ADVERTISEMENT FOR BIDS
The Town of Longmeadow is accepting sealed bids for the Former DPW Facility Demolition and
Improvements Project.
The Project scope consists of site clearing and site preparation, building demolition and ACM
abatement, low permeability material closure system of former burn dump landfill, grading, and
earthwork, hydroseeding and mulching, and building improvements.
Bid documents are available from the Longmeadow Purchasing Department at the following address:
Town of Longmeadow, Purchasing Department, Attn: Chad Thompson, Director of Procurement,
231 Maple Road, Longmeadow, MA 01106. Bid documents can also be obtain online through the
Purchasing Department page of the Town website: www.longmeadowma.gov . Bidders that
download documents are responsible for registering with the Longmeadow Purchasing Department
to be added to the bid list (cthompson@longmeadowma.gov , Phone: 413-565-4185). Others will be
responsible for monitoring bid postings. Failure to acknowledge addenda may result in a bid
rejection. The consulting engineer is Tighe & Bond, Westfield, MA.
Bid submission for both General Contractor and Sub-Bid Contractors shall be delivered in a sealed
envelope labeled 'IFB- Former DPW Facility Demolition and Improvements Project', with
documentation of 'General Contractor Bid' or 'Sub-Bid' as applicable on the outer envelope, along
with bidder's contact information. DCAMM contractor certification is required for all bids, and
shall include with their bid submission a DCAMM Certificate of Eligibility, and Update Statement
for applicable trades. The project estimate is $2,070,355.
Sealed bids for DCAMM Electrical filed sub-bids will be accepted at the Longmeadow Purchasing
Department until the Electrical sub-bid deadline of Friday, May 29, 2026 at 11:00am.
Sealed bids for the General Contractor, the Prime Contractor must be DCAMM certified as a Prime
Contractors in the DCAMM category of either General Building Construction OR Demolition to be
eligible to bid. Bids for the General Contractor will be accepted until the General Contractor bid
deadline of Tuesday, June 9, 2026 at 11:00am.
After bids are opened, no bidder may withdrawn for a period of thirty (30) days.
An Optional Site Conference will take place at the old DPW located at 31 Pondside Road,
Longmeadow, MA 01106 on Thursday, May 21, 2026 at 10:00am
General Contractor Bids and Sub-Bids shall be accompanied by a bid deposit in an amount which is
not less than five percent (5%) of the total bid amount. Bid deposits shall be made payable to the
'Town of Longmeadow' in the form of a bid bond or a certified check, treasurer's check or
cashier's check issued by a responsible bank or trust company. The awarded contractors shall
comply with payment of minimum labor wage rates as set forth under the provisions of M.G.L.,
Chapter 149, Sections 26 to 27H inclusive. A Performance Bond, and a Labor and Materials
Payment Bond each in the amount of 100% will be required upon contract award.
The Town of Longmeadow acting through the Town Manager, the Awarding Authority reserves the
right to reject any or all bids, waive minor informalities, and award a contract in the best interest of
the Town.

ARTICLE 1 DEFINED TERMS

1.1 Terms used in these instructions to bidders will have the meanings indicated in the general
conditions and supplementary conditions.
ARTICLE 2 COPIES OF BIDDING DOCUMENTS
2.1 Refer to Advertisement for Bids for information on examination and procurement of documents.
2.2 Complete sets of Bidding Documents shall be used in preparing Bids; neither Owner nor
Engineer assumes any responsibility for errors or misinterpretations resulting from the use of
incomplete sets of Bidding Documents.
2.3 Owner and Engineer in making copies of Bidding Documents available on the above terms do
so only for the purpose of obtaining Bids for the Work and do not confer a license or grant for
any other use.
ARTICLE 3 QUALIFICATIONS OF BIDDERS
3.1 Bidders shall be experienced in the kind of Work to be performed, shall have the necessary
equipment, and shall possess sufficient capital to properly execute the Work within the time
allowed. Bids received from Bidders who have previously failed to complete Work within the
time required, or who have previously performed similar Work in an unsatisfactory manner,
may be rejected. A Bid may be rejected if Bidder cannot show that he has the necessary ability,
plant and equipment to commence the Work at the time prescribed and thereafter to prosecute
and complete the Work at the rate or within the time specified. A Bid may be rejected if Bidder
is already obligated for the performance of other Work which would delay the commencement,
prosecution or completion of the Work.
3.2 Bidders may be investigated by Owner to determine if they are qualified to perform the Work.
All Bidders shall be prepared to submit within five days of Owner's or Engineer's request,
written evidence of such information and data necessary to make this determination. The
investigation of a Bidder will seek to determine whether the organization is adequate in size, is
authorized to do business in the jurisdiction where the project is located, has had previous
experience and whether available equipment and financial resources are adequate to assure
Owner that the Work will be completed in accordance with the terms of the Agreement. Owner
reserves the right to reject any Bid if the evidence submitted by, or investigation of such Bidder
fails to satisfy Owner that such Bidder is properly qualified to carry out the obligations of the
Contract and to complete the Work contemplated therein.
A. Bidders may be required to provide a letter stating that the Bidder is in good financial
standing. The letter must:
1. Be provided by a financial institution or certified public accountant having a
relationship with the bidder;
2. Be on the bank or accountant's letterhead;
3. Include name and contact information for the bank or accountant including address,
email and telephone number;
4. Identify the account holder(s), whose names must match the name of the bidder,
the type and length of business relationship, and the historical status of the accounts
(i.e. Good standing, timely payments, no overdrafts, etc.); and
5. Not include account numbers, account amounts, or lines of credit.

