1.0 GENERAL CONDITIONS
1.1 Intent: The City of Danville, Virginia is requesting sealed Bids from responsible Bidders for
construction of a new westbound travel lane on South Boston Road from Kentuck Road to
Airport Drive in accordance with the Contract Documents.
A. Prequalification of Bidders: Bidders must be VDOT Prequalified in accordance with
Section 102.01 of the VDOT Specifications.
1.2 Sealed Bids must be received in the Purchasing office no later than 2:00 PM,
on February 24, 2026. Bids may be submitted electronically on eVA at
eva.virginia.gov or mailed or hand-delivered to the address listed below.

1.3 Pre-bid Conference: A pre-bid conference will be held on January 28, 2026 at 10:00 a.m.
at the 3rd Floor Conference Room in the Municipal Building, 427 Patton Street, Danville,

If an Addendum is issued, it will be issued no later than 5:00 p.m. on February 13, 2026
except for an Addendum which extends the bid date. In any case, the final Addendum will
be issued no later than ten (10) calendar days prior to the bid opening date.
1.5 Davis Bacon: Compliance with the Davis-Bacon Act is required on this contract. See VDOT
Special Provisions and Supplemental Specifications located in the Project Manual for
additional information and pre-determined minimum wage rates.
1.6 Bonds: 5% Bid bond; 100% performance and payment bonds.
1.7 Time of Completion: See Project Manual for additional information.
Milestone 1:................................ 60 Days from Phase 1 NTP
Milestone 2:................................ December 15, 2026
Substantial Completion: ............. March 1, 2027
Final completion: ........................ April 5, 2027
1.8 Liquidated Damages: $1,350 dollars per day including Saturdays, Sundays, and Holidays.
Liquidated damages apply to Milestone 2, Substantial Completion, and final completion.
Liquidated damages do not apply to Milestone 1.

1.10 Engineer-of-Record: Whitman, Requardt and Associates, LLP
1.11 Code: All work performed shall conform to the Contract Documents. Reference is made to
the VDOT Specifications; the VDOT Standard Drawings; this Invitation for Bid; the
Standard Requirements; the Project Manual; and the Plans.
1.12 Retainage/Escrow: Retainage will not be withheld except for cause. See the Standard
Requirements for further information.
1.13 Bid Submittal Forms: Submit the following with Bid:

Certification Regarding Lobbying
Certification Regarding Debarment

1.14 Post-Bid Submittals:
Within ten (10) business days of the City’s issuance of Notice of Award, submit certificates
of insurance showing compliance with the required types and amounts of insurance
required in the Bidding Documents. Such certificates may be on form ACORD 25
(https://www.acord.org/forms-pages/acord-forms), or other form as may be acceptable to
the City.
Within ten (10) days of the City’s issuance of Notice of Award, submit fully executed
performance and payment bonds in the amount of 100% of the Contract Price. Such
performance and payment bonds shall be on City of Danville, Virginia Contract
Performance Bond and Contract Payment Bond Forms (see Project Manual: Selected
Project Forms section) or other forms as may be approved by the City.
2.0 SCOPE OF WORK
The Work consists of, but may not be limited to: construction surveying; selective demolition and
restoration of surface improvements; non-destructive excavation and location of subsurface
objects and utilities; coordination and cooperation with existing utility owners; preserving,
protecting, and supporting existing utilities; relocation of existing 8” sanitary sewer line;
modification and relocation of existing traffic signals, equipment, and related work including
installation of conduits by trenching and boring/directional-drilling, installation of cables, and
conductors; quality control monitoring, sampling, and testing; adjustment, demolition,
construction, and reconstruction of storm drainage; trench excavation; environmental protection;
modification, relocation, and construction of traffic signs, symbols, and markings; excavation and
grading; excavation and construction of aggregate base; construction of asphalt concrete base,
intermediate, and surface course; asphalt concrete leveling and overlay; flexible pavement
planing and tie-in planing; demolition, construction, and reconstruction of concrete curbs and
combination curb and gutter; temporary traffic control and maintenance of traffic; relocating

