1. INTRODUCTION
Mariposa County Sheriff's Office Animal Control is responsible for the humane care,
custody, and disposition of domestic animals and livestock impounded under applicable
provisions of the California Food and Agriculture Code, local ordinances, and other
applicable laws.
Mariposa County is seeking qualified, experienced, and licensed animal welfare
organizations to provide immediate intake, placement, fostering, and adoption services for
impounded animals. The intent of this agreement is to ensure timely relocation of animals
from County custody to a qualified partner organization capable of providing humane care
and achieving successful adoption outcomes.
The initial contract is expected to be for a one-year term, with opportunity for renewal.
However, the county retains discretion to negotiate a two or three year initial contract.
2. PROJECT OVERVIEW
Project Title
Mariposa County Sheriff's Office Animal Control Placement Services Agreement
Objective
The selected vendor(s) will provide guaranteed capacity for the intake, care, and placement
of animals transferred from Mariposa County Animal Control, with a focus on humane
treatment, rapid placement, and compliance with all applicable laws and professional
sheltering standards.
Scope of Intake
The County may transfer dogs, cats, and other domestic animals to awarded vendor(s) as
operational needs arise. Actual intake volumes will vary and are not guaranteed.
Proposers shall identify the types of animals they are able to accept and describe their
available intake, housing, care, and placement capacity. The County may place animals
with one or more awarded vendors based on available capacity, animal needs, geographic
considerations, performance, and operational requirements.
The County reserves the right to make multiple awards under this solicitation and to
distribute animal transfers among awarded vendors in a manner that best supports animal
welfare, public safety, and program objectives.

Response Time Requirement
The selected vendor(s) must be able to accept animals within 72 hours of County
notification, unless otherwise mutually agreed upon in writing.
3. SCOPE OF SERVICES
The selected vendor(s) shall provide, at minimum, the following services:
* Animal Intake and Transfer
Accept animals transferred from Mariposa County Animal Control within

required timelines.
* Care, Housing, and Welfare
Provide humane housing, enrichment, feeding, and daily care.
o
Ensure all animals receive appropriate veterinary evaluation and treatment
o
as needed.
* Placement and Adoption Services
Assume full responsibility for fostering, rehabilitation (if needed), and
o
adoption placement.
Actively engage in adoption programs to ensure timely placement outcomes.
o
* Regulatory Compliance
Comply with all applicable federal, state, and local laws, including California
o
animal welfare regulations.
Adhere to the Association of Shelter Veterinarians (ASV) Guidelines for
o
Standards of Care in Animal Shelters.
* Collaboration
Work cooperatively with rescue organizations, humane societies, and other
o
placement partners to maximize adoption outcomes for unclaimed
adoptable animals.
4. VENDOR QUALIFICATIONS
Eligible applicants must demonstrate:

* Status as a registered 501(c)(3) nonprofit organization
* Proven experience in animal sheltering, rescue operations, or placement programs
* Capacity to safely house and manage variable-volume animal intake
* Established veterinary care protocols or partnerships
* Demonstrated success in adoption and placement programs
5. PROPOSAL REQUIREMENTS
Each proposal must include the following:

History, mission, and relevant experience in animal welfare services

Identification of management and operational staff responsible for service

4. Service Approach
Detailed explanation of intake, care, rehabilitation, and adoption processes

Proposed cost per animal (separate rates for dogs and cats)

6. Insurance and Compliance Documentation
Proof of required insurance coverage

Applicable licenses and certifications
o
7. 501(c)(3) Verification
Documentation confirming nonprofit status

6. EVALUATION CRITERIA
Proposals will be evaluated based on the following weighted factors:
* Relevant experience and organizational qualifications (20%)
* Quality, feasibility, and sustainability of the proposed program (20%)
* Cost per animal and overall fiscal value (20%)
* Demonstrated animal welfare standards and outcomes (20%)
* References and past performance (10%)
* Ability to meet intake timelines and capacity requirements (10%)
The County reserves the right to select one or multiple vendors based on overall best value.

8. QUESTIONS AND CLARIFICATIONS

9. EVALUATION AND AWARD PROCESS
* Proposals will be reviewed during the evaluation period following the submission
deadline.
* Selection is anticipated to be completed by August 1, 2026 with final award
authorization expected no later than September 1, 2026.
* Contract award, if any, will be based on the determination of the most responsive
and responsible proposer(s) offering the best overall value to the County.
Please note that contract negotiations do not constitute a guarantee of award.
10. TERMS AND CONDITIONS
* The County reserves the right to accept or reject any or all proposals.
* The County may award multiple contracts if deemed in the best interest of service
continuity.
* Submitted materials become the property of the County and are subject to public
records laws.
* Selected vendors may be subject to background checks and facility inspections
prior to contract execution.
11. PUBLIC RECORDS DISCLOSURE
All proposals submitted in response to this RFP will become the property of the County,
are considered public records under the California Public Records Act, and may be subject
to disclosure.
The County is not seeking proprietary information and will not assert any privileges that
may exist on behalf of proposer.

Submission of any materials in response to this RFP constitutes:
* Consent to the County's release of such materials under the Public Records Act
without notice to the person or entity submitting the materials; and
* Waiver of all claims against the County and/or its officers, agents, or employees
that the County violated a proposer's right to privacy, disclosed trade secrets, or
caused any damage by allowing the proposal or materials to be inspected; and
* Agreement to indemnify and hold harmless the County for release of
such information under the Public Records Act; and
* Acknowledgment that the County will not assert any privileges that may exist
on behalf of the person or entity submitting the materials.
Notwithstanding the above, the County will maintain as confidential any and all
proposals received, and any contract negotiated as confidential until such time as the
County has selected a responsive and responsible proposer to award the contract,
negotiated a contract, and presented the contract to the Board of Supervisors for
approval, or has determined not to proceed with the project.
12. COUNTY RIGHTS AND RESERVATIONS
The County of Mariposa reserves the right to:
* Waive informalities or minor defects in proposals
* Reject any or all proposals
* Reissue or modify the RFP at any time prior to the submission deadline
* Procure services through alternative means
* Award multiple contracts or no contract at all
* Adjust scope, timelines, or requirements as operational needs dictate
