ITEM SS-110 STANDARD SPECIFICATIONS
GENERAL
110-1.1 The standard specifications of the Louisiana Department of Transportation (LADOT) are bound in
a book titled Louisiana Standard Specifications for Roads and Bridges. These specifications are referred
to herein as "Standard Specifications." The latest edition shall apply. A copy of these "Standard
Specifications" may be obtained from the https://dotd.la.gov/about/office-of-project-
delivery/engineering/publications-and-downloads/specifications-and-standards/specifications/ at their
customary charge.
110-1.2 The standard specifications of the City of Shreveport, Louisiana are bound in a book titled
Standard Specifications for Infrastructure Improvements 2021 Edition. These specifications are referred
to herein as "Standard Specifications." The latest edition shall apply. A copy of these "Standard
Specifications" may be obtained from the

INCORPORATION AND MODIFICATION
110-2.1 Certain parts of the Standard Specifications are appropriate for inclusion in these Technical
Specifications. Such parts are incorporated herein by reference to the proper section or paragraph number.
The individual specification numbers noted herein may be different from those in the latest edition of the
"Standard Specifications." The most current specification number shall apply. Each such referenced part
shall be considered to be a part of these Contract Documents as though copied herein in full.
110-2.2 Certain referenced parts of the Standard Specifications are modified in the Specifications that
follow. In case of conflict between the Standard Specifications and the Specifications that follow, the
Specifications that follow shall govern.
110-2.3 Individual material test numbers change from time to time. Use the latest applicable test.
110-2.4 Reference in the Standard Specifications to the "Department" is herein changed to the "Owner".
MEASUREMENT AND PAYMENT
110-3.1 All sections concerning "Measurement" shall be replaced with the method of measurement language
as given in this section.
110-3.2 All sections concerning "Payment" shall be replaced with the basis of payment language as given in
this section.

110.4.2 SECTION 401 SUBGRADE PREPARATION. This item shall govern the preparation of natural,
filled or excavated roadbed material prior to the placement of sub-base or base material, pavement, curbs
and gutters, driveways, sidewalks or other roadway structures. Measurement and payment for subgrade
preparation shall be made in accordance with Item P-152.
110.4.3 SECTION 402 SOIL CEMENT BASE. This work consists of scarifying, pulverizing, blending,
shaping and stabilizing select material or the existing roadbed material with Portland cement in
accordance with City of Shreveport, LA specifications, in a reasonably close conformity with the lines,
grades, thickness and sections shown on the plans or established by the Engineer. Limits of soil cement
base will be measured and paid for on a square yard basis.
Payment will be made under:
SS-110-4.3 8" Cement Stabilized Subgrade - per square yard
110.4.4 SECTION 403 AGGREGATE BASE. This item consists of supplying, spreading, and compacting
material in conformance with City of Shreveport, LA specifications. Limits of aggregate base are shown
on the plans and will be measured and paid for on a square yard basis.

110.4.5 SECTION 601 CONCRETE STRUCTURES. This item consists of headwalls and similar
structures to be constructed in conformity with the plans and in conformance with City of Shreveport, LA
specifications. Concrete for use in work constructed under this section shall conform to the requirements
of City of Shreveport, LA Subsection 601.1.
Payment will be made under:

110.4.6 SECTION 1001 STORM DRAIN PIPE INSTALLATION. This item consists of installation of pipe
culverts as shown on the plans and in conformance with City of Shreveport, LA specifications. This price
shall be full compensation for furnishing all materials and for all labor, equipment, tools and incidentals,
including layout, necessary to complete the item.
Payment will be made under:

110.4.7 SECTION 1301 TRAFFIC SIGNS AND DEVICES. This item consists of furnishing and installing
roadway signage and concrete bollards as shown on the plans and in conformance with the City of
Shreveport, LA Standard Specifications for Infrastructure Improvements (2021 Edition) and the
Manual on Uniform Traffic Control Devices (MUTCD). This price shall be full compensation for
providing all materials and for all labor, equipment, tools, traffic control, layout, excavation, foundations,
mounting hardware, and incidentals necessary to complete the work. Roadway signage shall include sign
panels, retroreflective sheeting, posts, breakaway supports, and appurtenances, installed in accordance
with City of Shreveport requirements and MUTCD standards. Concrete bollards shall include reinforced
concrete, foundations, finishes, and embedment, installed plumb and aligned as detailed on the plans and
in accordance with City specifications. All disturbed areas shall be restored to equal or better condition
upon completion. Measurement and payment shall be per unit or as indicated in the Bid Schedule and
shall include all incidental work required for a complete installation.

