ITEM SS-110 STANDARD SPECIFICATIONS
GENERAL
110-1.1 The standard specifications of the Louisiana Department of Transportation and Development
(LaDOTD) are bound in a book titled Louisiana Standard Specifications for Roads and Bridges. These
specifications are referred to herein as "Standard Specifications." The latest edition shall apply. A copy of
these "Standard Specifications" may be obtained from the https://dotd.la.gov/about/office-of-project-
delivery/engineering/publications-and-downloads/specifications-and-standards/specifications/ at their
customary charge.
110-1.2 The standard specifications of the City of Shreveport, Louisiana are bound in a book titled
Standard Specifications for Infrastructure Improvements 2021 Edition. These specifications are referred
to herein as "Standard Specifications." The latest edition shall apply. A copy of these "Standard
Specifications" may be obtained from the

INCORPORATION AND MODIFICATION
110-2.1 Certain parts of the Standard Specifications are appropriate for inclusion in these Technical
Specifications. Such parts are incorporated herein by reference to the proper section or paragraph number.
The individual specification numbers noted herein may be different from those in the latest edition of the
"Standard Specifications." The most current specification number shall apply. Each such referenced part
shall be considered to be a part of these Contract Documents as though copied herein in full.
110-2.2 Certain referenced parts of the Standard Specifications are modified in the Specifications that
follow. In case of conflict between the Standard Specifications and the Specifications that follow, the
Specifications that follow shall govern.
110-2.3 Individual material test numbers change from time to time. Use the latest applicable test.
110-2.4 Reference in the Standard Specifications to the "Department" is herein changed to the "Owner".
MEASUREMENT AND PAYMENT
110-3.1 All sections concerning "Measurement" shall be replaced with the method of measurement language
as given in this section.

110.4.2 SECTION 309 RIPRAP CONSTRUCTION. This item consists of furnishing and placing riprap,
including filter fabric or bedding material when required, for slope, channel, ditch, or erosion protection in
accordance with the City of Shreveport 2021 Standard Specifications and as directed by the Engineer.
Riprap shall be placed on properly prepared foundations to the lines, grades, thicknesses, and section
shown on the plans. Stone material shall meet specified size, gradation, and quality requirements, and
shall be placed to provide a stable, uniform, and well-keyed blanket. Any displacement or damage to
riprap prior to final acceptance shall be corrected by the Contractor at no additional cost. Measurement
and payment shall be made as specified in the contract and shall constitute full compensation for all
labor, materials, equipment, filter material, and incidentals necessary to complete the work.

110.4.3 SECTION 310 TEMPORARY EROSION CONTROL. This item consists of furnishing, installing,
maintaining, and removing temporary erosion and sediment control measures in accordance with the City
of Shreveport 2021 Standard Specifications and as directed by the Engineer. Work includes the use of
temporary measures such as silt fences, berms, sediment traps, check dams, temporary seeding,
mulching, and other devices required to control erosion and prevent sediment from leaving the project
limits. Temporary erosion control measures shall be installed prior to or concurrent with land-disturbing
activities and maintained in effective condition throughout construction. Damaged, displaced, or
ineffective measures shall be repaired or replaced promptly at the Contractor's expense. Measurement
and payment shall be made as specified in the contract and shall constitute full compensation for all
labor, materials, equipment, maintenance, and incidentals necessary to complete the work.

