ADDENDUM NO. 1
Dear Proponents,
This addendum is issued to reflect the following immediately. It shall be the responsibility of
interested Offerors to adhere to any changes or revisions to the RFP as identified in this Addendum
No. 1. This documentation shall become permanent and made part of the departmental files.

Clarification No. 1 - Liquidated Damages will be accessed at $500.00 per each working day that
expires after the date of substantial completion until substantial completion
is achieved and a certificate of Substantial Completion is issued by the
County.
Clarification No. 2 - Please note in the Santa Fe Rail Trails Segment No. 6 Plans Legend
regarding “Relocate Tree” will be revised to read, “Remove Tree” (sheets 19
through 38).
Question No. 1:
Does the above project currently have an extension value or mobilization date?
Answer No. 1:
There is no extension value. Mobilization date is anticipated for late July and
early August 2025.

Question No. 2:
Are both Builders Risk and Railroad Insurance required?
Answer No. 2:
Builders Risk is a mandatory requirement by the Economic Development
Administration. Railroad Insurance is an NMDOT requirement.
Question No. 3:
To achieve 95% compaction, it shows a 27-ton max non-vibratory roller but
also calls out a 35-ton roller. Which will be allowed and is it discretionary?
Answer No. 3:
95% compaction is a requirement. How this is achieved (27-ton or 35-ton
roller) can be at the discretion of the contractor.
Question No. 4:
In Bid instructions on page 9, it shows to provide a bidders list of quotes, but
is it not listed on page 15 of the required documents for bid submittal. Will this
be required in the bid submittal?
Answer No. 4:
Please see Attachments C and D.
Question No. 5:
Bid line item 602000 calls for 1 CY of Class A Rip Rap, where does this go or
is it for Extra Per PM’s discretion? Also is it a Class A wire tied per NMDOT
standard.
Answer No. 5:
The Class A has been replaced by Class C riprap and is hereby deleted from
the contract, please see Attachment E.
Please add this Addendum No. 1 to the original proposal documents and refer to proposal documents,
hereto as such. This and all subsequent addenda will become part of any resulting contract documents
and have effects as if original issued. All other unaffected sections will have their original
interpretation and remain in full force and effect. Responders are reminded that any questions or need

Carefully read all bid documents for requirements, including the sample agreement
for all terms and conditions.
All bid forms must be completed, signed and included in the bid submittal as
outlined on page 15 “Bid Forms” in the IFB. Failure to include any of the listed
documents in the bid submittal may be considered grounds for disqualification of the
bidder and rejection of its bid.
Project Information
Santa Fe County Public Works Department is requesting bids for the purpose of
procuring a licensed, insured, and qualified Contractor to provide construction
improvements for the Santa Fe Rail Trail Segment No. 6.
Project Duration: 365 working days where working days are defined as every day
except Saturday, Sunday and holidays recognized by Santa Fe County.
Liquidated Damages: $500.00 per each working day that expires after the date of
substantial completion until substantial completion is achieved and a certificate of
Substantial Completion is issued by the County.
Basis of Award: The lowest, responsive base bid. The County reserves the right to
cancel the award if there are not sufficient appropriations available.
Qualifications:
All contractors and subcontractors must be registered with the N.M. Department of
Workforce Solutions for all work over $60,000 on day of bid. All contractors and subs
must be registered as “Active” the day of bid opening.
Subcontractor Listing Form must be completed with all required information. For all
trades that are listed “only one bid received” or “no bid received”, the Contractors must
list the name, city, county or place of business and the trade of all businesses contacted
for quote.
Request double-sided bid submittal in accordance with Santa Fe County Resolution
2013-7 “Adopting sustainable Resource Management Principals”.

Addendum Issued: Wednesday, May 14, 2025 will be posted to the Santa Fe County
website and sent to all who have returned the Acknowledgement of Receipt form to be
