Prince William County Service Authority d/b/a Prince William Water is accepting
competitive sealed bids from qualified Contractors for Bull Run Mountain Well Upgrades.
Sealed Bids will be accepted until 10:00 AM EST on August 27, 2026 at Prince William
Water at 4 County Complex Court, Woodbridge, Virginia 22192. Bids must be clearly
marked on the outside of the envelope "Sealed Bid - IFB #: SA-2615, Title: Bull Run
Mountain Well Upgrades. Bids will then be publicly opened and read aloud. Bids received
after the specified time will not be considered.
PROJECT LOCATION:
15900 Berkeley Dr, Haymarket, VA 20169 (Well Site BRP-5C)
3000 Mountain Rd, Haymarket, VA 20169 (Well Site BRP-3A)
GENERAL DESCRIPTION: Provide all materials, equipment, and labor necessary for the
construction of Bull Run Mountain Well Upgrades. The work includes, but is not limited to
the following:
* Mobilization: All work related to the preparations on-site prior to the commencement
of any work.
* Demobilization and Project Closeout: All work related to demobilization of the
project site and closeout as required by the Contract Documents.
BRP-5C Well Site and Facility
* Performance of all work as described in the Contract Documents for the construction
of a new well and well house facility.
* Furnish, installation, and startup of 60 gpm well pump and appurtenances.
* Furnish, installation, and startup of the BRP-5C well house facility, including but not
limited to precast concrete building, vertical pressure filters, 10,000-gallon hydro-
pneumatic tank, chemical feed systems, mechanical systems, instrumentation and
controls, standby generator, and appurtenances.
* Site improvements, including but not limited to grading, paving, fencing, access road
improvements, and landscaping per the Contract Documents.
* Furnish, installation, and testing of approximately 1,300 linear feet of 4" water main
and appurtenances from the well house facility to the Prince William Water
distribution system.
* Furnish and install communications conduit and appurtenances from Berkeley Drive
to Well House Facility and coordinate with Comcast for termination point.
* Furnish and install meter base rack, new transformer pad, and electric conduit from
existing NOVEC transformer and coordinate electrical service with NOVEC.

* Abandon the existing Evergreen Country Club maintenance building well in
accordance with Virginia Department of Health (VDH) requirements 12VAC5-630-
450.
* Perform water main, communication conduit, and access road improvements
according to the time-of-year restrictions per the Supplementary Conditions.
BRP-3A Well Site
* Site improvements, including but not limited to clearing, grading, gravel access road,
and road entrance to the future BRP-3A well site.
Rebuilding Existing Access Road
* Site improvements include but are not limited to demolition and removal of existing
material and installation of VDOT 21-A subgrade, BM-25A base, and SM-9.5A top
course from Berkeley Drive to the Well House Facility entrance including the golf
cart staging area.
Alternative Bid Items
* Milling and repaving of the existing access road from Berkeley Drive to the Well
Houe Facility entrance.
Bidder shall submit each bid and required accompanying documents using the blank form(s)
provided in this Project Manual.
PRE-BID CONFERENCE: A non-mandatory Pre-Bid Conference is scheduled for 10:00
AM EST, August 3, 2026. The Pre-Bid Conference will be conducted via live stream tool.
Prince William Water will hold a Pre-Bid Conference using MS Teams Meeting. While
attendance is not mandatory, potential Bidders are strongly encouraged to attend. Potential
Bidders interested in attending the Pre-Bid Conference may download the application and join
the meeting via the MS Teams application by audio, video or both. If a Bidder plans to join
the Pre-Bid Conference, the Bidder must inform the Procurement Department at
SAprocurement@pwwater.org with the following information: vendor name, business
address and contact person. Prince William Water will provide the MS Teams link to
requestors only. Upon completion of the meeting, Prince William Water will post an
attendance list on the Prince William Water website.
Interested Bidders and Subcontractors are strongly encouraged to attend. Pleas of ignorance
of any conditions existing on the work-site, or difficulties encountered in the execution of
the Work, or as a result of failure to make necessary investigations and examinations, will
not be accepted as an excuse for any failure or omission on the part of any Bidder to properly
fulfill the requirements set forth in the Contract Documents.
SITE VISIT: August 5, 2026 at 10:00 AM EST

QUESTIONS DEADLINE: Questions should be submitted in written form only to Michael
Burke at SAprocurement@pwwater.org no later than 12:00 PM EST, August 11, 2026.
The subject line of the email should read as follows: "Questions Solicitation Number-
Solicitation Title." Questions submitted after the "Questions Deadline" may not be addressed.
BID SUBMISSION: One (1) original and two (2) copies of the completed Bid shall be
submitted before 10:00 AM EST, August 27, 2026 in a sealed envelope and should be
addressed and delivered to:

BID OPENING: Pursuant to the competitive bidding provision of Prince William Water's
Procurement and Contract Management Regulations and the Code of Virginia, and subject to
the terms and conditions listed herein, bids will be opened, then read aloud via MS Teams
immediately after close of the bid submission.
Bidders interested in attending the bid opening must contact the Procurement Department
at SAprocurement@pwwater.org to obtain the MS Teams access information.