110.4.4 SECTION 402 SOIL CEMENT BASE. This work consists of scarifying, pulverizing, blending,
shaping and stabilizing select material or the existing roadbed material with Portland cement in
accordance with City of Shreveport, LA specifications, in a reasonably close conformity with the lines,
grades, thickness and sections shown on the plans or established by the Engineer. Limits of soil cement
base will be measured and paid for on a square yard basis.
Payment will be made under:
SS-110-4.4 8" Cement Stabilized Subgrade - per square yard
110.4.5 SECTION 404 BASE REINFORCEMENT (GEOTEXTILE FABRIC). This item consists of
furnishing and installing geotextile fabric for base reinforcement in accordance with the City of
Shreveport Standard Specifications for Infrastructure Improvements (2021 Edition), Section 404, and as
shown on the plans. The geotextile fabric shall be of the type and classification specified, placed on a
properly prepared subgrade or base, and installed in accordance with manufacturer recommendations.
Fabric shall be laid smooth and taut, with required overlaps, seams, and anchoring, and protected from
damage during placement of base or pavement materials. This item includes full compensation for all
materials, handling, placement, overlaps, fastening, labor, equipment, and incidentals necessary to
complete the work. Measurement and payment shall be made per the contract unit (typically square
yard), installed, completed, and accepted in place.

SS-110-4.5 Biaxial Geogrid (Tensar BX1100) Course - per square yard
110.4.6 SECTION 504 ASPHALTIC SURFACE TREATMENT. This bid item consists of furnishing and
placing hot-mix asphalt concrete pavement in accordance with the plans and City of Shreveport
specifications. The work includes producing approved asphalt mixtures, transporting them to the site, and
placing them in specified lifts to construct a structural pavement section. Surfaces to receive asphalt shall
be properly prepared, tack coated where required and paved using approved equipment to achieve
uniform thickness and smoothness. Compaction shall be performed immediately after placement to
achieve the required density, with joints constructed to ensure proper bonding between lanes and lifts.
All work under this bid item shall comply with weather limitations, traffic control requirements, and
environmental protection measures. Payment for this bid item is typically based on square yards, given
pavement thickness, of asphalt concrete placed and includes all labor, materials, equipment, compaction,
finishing, and incidentals necessary for a complete and accepted pavement.

110.4.7 SECTION 601 CONCRETE STRUCTURES. This item consists of Grate Inlets, Junction Boxes,
Concrete Flumes, Pond Outlet Control Structures and similar structures to be constructed in conformity
with the plans and in conformance with City of Shreveport, LA specifications. Concrete for use in work
constructed under this section shall conform to the requirements of City of Shreveport, LA Subsection
201.1.
Payment will be made under:

110.4.8 SECTION 605 CONCRETE CURBS, WALKS, GUTTERS, DRIVEWAYS. This item consists of
furnishing and constructing concrete curbs, sidewalks, gutters, driveways, and similar appurtenances in
accordance with the plans and City of Shreveport specifications. The work includes excavation, forming,
reinforcement where required, placement of concrete, finishing, curing, and joint construction. Concrete
materials used under this bid item shall comply with City requirements for concrete, including strength,
quality, and placement standards. Curbs, walks, gutters, and driveways shall be constructed to the
specified lines, grades, dimensions, and cross-slopes shown on the plans. All work shall be performed in
a manner that provides a uniform appearance, proper drainage, and durable finished surfaces. Payment
for this bid item shall be made under the applicable unit prices and shall include all labor, materials,
equipment, curing, finishing, cleanup, and incidentals necessary to complete the work in accordance with
the plans and specifications.

110.4.9 SECTION 1001 STORM DRAIN PIPE INSTALLATION. This item consists of installation of pipe

shall be full compensation for furnishing all materials and for all labor, equipment, tools and incidentals,
including layout, necessary to complete the item.

110.4.10 SECTION 1201. This item consists of furnishing all labor, materials, and equipment required for
landscaping and seeding in accordance with the plans and City of Shreveport specifications.
The work includes soil preparation, placement of topsoil, seeding or sodding, fertilizing, mulching,
watering, and final grading of disturbed areas. All materials shall meet City requirements and be suitable
for site conditions and intended use. The Contractor shall maintain landscaped and seeded areas until an
acceptable, healthy stand of vegetation is established. Payment for this bid item shall include all labor,
materials, maintenance, and incidentals necessary to complete and accept the work.

