Impartial Hearing Officer(s) for Workforce Innovation and Opportunity Act (WIOA) Title I and Special Grants

The purpose of this Request for Qualifications (RFQ) is to define the County’s minimum requirements, solicit Statement of Qualifications, and gain adequate information by which the County may evaluate the services offered by Proposers that fall within the scope of services as further described in this RFQ.

The County intends to secure a contract(s) with qualified contractor(s) to provide services as an impartial hearing officer for Workforce Innovation & Opportunity Act (WIOA) Title I and Special Grants as outlined in Employment Development Department (EDD) Workforce Service Directive (WSD) 18-05, WIOA Grievance and Complaint Resolution Procedures. Subcontractors are not permitted.

The County may award multiple contract(s) if it is in the best interest of the County to do so.

RFP Deadline extended to February 6, 2026 by 2pm PST.

There will be an optional pre-proposal conference held at this time.
