    I. PURPOSE:
    The Virginia Department of Transportation, herein referred to as “VDOT”, is soliciting bids from qualified firms to perform
    flushing and/or vacuuming of storm water drainage structures. These water drainage structures are located within Prince
    William County along the right of way on various primary, secondary and residential routes maintained by VDOT in
    accordance with this invitation for bids. Work will be on an on-call, as-needed basis.
    PERIOD OF CONTRACT: One year from date of award with two (2) one-year optional renewal periods.
    II. QUESTIONS REGARDING THIS INVITATION FOR BID:
    Any questions regarding this invitation for bid shall be addressed to Cynthia Neher in writing via e-mail at
    Cynthia.Neher@vdot.virginia.gov. The issuing office shall determine whether any addendum should be issued as a result of
    any questions or other matters identified. Questions must be received by close of business five (5) days prior to bid closing.
    III. GENERAL:
    For clarification, each firm submitting a Bid is referred to as a “Bidder”. The Bidder awarded the contract is referred to as a
    “Contractor”. VDOT will assign a “Contract Administrator” as the Contractor’s primary point of contact for administering
    the contract. The VDOT Contract Administrator may identify “Designee(s)” to monitor, coordinate, schedule, and inspect the
    Contractor’s performance on the contract. This Invitation for Bid states the instructions for submitting bids, the procedure
    and criteria by which a contract may be awarded, and the contractual terms which will exclusively govern the contract
    between VDOT and the Contractor.
    IV. SPECIFICATIONS / CONTRACT REQUIREMENTS:
    A. SCOPE OF WORK: The Contractor shall provide all supervision, experienced and qualified operators, traffic control,
    tools, equipment, fuel, water, accessories and any incidentals necessary to perform on-call, as-needed vacuuming, flushing
    and cleaning services to drainage structures such as pipes, drop inlets, ditch lines, catch basins, manholes, storm drains,
    sewers, culverts and other drainage structures within Prince William County.
    1. Standards of Work Performed: The Contractor shall perform all work in such a manner that all foreign material that
    is not part of the structure (i.e., stone, grit, grease, sludge, sand, dirt, road debris, sediment, leaves, tree limbs, etc.) is
    removed from the assigned structure to the satisfaction of the VDOT Contract Administrator or designee.
    2. Capacity to Perform: The Contractor shall ensure they have the capacity to perform work under this contract even
    though there may be other contractual responsibilities to VDOT or elsewhere. Failure to provide the requested
    equipment with operators may result in VDOT procuring services from another source and/or contract termination for
    default. See Section IX. General Terms and Condition, Paragraph P.
    3. Method of Conducting Work: The Contractor’s equipment operator(s) shall use the appropriate method, such as
    vacuuming, water jetting and pressure washing, to clean the structure to the standard stated above. During their
    performance, the operator(s) shall adjust high-pressure water flow to ensure that each structure receives optimal
    cleaning and scouring power without damaging the structure or existing utilities.
    4. Inspection of Drainage Structures: The Contractor shall inspect the assigned structure for signs of deterioration and
    report any issues observed immediately to the VDOT Contract Administrator or approved designee.
    5. Confined Spaces: The Contractor shall be responsible for determining if a proposed structure (i.e. manhole, drop
    inlet, etc) is classified as a confined space as defined by VDOT Safety Directive 07-002 dated June 4, 2010 and shall
    follow the directive’s procedures for confined entry if applicable.
    6. Optional Bid Item - Video Inspection Services: Internal pipe video scanning inspection locations will be determined
    by the VDOT Contract Administrator or Designee as needed. The Contractor shall be responsible for inspecting the

    inlet, outlet and all joints for any and all deficiencies; which shall be recorded. Two (2) copies of the recording shall
    be provided on a DVD to the VDOT Contract Administrator or designee. This service will be requested by the agency
    on a case by case basis and may or may not be used in conjunction with the pipe cleaning. The recording shall only
    include the video file requested and shall be readily viewable using Standard “Windows” format software players.

    B. LOCATION OF WORK: The Contractor shall perform services throughout Prince William County for the Manassas
    Residency. There are four Area Headquarters (AHQ) within the Manassas Residency that will be requesting service.