110.4.8 SECTION 1306 TEMPORARY SIGNS, BARRICADES, BARRIERS, AND PAVEMENT
MARKINGS. This item consists of furnishing, installing, maintaining, and removing temporary traffic
control devices, including signs, barricades, barriers, and temporary pavement markings, as required
for construction operations. All work shall be performed in accordance with the City of Shreveport, LA
Standard Specifications for Infrastructure Improvements (2021 Edition), Section 1306, and the
Manual on Uniform Traffic Control Devices (MUTCD). This price shall be full compensation for all
materials, labor, equipment, traffic control, maintenance, relocation, and incidentals necessary to safely
accommodate vehicular and pedestrian traffic for the duration of the work. Measurement and payment
shall be as indicated in the Bid Schedule and shall include all incidental work required for a complete and
accepted installation.
Payment will be made under:
SS-110-4.8 Temporary Traffic Control Devices - Lump Sum
110.4.9 SECTION 3000 WATER MAIN. This item consists of installation of pipe as shown on the plans
and in conformance with City of Shreveport, LA specifications. This price shall be full compensation for
furnishing all materials and for all labor, equipment, tools and incidentals, including layout, necessary to
complete the item. Testing, flushing and sterilization shall conform to the City of Shreveport, LA
requirements per section 3100. Water service lines and meter boxes shall conform to the City of
Shreveport, LA requirements per section 3200. Fire hydrants shall conform to the City of Shreveport, LA
requirements per section 3300. Waterworks valves as indicated on the plans shall conform to the City of
Shreveport, LA requirements per section 3400. Wet connections and appurtenances shall conform to the
City of Shreveport, LA requirements per section 3500.

ITEM SS-120 CONSTRUCTION SAFETY AND SECURITY
DESCRIPTION
120-1.1 This item covers safety and security for construction of the proposed improvements.
The attention of the bidder is directed to the necessity for careful examination of the entire project site to
determine, at the time of bid preparation, the full extent of work to be done under the item "Construction Safety
and Security."
The item "Construction Safety and Security" includes:
1. Low Profile Barricades
2. Lighted Runway Closure Markers
3. Temporary Signs
4. Airport Security Requirements
5. Airport Safety Requirements
CONSTRUCTION METHODS
120-2.1 Low profile barricades. The Contractor must furnish, install, maintain, and remove low profile
barricades in accordance with details on the plans and as directed by the Engineer. The low profile
barricades must be constructed and installed as shown on the plans. All low profile barricades must be
constructed in accordance with AC 150/5370-2G Operational Safety on Airports During Construction.
120-2.2 Lighted runway closure markers. The Contractor must furnish, install, maintain, and remove
lighted runway closure markers in accordance with details on the plans and as directed by the Engineer.
The lighted runway closure markers must conform with AC 150/5345-55A Specification for L-893 Lighted
Visual Aid to Indicate Temporary Runway Closure.
120-2.3 Temporary signs. The Contractor must furnish, install, maintain, and remove temporary signs in
accordance with details on the plans and as directed by the Engineer. All temporary signs must be constructed
in accordance with AC 150/5370-2 Operational Safety on Airports During Construction, latest edition.
120-2.4 Airport security requirements. The Contractor must abide by the Airport Security requirements that
are outlined in the Construction Safety and Phasing Plan (CSPP).
120-2.5 Airport safety requirements. The Contractor must abide by the Airport Safety requirements that are
outlined in the Construction Safety and Phasing Plan (CSPP).
METHOD OF MEASUREMENT
120-3.1 Construction safety and security will be measured as a lump sum complete item. The Contractor will
be required to provide a cost breakdown of lump sum items after the bid, if requested by the Owner. The
breakdown must include overhead, labor, materials, and equipment items. Based upon the contract lump sum
price for "Construction safety and security" partial payments will be allowed as follows:
a. With the first pay request following installation of construction safety devices, 25%.
b. When 25% or more of the original contract is earned, an additional 25%.
c. When 50% or more of the original contract is earned, an additional 40%.
d. After Final Inspection, work area clean-up, and turn over of the project area to Owner use, the
final 10%.
120-3.2 Low profile barricades will not be measured for separate payment.
