INVITATION FOR BID 26-37-IS
DETENTION CENTER
KITCHEN MAKE-UP AIR UNIT REPLACEMENTS (TWO UNITS)
Pursuant to Section 143-131 of the General Statutes of North Carolina, bids are solicited and will
be received via email directly to jstefanko@cumberlandcountync.gov and
cjeffrey@cumberlandcountync.gov or by mail to the following address: 426 Mayview Street,
Fayetteville, NC 28306 at any time before 2:00 PM on Friday, April 21, 2026.
A mandatory site-visit will be held on-site at 204 Gillespie Ave, Fayetteville, NC 28301 at 10:30
AM on Tuesday, April 14, 2026.
Instructions: Vendors invited to submit bids are urged to have a representative present at the site
visit and apprise themselves of the conditions and requirements which will affect the performance
of the work called for by this invitation for bid.
Vendor is cautioned that any information released to attendees during the site visit, other than that
involving the physical aspects of the facility referenced above, and which conflicts with,
supersedes, or adds to requirements in this invitation for bid, must be confirmed by written
addendum before it can be considered to be a part of this bid.
A 5% bid bond is not required for this project.
Performance and Payment Bonds are not required for this project.
All Contractors are notified that North Carolina Statutory provisions as to licensing for
Contractors will be observed in receiving, reading, and awarding of contracts.
The County reserves the right to reject any or all bids. The bidder to whom the contract may be
awarded must comply with the requirements of G.S. Section 143-131, as amended.
No bids may be withdrawn after the scheduled closing time for the receipt of bids for a period of
sixty (60) days.
CONTRACTORS INSURANCE:
Providing and maintaining adequate insurance coverage is a material obligation of the
CONTRACTOR and is of the essence of this contract. All such insurance shall meet all laws of
the County of Cumberland, North Carolina. Such insurance coverage shall be obtained from
companies that are authorized to provide such coverage and that are authorized by the
Commissioner of Insurance to do business in North Carolina. The CONTRACTOR shall at all
times comply with the terms of such insurance policies, and all requirements of the insurer under
any such insurance policies, except as they may conflict with existing North Carolina laws or this
contract. The limits of coverage under each insurance policy maintained by the CONTRACTOR
shall not be interpreted as limiting the CONTRACTOR’S liability and obligations under the
contract. During the term of the contract, the CONTRACTOR at its sole cost and expense shall
provide commercial insurance of such type and with such terms and limits as may be reasonable
associated with the contract.
PERMITS AND LICENSES:
The Contractor shall procure and pay all charges and fees for all permits and licenses incidental to
the due and lawful prosecution of the work.
CONSTRUCTION TRASH & DEBRIS REMOVAL:
During construction of the Project, the Contractor shall be responsible for the removal of any trash
or debris created by his work to an approved disposal site. The site will be maintained in a clean
condition at all times. Trash and debris from daily operations are to be stored in appropriate storage
containers or trucks until removal to the disposal facility.
WARRANTY
The CONTRACTOR shall provide a minimum of a one (1) year warranty for parts and labor
on all materials and workmanship beginning on the date of project completion.
SUMMARY OF WORK – CUMBERLAND COUNTY DETENTION CENTER
KITCHEN MAKE-UP AIR UNIT REPLACEMENTS (TWO UNITS)
The work to be performed under this project consists of providing all labor, equipment, and
materials necessary for the Detention Center kitchen make-up air unit replacements.
Scope of work includes:
• Contractor shall demo/remove (2) existing kitchen make-up air/exhaust assembly with
heaters.
• Contractor shall install NEW equipment to match performance of existing equipment.
• Current Equipment/Owner Preferred:
1st unit – Captive – Aire Systems: Model # NHMUA 4.30-920 (no drive)
2nd unit – Captive – Aire Systems: Model# NHMUA 2-12-15 (no drive),
OR open to comparable units with similar specifications (no drive).
• Contractor to provide testing and balancing.
• Contractor to supply turnkey electrical support.
• Contractor to include hoisting equipment.
• Contractor to include start-up and CFM verification.
• Contractor to include all roof patching related to the installation. Must contact/use:
Owen’s Roofing – 1200 Short Journey Rd, Smithfield, NC 27577 (919)821-0082 – for
any/all penetrations/roofing needs.
• Lighting protection - preferred vendor is UL Solutions lightningprotection@ul.com or
any other certified vendor.
• Contractor shall be liable for any damage caused during demo and installation.
• Contractor shall verify work during pre-bid to ensure no change orders arise.
• Contractor shall clean up work area, workspaces shall be covered up during demo &
installation and work areas shall be free of any debris during & after construction.
• Contractor shall coordinate schedule with owners (Cumberland County).
• Installation can be completed during normal business hours.
• One (1) unit must remain in service during the replacement project.
• Contractors shall communicate with owners on schedule, timelines, and provide oversite
over project.
• Contractor shall schedule start up with owners.
• Make up air unit is NOT connected to the Fire Suppression system.
Additional clarifications
• Permits and Licenses: The contractor shall procure and pay all charges and fees for all

• Construction Trash & Debris Removal: During construction of the project, the
contractor shall be responsible for the removal of any trash or debris created by his/her

• All work must be completed within one hundred and twenty (120) calendar days of
commencement.
• All equipment must be submitted for approval to Cumberland County prior to purchase.
• Project must be complete and turned over to Cumberland County prior to May 31, 2026

THAT: The undersigned carefully examined the Invitation for Bids and understands them.
THAT: The undersigned carefully examined the site or sites of the project or projects and is familiar
with the conditions under which the work, or any part of it, is to be done and the conditions which must be
fulfilled in furnishing and/or erection or construction of any or all items of the project, and the furnishing
only of any materials, equipment, or apparatus specified in connection therewith.
THAT: The undersigned will provide all necessary tools, machinery apparatus, and all means
necessary to complete work as specified in the advertisement.
THAT: It is the intention of Cumberland County, North Carolina, subject to the conditions set forth,
to issue a Purchase Order for the project on the basis of bids received at this letting and in such manner as
they may decide as being in the best interests of the County.
THAT: The County reserves the right to reject any of all bids.
THAT: A bid made by a corporation must be signed by its proper officers in a legal manner and its
official address stated herein.
THAT: A bid made by a firm shall be signed with the name of each member of said firm and the
firm name added, with the official address of said firm.
THAT: The undersigned will complete such contract as is hereby proposed to enter into within the
time stated in the notice to proceed and stipulated in the Contract.
