NOTE: Bidders choosing to submit bids through hand-delivery should allow extra time for
delivery of bids. Because City of Richmond government offices are currently closed to non-
essential personnel due to COVID-19, hand-delivered bids will be accepted only during the hours
of 9:00 am to 4:00 pm Monday through Friday at the 9th Street entrance to City Hall at 900 East
Broad Street, Richmond, Virginia 23219. Bidders choosing to hand-deliver bids must call Alok
Upadhyaya at (804) 646-5040 when arriving at City Hall, and he will meet the bidder at the 9th
Street entrance of City Hall to collect the submittal. Bids will not be accepted after the Due Date
and Time listed above.
NOTE: “The Governor of the Commonwealth of Virginia declared a state of emergency on
March 12, 2020, due to COVID-19 (coronavirus disease 2019), and health officials currently
recommend people avoid assembling together to help prevent the further spread of COVID-19.
Therefore, bidders, prospective bidders, and other persons are not invited to be physically present
at the bid opening for Invitation for Bids No. 210010918, Sodium Hydroxide Chemical Supply.
In accordance with City Code section 21-52, the Department of Procurement Services will open
bids for this Invitation for Bids publically in the presence of one or more witnesses. The
Department of Procurement Services will “broadcast” the bid opening on a telephone conference
call line so that bidders, prospective bidders, and other persons may listen to the bid opening.
