You are invited to quote on providing Line Clearance – Lump Sum Services for Huntsville Utilities. Work to be
performed will be assigned throughout the Huntsville/Madison County Alabama service area. No work is to be
assigned nor performed outside the Huntsville Utilities service area without express written consent of Huntsville
Utilities management.
The services to be quoted on and the prevailing conditions are described in this letter and the attachments sent
with it. Contract Documents are being transmitted to interested contractors electronically as a matter of
convenience. Huntsville Utilities Terms and Conditions for Invitations for Bids is an integral part of this action.
The work to be performed is outlined in the Contract Documents (e-mail jim.lawson@hsvutil.org to obtain the
Contract Documents. All work performed at the Huntsville Utilities will be scheduled by and coordinated through
Huntsville Utilities Electric Operations Department, Tree Trim Division.
We anticipate award of the support contract based upon labor and equipment requirements specified in the
Contract Documents, which contains a listing of anticipated circuits to be trimmed during the first year cycle. We
will issue a separate release for each circuit which your organization is assigned to complete. The time schedule
for completion, estimated quantities to be trimmed for the circuit will be stated in each release or manifest
prepared by Huntsville Utilities.
Period of support will be October 1, 2026, to September 30, 2027, subject to the terms and conditions of the
agreement, satisfactory job performance, price stability, and compliance with personnel and equipment standards.
The successful contractor is expected to have their bid/contractual obligations fulfilled by October 1, 2026, which
will give them ample time to fully staff to HU requirements. We reserve the right to select an alternate service
provider to satisfy our requirements if the contractor selected cannot fully staff to our stated requirements within
the allotted time. Negotiations with any alternate service provider will be with contractors chosen from the
original proposals submitted in response to this IFB. Contractors who do not submit a proposal per this IFB will
not be considered for work under this Support Agreement.
Any questions about the invitation for bid must be submitted in writing (preferably e-mail) to Jim Lawson
(jim.lawson@hsvutil.org) prior to close of business on Tuesday, April 28, 2026. Any questions submitted prior to
that time will have the answers published to all potential bidders within 48 hours of the deadline. Questions
submitted after the posted time will not be addressed.
Your proposal must be submitted on the prescribed Proposal form to be acceptable and considered.
Supplementary information regarding your qualifications may be added if you desire. Prices quoted must be firm
for the support period.
Huntsville Utilities will pay per the agreed upon contract amount except for specific exceptions called out by the
Contractor. The contract price will apply for wind, ice, or other destructive actions which disrupt our services.
Each Bidder must submit a list of three (3) references with the proposal. The list must include the last three
companies for which work similar to our requirements have been performed, to include manpower, equipment
and supervision. As a minimum, the list must call out: 1) company name for whom service is being provided, 2)
contact person at the company who can provide us with information re: progress of work, 3) address of company
- where work was performed if multiple locations, 4) telephone number and e-mail address of contact person.
As a part of the pre-qualification criteria, each bidder must have in place a Quality Assurance and Productivity
Tracking program. This crew tracking program must provide a method for monitoring cost performance and
documentation of cost per mile for all transmission and distribution tree trimming work management performed.
The program must demonstrate the ability to report on the following:
• A method to enter data by crew, circuit and overall
• All data must be available from a standard timesheet except mileage completed
• Reports must have the ability to be generated on a weekly or monthly basis
• Data must be available within one week of completion of work
• Reporting requirements must be such that customized reports can be developed for special projects
Sample reports which your company can produce must be submitted with the bid as a part of your Contractor
Questionnaire/Bidder Qualification requirements. Each bidder must supply a listing of customers where this
report is in use and provide reference information as called out above for verification of data availability.
We will require copies of inspection certification reports for equipment assigned to perform work under this
contract prior to the unit being placed in service. Any units placed in service without copies of inspection and
certification may be dismissed without cause and work performed by the unit deemed unsatisfactory. Units which
are reviewed and found to be unsatisfactory and unable to perform work to our standards will not be paid at the
contract price.
Proposals submitted in response to this Invitation for Bid must remain in effect for a minimum period of 60 days
following the bid opening date.
Huntsville Utilities will notify the successful bidder by written Purchase Order/Notice of Intent to Contract. Within
five business days of notification, the Contractor must execute and return the agreement, provide copies of
required Insurance documentation, and provide evidence of meeting the licensing requirements. Upon contractor
compliance, Huntsville Utilities will execute the Agreement and issue the Final Notice to Proceed. Failure to meet
the requirements in a timely manner may result in disqualification of the apparent successful bidder.
Huntsville Utilities will not execute the contract nor give the Final Notice to Proceed until all requirements, as
called out in this IFB and its attachments are satisfied. At the time of Contract Execution, Huntsville Utilities will
designate a representative to serve as the Contract Supervisor. This person will serve as the liaison between the
Contract Service Provider and the Huntsville Utilities Electric Department.
Huntsville Utilities reserves the right to reject any or all quotes, or any portion thereof.
Signed, dated and sealed proposals may be mailed or delivered to Huntsville Utilities Purchasing Office, ATTN: Jim
Lawson, 112 Spragins St., Huntsville, AL 35801. The signed, dated and sealed proposal may also be personally
delivered at the bid opening.
Envelopes containing bids must be marked with the Bid Opening information. Information must be placed on the
outside of the envelope in the lower left hand corner and include: Company Name; Bid Number; Bid Opening/Due
Date; “Attn: Line Clearance – Lump Sum”; Alabama State Contractors License Number; Attn: Jim Lawson. Bids
without the proper bid opening information will not be opened nor considered for award. For window envelopes,
this information must be visible.
