INVITATION FOR BID #26-22-IS

CUMBERLAND COUNTY DETENTION CENTER DEMO AND REBUILD WATER

HEATING PUMPS

Pursuant to Section 143-131 of the General Statutes of North Carolina, bids are solicited and will

be received via email directly to jstefanko@cumberlandcountync.gov and

cjeffrey@cumberlandcountync.gov or by mail to the following address: 426 Mayview Street,

Fayetteville, NC 28306 at any time before 5:00 PM on Wednesday, January 14, 2026.

A mandatory site-visit will be held on-site at 130 Gillespie St, Fayetteville, NC 28301 at 10:00

AM on Wednesday, January 7, 2026.

Instructions: Vendors invited to submit bids are required to have a representative present at the site

visit and apprise themselves of the conditions and requirements which will affect the performance

of the work called for by this invitation for bid.

Vendor is cautioned that any information released to attendees during the site visit, other than that

involving the physical aspects of the facility referenced above, and which conflicts with,

supersedes, or adds to requirements in this invitation for bid, must be confirmed by written

addendum before it can be considered to be a part of this bid.

A 5% bid bond is not required for this project.

Performance and Payment Bonds are not required for this project.

All Contractors are notified that North Carolina Statutory provisions as to licensing for

Contractors will be observed in receiving, reading, and awarding of contracts.

The County reserves the right to reject any or all bids. The bidder to whom the contract may be

awarded must comply with the requirements of G.S. Section 143-131, as amended.

No bids may be withdrawn after the scheduled closing time for the receipt of bids for a period of

sixty (60) days.

CONTRACTORS INSURANCE:

Providing and maintaining adequate insurance coverage is a material obligation of the

CONTRACTOR and is of the essence of this contract. All such insurance shall meet all laws of

the County of Cumberland, North Carolina. Such insurance coverage shall be obtained from

companies that are authorized to provide such coverage and that are authorized by the

Commissioner of Insurance to do business in North Carolina. The CONTRACTOR shall at all

times comply with the terms of such insurance policies, and all requirements of the insurer under

any such insurance policies, except as they may conflict with existing North Carolina laws or this

contract. The limits of coverage under each insurance policy maintained by the CONTRACTOR

shall not be interpreted as limiting the CONTRACTOR’S liability and obligations under the

contract. During the term of the contract, the CONTRACTOR at its sole cost and expense shall

provide commercial insurance of such type and with such terms and limits as may be reasonable

associated with the contract.

PERMITS AND LICENSES:

The Contractor shall procure and pay all charges and fees for all permits and licenses incidental to

the due and lawful prosecution of the work.

CONSTRUCTION TRASH & DEBRIS REMOVAL:

During construction of the Project, the Contractor shall be responsible for the removal of any trash

or debris created by his work to an approved disposal site. The site will be maintained in a clean

condition at all times. Trash and debris from daily operations are to be stored in appropriate storage

containers or trucks until removal to the disposal facility.

WARRANTY

The CONTRACTOR shall provide a minimum of a 1-year warranty for parts and labor on all

materials and workmanship beginning on the date of project completion.

SUMMARY OF WORK – CUMBERLAND COUNTY DETENTION CENTER DEMO

AND REBUILD WATER HEATING PUMPS

The work to be performed under this project consists of providing all labor, equipment, and

materials necessary for the demo and rebuild of the water heating pumps.

Scope of work includes:

 Contractor shall demo/remove old existing based mounted water circulation (2) pumps,

triple duty valves, flexible connections, suction diffusers, isolation valves, and

differential monitoring instrumentation.

 Contractor shall install (2) fully rebuilt pumps with an 18-month warranty and pumps

shall include grout bases with laser alignment.

 Contractor shall install new triple duty valves, new isolation valves on discharge pipe,

new connections, new suction diffusers, and new differential monitoring instrumentation.

 Contractor shall replace all insulation up to 10’ on both suction and discharge side.

 Contractor shall ensure a proper Licensed Electrical Contractor completes connects and

disconnects and shall verify proper rotation.

 Contractor shall handle all BAS control coordination and OPS sequence verification.

 Contractor shall include proper start up is scheduled with appropriate parties.

 Contractor shall be liable for any damage caused during demo and install.

 Contractor shall verify all work during pre-bid to ensure no change orders arise.

 Contractor shall cleanup work area and work areas shall be free of any debris during &

after construction.

 Contractor shall coordinate schedule with Owners (Cumberland County).

 Contractor shall communicate with owners on schedule, timelines, and provide oversite

over project.

Additional clarifications

 The new rebuilt pumps shall have a laser alignment and shall offer a 18-month

warranty.

 Permits and Licenses: The contractor shall procure and pay all charges and fees

for all permits and licenses incidental to the due and lawful prosecution of the

work.

 Construction Trash & Debris Removal: During construction of the project, the

contractor shall be responsible for the removal of any trash or debris created by

 All work must be completed within 60 calendar days of commencement.

 All equipment must be submitted for approval to Cumberland County prior to

purchase.

 Project must be complete and turned over to Cumberland County prior to March

27, 2026.

fulfilled in furnishing and/or erection or construction of any or all items of the project, and the furnishing

only of any materials, equipment, or apparatus specified in connection therewith.

THAT: The undersigned will provide all necessary tools, machinery apparatus, and all means

necessary to complete work as specified in the advertisement.

THAT: It is the intention of Cumberland County, North Carolina, subject to the conditions set forth,

to issue a Purchase Order for the project on the basis of bids received at this letting and in such manner as

they may decide as being in the best interests of the County.

THAT: The County reserves the right to reject any and all bids.

THAT: A bid made by a corporation must be signed by its proper officers in a legal manner and its

official address stated herein.

THAT: A bid made by a firm shall be signed with the name of each member of said firm and the

firm name added, with the official address of said firm.
