The U.S. Securities and Exchange Commission (SEC), Division of Enforcement, seeks information from qualified vendors capable of providing 3-in-1 or triple-merge online credit report services from all three credit monitoring agencies (Equifax, Experian, and TransUnion). Reports shall include credit history, bankruptcies, judgements, and liens under the authority of Federal Statute 31 U.S.C. 3711(h) to provide information on Commission debtors and those defendants/respondents negotiating settlements/waivers/partial waivers.
Credit reports shall be accessible over the internet using appropriate access control security features, such as password, etc., and not require a software download to computers. Each report shall provide a detailed description of credit history to include (a) rating; (b) consumer identification to include names, other names used, current and prior addresses; (c) employment history for at least the two prior employments; (d) public record information on bankruptcies, liens, collections, court records and outstanding balances; (e) credit history identifying creditors, debt payment performance, and current and past due, charge off, collection and collection factored accounts, balances, and past due amounts and status of accounts for the past 24 months; (f) a list of inquires with addresses with the past 12 months; (g) a derogatory summary; and (h) all duplicate accounts deleted. The Vendor shall provide user training at no cost to the Government, and a date, time, and location TBD. The quantity is approximately 350 credit checks per year. Period of performance is one base period of 12 months with possible four one-year options, to start approximately September 17, 2026.
SEC is requesting information from any and all vendors who are capable of performing the required services as a prime vendor, as limitations on subcontracting are applicable. Small Businesses are preferred.
All responses must include a Capabilty Statement (5 pages max) that briefly demonstrates corporate personnel, knowledge and experience as it relates to the services required and includes: (a) number of years providing related credit reporting services and brief description of capabilities performing similar service and platforms used; (b) examples (with contract numbers) performing similar services within the last 3 years; and (c) UEI number and business size.
The Government may only provide a response confirming receipt of the information. No telephonic responses will be accepted. All responses to this notice shall be by email to the Contracting Officer, Kathleen Ferte at Fertek@sec.gov using “Response to Sources Sought Notice for Credit Reporting” in the subject line no later than 12:00PM EST on Wednesday, July 29, 2026.
