Title: Purchase & Delivery of Eleven (11) 30 -Yard Open -Top Roll -Off Containers
1. PURPOSE / BACKGROUND
Williamsburg County is soliciting sealed bids for the purchase and delivery of eleven (11) new
30-yard open -top roll -off containers to support solid waste and recycling operations.
This solicitation is being issued as a rebid due to expiration of prior sealed bid pricing associated
with the original solicitation timeline.
2. PROCUREMENT METHOD / COMPLIANCE
This procurement is conducted pursuant to:
• S.C. Code Ann. § 11 -35-1520 (Competitive Sealed Bidding)
• Williamsburg County Procurement Policy (2009)
Only written addenda issued by the Procurement Officer shall modify this solicitation. No
oral interpretations shall be binding.
3. KEY DATES (ET)
Posting Date: February 27, 2026
Deadline for Written Questions: March 6, 2026 at 2:00 PM
Bid Due (Sealed): March 13, 2026 at 2:00 PM
Public Bid Opening: March 17, 2026 at 4:15 PM

Questions received after the deadline may not be answered.
Responses will be issued only through written addendum by the Procurement Officer and posted
on the County Bid Site.
Addenda Acknowledgment Requirement: Failure to acknowledge all addenda (if issued) may
render a bid non -responsive.
5. SCOPE OF WORK (PURCHASE + DELIVERY)
The successful bidder shall:
1. Furnish eleven (11) new 30 -yard open -top roll -off containers meeting the minimum
specifications herein.
2. Deliver the containers to County -designated locations (up to eleven (11) separate sites
within Williamsburg County).
3. Provide signed delivery documentation for each delivery.
4. Provide warranty documentation and applicable product/spec literature.
6. MINIMUM CONTAINER SPECIFICATIONS (BID REQUIREMENT)
Containers shall meet or exceed the following minimum requirements (or approved equal):
General
• Quantity: 11
• Size: 30-yard capacity
• Type: Open -top roll -off container suitable for municipal solid waste operations
• Compatibility: Roll -off handling compatible with County equipment
• Doors: Barn doors with secure latch system
• Drainage: Drain holes
• Finish: Suitable coating/finish for outdoor municipal use
• Color: Green (preferred) or closest standard manufacturer equivalent
Heavy -Duty Construction (Minimum)
• Floor: 1/4-inch steel
• Sides/Walls: 1/4-inch steel
• Heavy -duty substructure/cross members comparable to municipal solid waste use (e.g.,
channel cross members on approximately 16-inch centers or equivalent)
• Reinforced hinges/rollers and hook/lift interface suitable for repeated municipal use
Approved Equal: If proposing an equal, bidder shall submit manufacturer cut sheets/spec sheets
demonstrating compliance with the minimum requirements.
7. DELIVERY REQUIREMENTS / LEAD TIME
• Delivery locations will be provided by the County after award.
• Bid price shall include all delivery -related costs (transport, fuel, permitting as applicable,
handling, etc.).
• Bidder shall state lead time in calendar days from Notice of Award and/or Purchase
Order issuance to final delivery.
8. BID SUBMISSION REQUIREMENTS
Bidders shall submit:
• One (1) original signed bid and three (3) copies
• Completed pricing and bid forms
• Manufacturer/spec cut sheets (or product description)
• Warranty statement/coverage terms
• Addenda acknowledgments (if issued)
Bid package must be sealed and clearly marked:
“SEALED BID – IFB 2025 -OPENTOP -11 – Purchase & Delivery of (11) 30 -Yard Open -
Top Roll -Off Containers”

Late bids will not be accepted.
9. BID RECEIPT, SECURITY, AND PUBLIC OPENING
Sealed bids will be date/time stamped upon receipt and secured unopened until the public
opening.
Public Bid Opening: March 17, 2026 at 4:15 PM (ET)

Bids will be opened publicly and read aloud.
10. AWARD
Award will be made to the lowest responsive and responsible bidder meeting all IFB
requirements.
11. RESERVATION OF RIGHTS
Williamsburg County reserves the right to reject any or all bids, waive minor informalities, and
award in the best interest of the County in accordance with applicable procurement requirements.