miscellaneous items and landscaping; restoration of disturbed surfaces; and incidental work as
required in accordance with the Plans and the Contract Documents.
3.0 SUPPLEMENTAL GENERAL CONDITIONS
3.1 Compliance: The Contractor shall comply with the provisions of the Bidding Documents
and the following: The City of Danville’s Standard Requirements & Instructions for Bidding,
Version 3.0, dated July 1, 2025 amended for use with Federal-Aid Highway Projects (the
“Standard Requirements”), a copy of which is attached (See Section 4.0 herein).
3.2 Award:
A. If a Contract is awarded, the award will be made to the lowest responsive, responsible
Bidder.
A responsible Bidder is one that is VDOT prequalified in accordance with Section
102.01 of the VDOT Specifications and that has the capability, in all respects, to
perform fully the Contract requirements.
A responsive Bid is one that conforms in all material respects to the requirements of
the Invitation for Bid and that has been submitted by a responsible Bidder.
B. The City reserves the right to reject any or all Bids or offers that are deemed irregular
or non-responsive, to waive informalities and minor irregularities in Bids received, or
advertise for new Bids. The City, where permitted by law, may cancel the award of any
contract at any time before the execution of the Contract by all parties without liability
to the City. A Bid may be considered irregular or non-responsive and may be rejected
for any of the reasons listed in Section 1.3.4 of the attached Standard Requirements.
C. The City may, as part of its deliberations toward award of a contract, enter into a
memorandum of understanding with the apparent lowest responsive and responsible
Bidder if any of the items listed in Section 103.01 of the VDOT Specifications are
determined to be necessary.
3.3 Authority:
A. The Director of Purchasing as the designee of the City Manager has the sole
responsibility and authority for placing and when necessary, modifying each and every
Invitation for Bid, purchase order or other award issued by the City of Danville. In the
discharge of these responsibilities, the Director of Purchasing may be assisted by
assigned buyers. No other City officer or employee is authorized to order supplies or
services or in any way obligate the government of the City of Danville for any
indebtedness. Any purchases contrary to these provisions and authorities shall be void
and the City shall not be bound thereby.
B. This procurement process, including withdrawal of Bids and appeal or protests, is
governed by the "PROCUREMENT CODE OF THE CITY OF DANVILLE, VIRGINIA.”

downloading from the City’s website, Finance Department, Purchasing Division. The
City of Danville does not discriminate against faith-based organizations.

3.4 Method of Bid Submission:
A. The allowable methods for submitting are electronic and paper submission. Bids will
not be accepted both electronically and on paper. Each Bidder must choose only one
method of submission to avoid any confusion or duplication of entries. The latest dated
and time stamped Bid will be the only Bid accepted and evaluated. No Bid may
be considered if received after the time and date specified for receipt of Bids.
B. Paper Submission: Bids must be written in ink or typewritten and shall be submitted on
the forms issued. Unsigned or qualified Bids will not be accepted. Envelopes must be
sealed and marked in the lower left-hand corner IFB 25-26-045 “South Boston Road
Construct Third Westbound Lane from Kentuck Rd. to Airport Dr.” and submitted
to the office indicated on the title page.
C. Electronic Submission: Bidders who choose to submit their Bids electronically must
ensure that they are registered on eVA at www.eva.virginia.gov. Bids can be found
under the Business Opportunities Tab > Virginia Business Opportunities (VBO). Search
IFB 25-26-045. When Addenda are issued, offerors that have submitted an electronic
response will have to RESUBMIT their response to the latest version of the solicitation.
D. Bidders are expected to examine all Bidding Requirements, Specifications, Drawings,
Bidding Documents, proposed Contract Documents, and the Site. Failure to do so will
be at the Bidder’s risk. Erasures or other changes must be initialed by the person
signing the Bid.
E. Contractors must be registered in eVA if the local public body is:
1. Accepting electronic AND paper responses
2. Awarding to a Bidder that has submitted a paper response
3. Posting award actions in eVA
There is no cost for eVA registration
F. SCC Number
Contractors organized as a stock or nonstock corporation, limited liability company,
business trust, or limited partnership or registered as a registered limited liability
partnership shall be authorized to transact business in the Commonwealth as a
domestic or foreign business entity if so required by Virginia Title 13.1 or Title 50 or as
otherwise required by law. A contactor organized or authorized to transact business in
the Commonwealth pursuant to Virginia Title 13.1 or Title 50 shall include in its Bid or
proposal the identification number issued to it by the State Corporation Commission.
Any Bidder or offeror that is not required to be authorized to transact business in the
Commonwealth as a foreign business entity under Title 13.1 or Title 50 or as otherwise
required by law shall include in its Bid or proposal a statement describing why the
Bidder or offeror is not required to be so authorized.
3.5 Bidder Eligibility:
A. Bidders must be VDOT prequalified in accordance with Section 102 of the VDOT
Specifications.
