support students in completing assignments,
getting building assistance when required, and ensuring that completed assignments get
returned to the assigning teacher
Character Education (including, but not limited to, teaching respect, responsibility, fairness,
kindness, honesty, tolerance, conflict resolution, and forgiveness)
Behavior Modification Through Restorative Practices (including, but not limited to, using
communication, feedback, positive reinforcement, proximity, building and restoring
relationships)
Teaching Replacement Behaviors, as well as modeling the behaviors we wish to see in our
students

Play an active role in helping to develop caring relationships within the School Community
Data Collection (related to direct services provided to student as defined by the district)
Collaboration with the district to provide the highest quality of services to the students in the
program.
Provide each school with a trained staff member to monitor/facilitate the ISA program with
fidelity
Staff must have the knowledge, skills, and training to work with students who exhibit negative
behavioral concerns and be able to provide positive replacement strategies.
REQUIRED INFORMATION THAT MUST BE SUBMITTED IN THE PROPOSAL
Resumes of individuals who may be selected to conduct the work with the Christina School District.
Information to include:
A minimum of a Bachelor's Degree, preferred
A minimum of 3 years of experience working with students who have behavior problems
Evidence of ongoing professional development
The appropriate DOE permit for employment
Samples of designing and implementing an In-School Alternative Program
The vendor will provide, in the RFP, a list of the trainings that have been or will be provided throughout
the school year to their staff, any PowerPoint/Google Slide presentations and/or handouts/manuals
used in these trainings, as well as a schedule of trainings for the upcoming school year
The vendor will provide, in the RFP, steps that will be put in place to evaluate each employee placed in
CSD, ensuring that they are teaching the students the skills needed to improve behavior.
The vendor must ensure uninterrupted service delivery. The vendor shall:
Maintain a substitute or backup staffing plan.
Provide qualified coverage whenever assigned ISA staff are absent.
Ensure substitute staff are appropriately trained before placement; and
Prevent service interruptions that would compromise student supervision, program continuity, or
implementation fidelity.

The Vendor will make available in the RFP a list of previously implemented In-School Alternative
Programs, and provide data demonstrating the success of that program, specific to academics,
character education, and behavior modification.
The vendor will provide, in the RFP, a list of current staff who meet current program needs, including
their credentials and all prior school district experience, as well as all related trainings taken to-date.
Any employee recommended to be hired after the signing of the RFP will be required to provide a
resume, which will include their credentials and all prior school district experience, as well as all related
trainings taken to-date.
The vendor will:
Provide building administrators with weekly updates on student progress, issues, etc.
Track service delivery and submitting monthly reports to the District that clearly document
services provided, student participation, and relevant outcomes.
Collaborate with school and District staff to improve program quality and responsiveness.
Engage parents/guardians through timely communication, family meetings, or school-based
family group sessions when appropriate, and referrals to outside support agencies as
appropriate.
Provide evidence that staff assigned to the District have completed required training before
entering school buildings.
Monitor staff performance and implement a formal employee evaluation process to ensure
quality and fidelity of service delivery.
Promptly address District concerns related to staff performance, professionalism,
attendance, or program implementation.
Maintain compliance with all District policies, state requirements, and school-based
procedures.
Provide evidence that the employees hired have received training in Restorative Practices
before being placed in a school building
Proposals
Bidders must submit a narrative plan explaining how they will provide each of the services identified. At
a minimum, vendors should provide detailed action plans to successfully fulfill each of the vendor
requirements listed in the scope of work. Additionally, where appropriate, respondents are encouraged
to provide examples where they have previously provided, or met, each of the requirements listed. The
narrative plan should clearly identify and describe the following:
The staff providing the service and the expertise and/or experience of the staff, (include resume if the
staff has been determined)
Summary of the vendor's experience with students
Summary of the vendor's experience as an educational provider
Required Information
The following information shall be provided in each proposal in the order listed below. Failure to respond to
any request for information within this proposal may result in rejection of the proposal at the sole discretion
of the State.
A. Minimum Requirements
1. Provide Delaware license(s) and/or certification(s) necessary to perform services as identified in the
scope of work.

