Sealed bids will be received by the Guilford County School System until 2:00 PM, on Thursday May 21,
2026, at 714 Green Valley Road, Greensboro, NC 27408 Conference Room 2A and immediately
thereafter publicly opened and read aloud, to furnish all materials and labor for the installation of Track
Resurfacing for Guilford County Schools at Northeast Guilford High School, 6700 McLeansville Rd,
McLeansville, NC 27301. Please allow sufficient time for check-in and visitor badges as late bids will not
be accepted.
The plans, specifications, and contract documents can be accessed at the pre-bid conference or by
reaching out to the project engineer, Westcott, Smalls & Associates, PLLC, located at 125 S Elm St #606,
Greensboro, NC 27401. For inquiries, please call (336) 310-9722 or email tsmall@wsaaeng.com during
regular business hours.
A brief description of work in the project follows:
The work shall include but is not limited to removal of existing surface course and installation of new
surface course and striping.
A NON-MANDATORY PRE-BID CONFERENCE will be held at the site at 10:00 AM, on Monday, May
11, 2026. Attendees shall meet near the football field at Northeast Guilford High School. Attendance
at this conference is highly encouraged for all potential bidders to examine the existing conditions and to
discuss particular details of the project.
E-Verify Requirements: This project requires the awarded vendor to comply with the requirements of E-
Verify. (U.S. law requiring companies to employ only individuals who may legally work in the United
States - either U.S. citizens, or foreign citizens who have the necessary authorization).
Minority businesses are encouraged to submit bids for this project.
The Guilford County Board of Education awards public contracts without regard to race, religion, color,
creed, national origin, sex, age or handicapped condition as defined by North Carolina General Statutes,
Section 168A-3.
The Board reserves the right to reject any or all bids presented and to waive any informalities and
irregularities.

Section I - Listing of the Good Faith Effort
Bidder must earn at least 50 points from the Good Faith Efforts list for their Bid to be
considered responsive and must submit documentation supporting all items checked within the
timeframes set forth in Section III below.

4 - Worked with MWBE trade, community, or contractor organizations identified by the Office of Historically
Underutilized Businesses and included in the bid documents that provide assistance in recruitment of
MWBE'S. Value = 10 points.
5 - Attended prebid meetings scheduled by the public owner. Value = 10 points.
6 - Provided assistance in getting required bonding or insurance or provided alternatives to bonding or
insurance for subcontractors. Value = 20 points.
7 - Negotiated in good faith with interested MWBE'S and did not reject them as unqualified without discussing
with MWBE'S sound reasons based on their capabilities. Value = 15 points.
8 - Provided assistance to an otherwise qualified MWBE in need of equipment, loan capital, lines of credit, or
joint pay agreements to secure loans, supplies, or letters of credit, including waiving credit that is ordinarily