110.4.11 SECTION 1301 TRAFFIC SIGNS AND DEVICES. This item consists of furnishing and installing
roadway signage and concrete bollards as shown on the plans and in conformance with the City of
Shreveport, LA Standard Specifications for Infrastructure Improvements (2021 Edition) and the
Manual on Uniform Traffic Control Devices (MUTCD). This price shall be full compensation for
providing all materials and for all labor, equipment, tools, traffic control, layout, excavation, foundations,
mounting hardware, and incidentals necessary to complete the work. Roadway signage shall include sign
panels, retroreflective sheeting, posts, breakaway supports, and appurtenances, installed in accordance
with City of Shreveport requirements and MUTCD standards. Concrete bollards shall include reinforced
concrete, foundations, finishes, and embedment, installed plumb and aligned as detailed on the plans and
in accordance with City specifications. All disturbed areas shall be restored to equal or better condition
upon completion. Measurement and payment shall be per unit or as indicated in the Bid Schedule and
shall include all incidental work required for a complete installation.

Shreveport, LA Standard Specifications for Infrastructure Improvements (2021 Edition), Section 1303,
and applicable MUTCD requirements. Work includes all materials, surface preparation, layout,
placement, traffic control, and incidentals necessary for a complete and accepted installation.
Measurement and payment shall be as indicated in the Bid Schedule and shall constitute full
compensation for all work required.

SS 110 4.12a Plastic Pavement Markings - per square foot

110.4.13 SECTION 4500 TEMPORARY FACILITIES (CONSTRUCTION ENTRANCE). This item
consists of furnishing, installing, maintaining, and removing temporary construction entrances to control
tracking of sediment and debris onto public streets during construction operations. Work shall be
performed in accordance with the City of Shreveport, LA Standard Specifications for Infrastructure
Improvements (2021 Edition), Section 4500, and as shown on the plans. This price shall be full
compensation for all materials, including aggregate, geotextile, stabilization measures, and for all labor,
equipment, maintenance, reshaping, cleaning, and incidentals necessary to provide effective
construction access and prevent roadway contamination. Measurement and payment shall be per each
construction entrance installed, complete and accepted in place.

110.4.14 LaDOTD SECTION 301 - CLASS 2 BASE COURSE. This item consists of furnishing, placing,
spreading, shaping, and compacting Class 2 base course material in accordance with the LADOTD
Standard Specifications for Roads and Bridges (2026 Edition), Section 301, and as shown on the plans.
Materials shall meet LADOTD requirements for gradation, quality, and cleanliness. Class 2 base course
shall be placed on a properly prepared subgrade, compacted to the specified density, and finished to the
required lines, grades, and tolerances.This price shall be full compensation for all materials, hauling,
labor, equipment, compaction, watering, and incidentals necessary to complete the work. Measurement
and payment shall be made per the contract unit (square yard or cubic yard), completed and accepted in
place.

110.4.15 SECTION 713 - LaDOTD SECTION 713 TEMPORARY TRAFFIC CONTROL. This item
consists of furnishing, installing, maintaining, relocating, and removing temporary traffic control devices
necessary to safely guide and protect vehicular and pedestrian traffic during construction operations, in
accordance with the Louisiana Department of Transportation and Development (LADOTD) Standard
Specifications for Roads and Bridges, Section 713, the approved traffic control plan, and the Manual on
Uniform Traffic Control Devices (MUTCD). Work includes signs, barricades, cones, drums, pavement
markings, arrow panels, flaggers, and other traffic control devices required to accommodate traffic and
protect the public and construction personnel. All devices shall be properly placed, maintained in
serviceable condition, and adjusted as conditions change throughout the duration of the work. This item
includes full compensation for all materials, labor, equipment, flagging operations, installation,
maintenance, relocation, and incidentals necessary to provide effective temporary traffic control.
Measurement and payment shall be made per the contract unit (lump sum, per day, or per unit, as
specified), complete and accepted in place.