Prior to the execution of an award document, the successful Vendor shall either furnish the Agency
with proof of State of Delaware Business Licensure or initiate the process of application where
required.
2. Vendor shall respond to the Request for Proposal (RFP) scope of work and clearly identify
capabilities as presented in the General Evaluation Requirements below.
3. Complete all appropriate attachments and forms as identified within the RFP.
4. Proof of insurance and amount of insurance shall be furnished to the Agency prior to the start of the
contract period and shall be no less than as identified in the bid solicitation, Section V, Item 8,
subsection g (insurance).
5. Provide the appropriate employee certifications/permits for each staff member who will be assigned
to schools.
6. Note: Cost to deliver services outlined above must be submitted under separate cover by
itself.
B. DETAILED REQUIREMENTS
Vendors must provide pricing for the items listed in Appendix A.
III. FORMAT FOR PROPOSAL
A. INTRODUCTION
This section prescribes the mandatory format for the presentation of a proposal in response to this RFP.
Each Vendor must provide every component listed in the order shown in this RFP, using the format
prescribed for each component. A proposal may be rejected if it is incomplete or conditional.
B. PROPOSAL RESPONSE
The Request for Proposal may contain pre-printed forms for use by the vendor in submitting its proposal.
The forms required by this solicitation shall be considered mandatory, prevailing documents.
When preprinted forms are used, the forms shall contain basic information such as description of the item
and the estimated quantities and shall have blank spaces for use by the vendor for entering information such
as unit bid price, total bid price, as applicable.
The Vendor's proposal shall be written in ink or typewritten on the form provided, and any corrections or
erasures MUST be initialed by vendor's representative completing the bid submission.

If items are listed with a zero quantity, Vendor shall state unit price ONLY (intended for open end purchases
where estimated requirements are not known). The proposal shall show a total bid price for each item bid
and the total bid price of the proposal excluding zero quantity items.
Vendors' proposal must respond to each and every requirement outlined in the RFP criteria in order to be
considered responsive. Proposals must be clear and concise.
C. NON-CONFORMING PROPOSALS
Non-conforming proposals will not be considered. Non-conforming proposals are defined as those that do
not meet the requirements of this RFP. The determination of whether an RFP requirement is substantive or
a mere formality shall reside solely within the Christina School District.
D. CONCISE PROPOSALS
The Christina School District discourages overly lengthy and costly proposals. It is the desire that proposals
be prepared in a straightforward and concise manner. Unnecessarily elaborate brochures or other
promotional materials beyond those sufficient to present a complete and effective proposal are not desired.
The Christina School District's interest is in the quality and responsiveness of the proposal.
E. COVER LETTER
Each proposal will have a cover letter on the letterhead of the company or organization submitting the
proposal. The cover letter must briefly summarize the Vendor's ability to provide the services specified in
the RFP. The cover letter shall be signed by a representative who has the legal capacity to enter the
organization into a formal contract with Christina School District.
F. TABLE OF CONTENTS
Each proposal must include a Table of Contents with page numbers for each of the required components of
the proposal.
G. DESCRIPTION OF SERVICES AND QUALIFICATIONS
Each proposal must contain a detailed description of how the Vendor will provide the goods and services
outlined in this RFP. This part of the proposal may also include descriptions of any enhancements or
additional services or qualifications the Vendor will provide that are not mentioned in this RFP.
H. DISCOUNT
Vendors are invited to offer in their proposal value added discounts (i.e. speed to pay discounts for specific
payment terms). Cash or separate discounts should be computed and incorporated into unit bid price(s).
I. SAMPLES OR BROCHURES
Samples or brochures may be required by the agency for evaluation purposes. They shall be such as to
permit the Agency to compare and determine if the item offered complies with the intent of the specifications.