3.3 In accordance with Section 44D of Chapter 149 of the General Laws of Massachusetts as
amended, the Prospective General Bidders and Filed Sub-Bidders must submit, to Owner with
their Bid, a certificate of eligibility issued by the Division of Capital Asset Management &
Maintenance (DCAMM), showing that the Bidder has been approved to Bid on projects of the
size and nature as advertised herein. Prospective General Bidders and Filed Sub-Bidders must
also submit an updated statement summarizing their record for the period between the latest
DCAMM certificate and the date of the Bid submittal. The DCAMM certificate of eligibility to
be submitted by Prospective General Bidder shall be for the category of Work defined as
"General building Construction" or "Demolition" and for the Filed Sub-Bidders shall be for
the respective trade for which they are submitting a Bid.
ARTICLE 4 SITE AND OTHER AREAS; EXISTING SITE CONDITIONS; EXAMINATION
OF SITE; OWNER'S SAFETY PROGRAM; OTHER WORK AT THE SITE
4.1 The Site is identified in the Bidding Documents. By definition, the Site includes rights-of-way,
easements, and other lands furnished by Owner for the use of the Contractor. Any additional
lands required for temporary construction facilities, construction equipment, or storage of
materials and equipment are to be obtained and paid for by Contractor.
4.2 Existing Site Conditions
A. Subsurface and physical conditions; hazardous environmental conditions
1. The supplementary conditions identify:
a. those reports known to Owner of explorations and tests of subsurface
conditions at or adjacent to the Site.
b. those drawings known to Owner of physical conditions in or relating to
existing surface and subsurface structures at the Site (except Underground
Facilities).
c. Reports and drawings known to Owner relating to Hazardous Environmental
Conditions that have been identified at or adjacent to the Site.
d. Technical Data contained in such reports and drawings.
2. Copies of reports and drawings referenced above will be made available for review
at engineer's office. These reports and drawings are not part of the contract
documents, but the technical data contained therein upon whose accuracy bidder is
entitled to rely, as provided in the general conditions, has been identified and
established in the supplementary conditions. Bidder is responsible for any
interpretation or conclusion bidder draws from any technical data or any other
data, interpretations, opinions or information contained in such reports or shown
or indicated in such drawings.
3. If the supplementary conditions do not identify technical data, the default definition
of technical data set forth in article 1 of the general conditions will apply.
B. Underground Facilities: Information and data shown or indicated in the Bidding
Documents with respect to existing Underground Facilities at or contiguous to the Site
are set forth in the Contract Documents and are based upon information and data

furnished to Owner and Engineer by Owners of such Underground Facilities, including
Owner, or others.
C. Adequacy of Data: Provisions concerning responsibilities for the adequacy of data
furnished to prospective Bidders with respect to subsurface conditions, other physical
conditions and Underground Facilities, and possible changes in the Bidding Documents
due to differing or unanticipated conditions appear in paragraphs 5.03, 5.04, and 5.05 of
the General Conditions. Provisions concerning responsibilities for the adequacy of data
furnished to prospective Bidders with respect to a Hazardous Environmental Condition
at the site, if any, and possible changes in the Contract Documents due to any Hazardous
Environmental Condition uncovered or revealed at the Site which was not shown or
indicated in the Drawings or Specifications or identified in the Contract Documents to be
within the scope of the Work appear in paragraph 5.06 of the General Conditions.
4.3 Site Visit and Testing by Bidders
A. Bidder is not required to conduct any subsurface testing, or exhaustive investigations of
Site conditions.
B. On request, and to the extent Owner has control over the Site, and schedule permitting,
the Owner will provide Bidder access to the Site to conduct such additional examinations,
investigations, explorations, tests, and studies as Bidder deems necessary for preparing
and submitting a successful Bid. Owner will not have any obligation to grant such access
if doing so is not practical because of existing operations, security or safety concerns, or
restraints on Owner's authority regarding the Site.
C. Bidder shall comply with all applicable Laws and Regulations regarding excavation and
location of utilities, obtain all permits, and comply with all terms and conditions
established by Owner or by property Owners or other entities controlling the Site with
respect to schedule, access, existing operations, security, liability insurance, and
applicable safety programs.
D. Bidder shall fill all holes and clean up and restore the Site to its former condition upon
completion of such explorations, investigations, tests, and studies.
4.4 Owner's Safety Program
A. Site visits and Work at the Site may be governed by an Owner safety program. As the
General Conditions indicate, if an Owner safety program exists, it will be noted in the
Supplementary Conditions.
4.5 Other Work at the Site
A. Reference is made to Article 8 of the Supplementary Conditions for the identification of
the general nature of other Work of which Owner is aware (if any) that is to be performed
at the Site by Owner or others (such as utilities and other prime Contractors) and relates
to the Work for which a Bid is to be submitted. If Owner is party to a written Contract
for such other Work, then on request, Owner will provide to each Bidder access to
examine such Contracts (other than portions thereof related to price and other confidential
matters), if any.
