Summary:The purpose of this Invitation for Bids (IFB) is to establish a contract with a qualified Contractor to provide all Work and Materials for the Pedestrian Enhancements on Jefferson Avenue, from Industrial Park Drive to Shields Road project, in accordance with the specifications of this IFB.
This project shall be constructed in accordance with: AASHTO (American Association of State Highway and Transportation Officials) Policy on Geometric Design of Highways and Streets, 7th Edition, dated 2018, the Virginia Department of Transportation Road and Bridge Specifications, dated 2020 (“R&B Specs”); and the Virginia Department of Transportation Road and Bridge Standards, dated 2016; the Virginia Work Area Protection Manual Revision 2, dated November 1, 2020; the 2009 edition of the MUTCD, Revision 3; and Supplemental Specifications, Special Provisions and Special Provision Copied Notes in this contract.
Notice: The City, in accordance with the provisions of Title VI of the Civil Rights Act of 1964 (78 Stat. 252, 42 US.C.§§ 2000d to 2000d-4) and the Regulations, hereby notifies all Bidders that it will affirmatively ensure that any contract entered into pursuant to this solicitation/advertisement, disadvantaged business enterprises will be afforded full and fair opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, or national origin in consideration for an award.
Background
Desired enhancements are part of the City’s Comprehensive Plan for pedestrian improvements.