    C. EQUIPMENT REQUIREMENTS: The equipment offered shall be suitable for the intended purpose. The Contractor
    shall provide the following or approved equivalent with equal specifications and capabilities. VDOT in its sole
    discretion shall determine whether the equipment offered by Bidders is considered equal to that named herein.
    1. Jet/Vacuum Vactor Truck: The Contractor shall provide truck mounted combination units with vacuuming and
    water jetting (variable pressures) capabilities. VDOT is seeking a total of four (4) Jet/Vacuum Vactor trucks and
    reserves the right to make multiple awards until the required quantity of trucks is achieved. VDOT, in its sole
    discretion, may increase or decrease desired quantity. The Jet/Vacuum Vactor truck shall meet the following
    minimum specifications:
    a) Water Tank/Debris Box Capacity: The unit shall have a water tank capacity of at least 1,000 gallons with a
    minimum nine (9) cubic yards debris box
    b) Cleaning Capability: The unit shall be capable of effectively cleaning up to 400 feet from the point of entry
    with a minimum 65 gallon per minute at 2200 PSI and 800 CFB system with various size nozzles
    c) Debris Removal Capability: The unit shall be capable of removing stone, grit, grease, sludge and other debris
    from sanitary sewer and/or storm drain lines by flushing action of high-pressure water
    d) High Pressure Pipe Cleaner: The unit shall have a high-pressure pipe cleaner that can operate independent of
    the vacuum system. This unit shall be equipped with various sized root cutters and a retrieval system.
    e) Jet Nozzle: The unit shall have a high-pressure hand jet nozzle sprayer and hose for washing
    2. Optional Bid Item – Video Inspection Equipment: The video Inspection equipment, at minimum, shall be equipped
    with the following:
    a) The unit shall meet or exceed POSM Data Collection System Software Program including Mpeg and Jpeg
    capabilities.
    b) The unit shall have Wheel tractor transporters
    c) The unit shall have Standard Downhole and Safety Equipment
    d) Camera System Requirements: The pipe inspection camera system shall have a color camera with DVD
    recording and zoom capabilities. It shall have a resolution of 320 x 240 or greater. The camera head shall be sized
    appropriate for the pipe size of each request. For clarity, it shall be capable of inspecting up to seventy-two (72)
    inch pipe by remote control and film/record a minimum of 200 linear feet.
    3. All Bidders shall include a complete Vendor Qualification/Equipment Inventory Form with their bid or within two
    (2) days of request by VDOT. The complete description and capabilities of each piece of equipment that will be
    utilized under this contract shall be noted on the form. All equipment intended for use on this contract may be
    subject to inspected by VDOT prior to award. VDOT reserves the right to have any equipment removed from
    operations due to failure to meet specifications, frequent mechanical failures or failure to meet any safety
    requirements.

    4. The Contractor’s equipment warning lights shall meet the requirements in the 2011or latest edition of the Virginia
    Work Area Protection Manual (VWAPM). Vehicles that do not meet these requirements will not be allowed to be
    utilized in conjunction with this contract.
    5. The Contractor shall be responsible for providing all water necessary to perform cleaning operations and for any
    water meters that may be required by the local town or county.
    6. The Contractor shall arrive at the work site fueled, have a full load of water, have an empty vacuum tank and be ready
    to work.
    7. The Contractor shall be responsible for having secured all equipment and materials on their vehicles when in transit
    to and returning from a work assignment.
    8. The Contractor shall not be permitted to park vehicles and equipment on the VDOT right of way or at a VDOT facility
    without prior written permission from the VDOT Contract Administrator or designee. VDOT shall not be liable for
    any Contractor vehicles or equipment that is missing, stolen, or damaged while parked on the right of way or at a
    VDOT facility.
    9. All Contractor vehicles shall meet the requirements stated in the Special Terms and Conditions, Vehicle Requirements.
    D. PERSONNEL REQUIREMENTS
    1. Crew Requirements: All work performed under this contract shall be performed by a minimum two (2) person
    crew consisting of one (1) driver/operator and one (1) helper. The vacuum truck shall not be permitted to work and
    no payment will be authorized for services performed without meeting the minimum crew requirements. The
    Contractor shall provide sufficient personnel to perform the required work. At least one member of the crew shall
    be able to maintain the equipment in order to provide a continuous and productive operation.
    2. Supervision: The Contractor shall be completely responsible for supervising and directing employees at all times.
    The Contractor’s personnel shall be expected to work without direct supervision from VDOT.
    3. Safe Operations: The Contractor’s operators shall not create any hazardous condition with the operation of the
    equipment. Contractor vehicles shall be parked as far to the left or right of shoulders as possible so there is no
    interference with travel.
    4. Operator Requirements: Operators shall possess the knowledge, skills, and abilities to perform all aspects of
    operation of the equipment and to follow the practices and methods of roadway maintenance and construction used
    by VDOT. All operators shall have a valid Commercial Driver’s License, Operator A or B with air brakes when
    required. VDOT reserves the right to determine qualified operators. Any operators determined unqualified by
    VDOT shall be replaced immediately by a qualified operator.
    5. Communication: The Contractor shall have at least one crew member on site that communicates effectively in
    English, both verbally and in writing. All Contractor employees shall be capable of understanding directions and
    tasks for safe and effective operations.
    6. The Contractor’s and Subcontractor’s personnel shall at all times communicate with landowners and citizens
    throughout the Manassas Residency in a courteous and respectful manner. The Contractor’s personnel shall refer all
    public questions concerning work planned, performed or promised to the Contract Administrator or designee.
    7. Each piece of equipment with operator shall have a working cell phone capable of communicating with VDOT
    crews. Cell phone numbers shall be provided to the VDOT Contract Administrator or designee prior to the start of
    each workday.

