The County of Orange, County Executive Office - CPO , (hereinafter referred to as County) is requesting competitive bids from qualified vendors (hereinafter referred to as Bidder) for IFB -017-3016702-JC - Vending Machines and Services . The awarded Contract, (hereinafter referred to as Contract) will be between the County and awarded Bidder, (hereinafter referred to as Contractor) in accordance with the model contract terms, conditions and scope of work. This is a fully electronic solicitation – only electronic bids submitted through the County’s online bidding system will be allowed; no other form of bid submittals will be accepted. The County of Orange (“County”) is one of the largest counties in the United States and is comprised of 22 departments and agencies serving a population of more than three million residents. County operations are conducted across a wide variety of facilities, including administrative offices, public safety facilities, healthcare and behavioral health locations, detention facilities, maintenance yards, regional parks, airports, public service centers, and other operational sites throughout the County.

To support County employees, visitors, and authorized personnel at these facilities, the County utilizes vending machine services to provide convenient access to food, beverages, and snack items during regular business hours and, where applicable, on a 24-hour basis. Vending machine services are intended to supplement facility operations by providing accessible refreshment options at locations where cafeterias or nearby food services may be limited or unavailable.

The County intends to establish a Regional Cooperative Agreement (RCA) for Vending Machine Services that may be utilized by County departments and agencies on an as-needed basis. The RCA will establish competitively solicited pricing, service standards, equipment requirements, maintenance expectations, and operational terms to support consistent and reliable vending services across participating locations.

The County is seeking qualified and experienced Contractors capable of providing modern, energy-efficient vending equipment, quality food and beverage options, electronic payment capabilities, responsive maintenance and restocking services, and strong customer support. The County’s objective is to ensure dependable vending operations that meet the diverse needs of County facilities and their occupants.
