TRAFFIC SIGNAL AND STREETLIGHT
MAINTENANCE AND REPAIR
The Town of Longmeadow is accepting sealed bids for on-call service for traffic signal and streetlight
maintenance, repair, replacement and accident recovery services. Bid documents may be obtained from the
Town of Longmeadow, Purchasing Department, Attn: Chad Thompson, Director of Procurement, 231 Maple
Road, Longmeadow, MA 01106 (P: 413-565-4185, cthompson@longmeadowma.gov ). Bidders that access bid
documents online are encouraged to register with the Purchasing Department to receive updates and addenda.
Failure to acknowledge addenda may result in a bid rejection.
All bids for Streetlight Maintenance and repair are subject to the provisions of Massachusetts General Law 30,
39M. All bidders shall comply with minimum wage rates as set forth under Massachusetts General Law
Chapter 149, Sections 26 to 27H. The contract award vendor will take into account annual mandated
adjustments in wage rates while maintaining bid pricing supplied on their bid submission forms.
Sealed bids shall be labeled ‘IFB Traffic Signal & Streetlight Maintenance and Repair’ with the complete
contact information of the bidder on the exterior of the envelope. Sealed bids should be delivered to the
Longmeadow Purchasing Department and will be received until the bid deadline of 11:00am on Friday,
November 21, 2025. Late bids will be rejected. Bids will be opened immediately following the bid deadline.
The contract will be for one year, with up to two (2) renewal options at the sole discretion of the Town. A 5%
bid deposit is required for the first annual estimate and should be supplied with the bid submission in the form
of a bid bond, cash, certified check or money order issued from a responsible bank. A 50% payment bond will
be required of the contractor upon contract award.
The Town of Longmeadow acting through the Town Manager, the Awarding Authority reserves the right to
reject any or all bids, waive minor informalities and to award a contract in the best interest of the Town.

GENERAL:
The Town of Longmeadow is accepting sealed bids for on-call traffic signal and streetlight maintenance, repair,
replacement and accident recovery services. The contract will be for services based on hourly rate
compensation of workers for both certified electrician and laborer & non-certified electrician, hourly rate for
bucket/utility truck and hourly rate compensation for accident recovery services. Parts and supplies will be
billed at a percentage above the manufacturer’s price. This will be an annual contract for a one-year term with
renewal option for up to two additional annual contract awards at the sole discretion of the Town.

website www.longmeadowma.gov through the Purchasing Department page, then select the ‘Bid & RFP’ links
to access bid documents. Bidders that download documents online are encouraged to register with the
Purchasing Department to receive updates. Others are required to monitor bid postings linked to the Purchasing
Department page prior to the bid deadline for additional information and issued addenda. Failure to
acknowledge addenda may result in a bid rejection.
SUBMISSION OF BIDS
Sealed bids shall be labeled ‘IFB: Traffic Signal and Streetlight Maintenance and Repair’ with the complete
contact information of the bidder on the exterior of the envelope. Sealed bids should be delivered to the
Longmeadow Purchasing Department and will be received until the bid deadline as published of amended by
addendum. Late bids will be rejected. Following the bid deadline, bids received will be immediately opened in
the Auditorium located in the same building. The contract will be for one year with the renewal option for up to
two additional years at the sole discretion of the Town. A 5% bid deposit for the estimate for the first year of
service is required and should be supplied with the bid submission in the form of a bid bond, cash, certified
check or money order issued from a responsible bank. A 50% payment bond will be required of the contractor
upon contract award.

All bid prices shall remain firm for (90) ninety days following the bid opening. All bids are subject to the
provisions of Massachusetts General Law 30, 39M. All bids for labor shall comply with the minimum wage
rate requirements as set forth under Massachusetts General Law Chapter 149, Sections 26 to 27H. The
successful Contractor is required to have a licensed electrician in the Commonwealth of Massachusetts and
provide evidence of said license. The Contractor must also supply insurance coverage to meet the insurance
requirements of the Town of Longmeadow as outlined in the sample contract terms and conditions.
The Town of Longmeadow acting through the Town Manager, the Awarding Authority, reserves the right
to reject any or all bids, waive minor informalities, and to award a contract in the best interest of the
Town.

Written questions must be submitted by mail, email or by fax. Questions must be received no later than 144
hours (6 days) before the bid deadline. Response to questions will be provided in writing through addendum.

BID WITHDRAWAL/MODIFICATION
A bidder may correct, modify, or withdraw a bid by written notice received by the Town prior to the date and
time specified for the bid opening. Bid modifications must be submitted in a sealed envelope clearly labeled
“MODIFICATION NO.___.” Each bid modification must be numbered in sequence, and must reference the
original Invitation for Bid. After the bid opening, a bidder may not change any provision of the bid in a manner
prejudicial to the interests of the Town of Longmeadow or fair competition. Minor informalities will be waived
or the bidder will be allowed to correct them. If a mistake is present and the intended bid is clearly evident on
the face of the bid document, the mistake will be corrected to reflect the intended correct bid, and the bidder will
be notified in writing, and the bidder may not withdraw the bid. A bidder may withdraw a bid if a mistake is
clearly evident on the face of the bid document, but the intended correct bid is not similarly evident.
UNEXPECTED BID DELAYS
If, at the time of the scheduled bid opening town offices are closed due to uncontrolled events such as fire,
snow, ice, wind, building evacuation, or other extreme conditions, the bid opening will be postponed until
the next regular business day at the exact time and location as published in the legal notice or as revised
by IFB addenda.
PREVAILING WAGE RATES
Prevailing Wage Rates as determined by the Commissioner of the Department of Labor and Workforce
Development under the provisions of Massachusetts General Laws, Chapter 149, Section 26 to 27H, as
amended, apply to this project. It is the responsibility of the Contractor to provide the Town with certified
payrolls and to comply with all requirements of the above-cited statutes.