    E. TRAFFIC CONTROL
    1. The Contractor, upon VDOT request, shall provide traffic control equipment and personnel to include truck mounted
    attenuator with arrow board, the appropriate signs and spring-loaded type sign stands meeting NHRP 350 requirements
    and capable of holding a 48” sign. It shall be the responsibility of the Contractor to transport, properly set up, and
    breakdown all traffic control devices. The Contractor shall install and maintain signs in accordance with the 2011or
    latest edition of the VWAPM and the Manual on Uniform Traffic Control Devices (MUTCD), as revised or amended.
    Signs and layouts shall be in place prior to the performance of any work. The Contractor shall supply all traffic cones
    and traffic channeling devices. The Contractor shall provide two-way radios for traffic control when applicable.
    2. The Contractor shall provide certified flaggers required for traffic control and shall be VDOT or American Traffic
    Safety Services Association (ATSSA) certified. Flaggers shall be in the work zone during all hours of operation.
    Flaggers shall have their Flagging Certification card in their possession at all times while performing flagging duties.
    Flaggers found not in possession of their certification card or performing their duties in an unsatisfactory manner shall
    be removed from the flagging site, and operations requiring flagging shall be suspended.
    3. All traffic control shall conform to the latest edition of the “Manual on Uniform Traffic Control Device” (MUTCD)
    and the latest edition of the “Virginia Work Area Protection Manual” (VWAPM).
    F. DEBRIS REMOVAL/HANDLING OF COLLECTED WASTE: In Prince William County, there is no landfill that
    accepts “wet” vactor generated debris. To ensure timely and efficient operations, and to limit travel to alternate disposal
    locations within the state, the Contractor shall furnish to each of the four VDOT Area Headquarters a dewatering roll off
    dumpster box.
    1. Dewatering Roll Off Dumpster Box Requirements: Dewatering roll off shall meet all applicable State and Federal
    Environmental requirements for containing debris and liquid while on State Property. The Contractor shall inspect
    the on-site dewatering roll offs daily to ensure that all connections are tight, that the unit is not leaking liquid runoff
    into the VDOT yard that has not been run through a dirt bag and that the roll off does not exceed its intended capacity.
    Dirt bags that have reached capacity shall be thoroughly dried and disposed of properly in accordance with all
    applicable State and Federal Environmental regulations.
    The roll off dumpster shall be a dewatering & false floor roll-off container that separates solids from liquids and drains
    the liquid from the container. The dumpster shall meet at a minimum:
    Minimum capacity of 25 yards
    Sealed tailgate w/binders
    Reinforced false floors and sides
    Sealed roof with rolling lid
    Front and rear splashguards
    Shall have a side pump to filter the water through a contractor supplied dirt bag for additional filtering of
    water.
    When the container is at capacity the Contractor shall remove unit and replace with empty roll off to provide
    continuous operation.
    2. Use of VDOT Property: No VDOT properties shall be used as a disposal location other than the Contractor’s
    temporary roll off container located at the VDOT AHQ. The Contractor shall be responsible for locating a legal
    disposal site for the proper disposal of all debris collected, regardless of the size, resulting from this operation.
    Disposal costs shall be included in bid prices.
    3. Travel Time to the Dewatering Box: VDOT will compensate the Contractor for the actual travel time to and
    from the AHQ dewatering box at the same unit bid price per hour for services to a maximum of one (1) hour per
    load. Time to travel to and from the AHQ in excess of one (1) hour will not be allowed for payment. This method
    of measurement for compensation shall be considered full compensation for all costs associated with disposing
    of the refuse material.
