IFB #2026-001
BULK DIESEL FUEL SUPPLY AND DELIVERY, WITH OPTIONAL STORAGE TANK SERVICES FOR CCDD6
_______________
1. Introduction
Cameron County Drainage District No. 6 ("CCDD6" or the "District") is soliciting written
competitive bids from qualified vendors to provide bulk dyed diesel fuel and delivery
services. As potential added value, the District is also seeking proposals for a
vendor-furnished above-ground fuel storage and dispensing system for use at District's
facility in La Feria, Texas.
Provision of a storage tank and dispensing system is optional and is not required for a
bidder to submit a responsive bid. Bidders that are unable or do not wish to provide tank
services may submit pricing for fuel supply and delivery only.
The fuel will primarily support District tractors, excavators, and other eligible off-highway
equipment used for drainage maintenance and related operations. The District
anticipates consuming approximately 2,000 gallons per month, or approximately 24,000
gallons annually. Estimated quantities are provided for planning and bid-evaluation
purposes only and do not represent a guaranteed minimum purchase.

BULK DIESEL FUEL SUPPLY AND DELIVERY, WITH OPTIONAL STORAGE TANK SERVICES FOR CCDD6
_______________
2. Scope of Supply and Services
The successful bidder shall furnish all fuel, transportation, and delivery services
necessary to provide bulk dyed diesel fuel to CCDD6 in accordance with this IFB.
Bidders may, but are not required to, also propose vendor-furnished storage tank and
dispensing equipment and related installation and maintenance services as described
below. A bidder that does not provide storage tank services may submit a bid for fuel
supply and delivery only.
2.1 Fuel
The successful bidder shall furnish and deliver dyed Ultra-Low Sulfur Diesel ("ULSD")
for lawful off-highway use.
Fuel shall:
Meet applicable federal and State of Texas fuel-quality requirements;
Be suitable for diesel-powered tractors, excavators, and similar heavy
equipment;
Be free of water, sediment, and other contamination; and
Be properly identified and documented as dyed diesel fuel.
CCDD6 intends to use fuel purchased under this contract only in eligible off-highway
equipment and will provide the successful vendor with applicable Texas dyed-diesel
end-user documentation prior to tax-free bulk deliveries.
Estimated usage is approximately:
Description Estimated Quantity
Monthly Usage 2,000 gallons
Annual Usage 24,000 gallons
Actual usage may vary based on District operational requirements.
2.2 Optional Storage Tank and Dispensing Equipment
As an optional additional service, bidders that have the ability to do so may propose a
vendor-owned above-ground diesel storage tank and dispensing system suitable for the
District's anticipated usage. Bidders are not required to provide a storage tank or
dispensing equipment in order to submit a bid. A bidder that can provide fuel supply and
delivery services but cannot provide a tank may submit fuel pricing and the other
information applicable to fuel supply and delivery only.

IFB #2026-001
BULK DIESEL FUEL SUPPLY AND DELIVERY, WITH OPTIONAL STORAGE TANK SERVICES FOR CCDD6
_______________
If a storage tank and dispensing system is proposed, CCDD6 anticipates a tank
capacity of approximately 1,500 to 2,000 gallons, although the bidder may recommend
another capacity based on delivery frequency, operational needs, and applicable
requirements.
Any proposed system should include, as applicable:
Fuel pump;
Meter;
Hose and dispensing nozzle;
Tank-level gauge;
Fill and vent connections;
Locking or security mechanism;
Emergency shutoff equipment;
Required signage and labeling; and
Secondary containment and related safety equipment where required.
Bidders proposing storage tank services shall identify the proposed tank capacity,
configuration, equipment, and any associated charges in the Bid Form. Bidders not
proposing storage tank services may indicate "Not Offered" or "N/A" in the applicable
portions of the Bid Form.
Unless otherwise agreed in writing, the tank and dispensing equipment shall remain the
property of the vendor.
2.3 Optional Installation and Maintenance
This Section applies only to bidders proposing vendor-owned storage tank or
dispensing equipment. If such equipment is proposed and accepted by CCDD6, the
successful bidder shall be responsible for installation, routine maintenance, repair, and
removal of the vendor-owned equipment.
The successful bidder shall be responsible for installation, routine maintenance, repair,
and removal of vendor-owned equipment.
Prior to installation, the vendor shall identify any site preparation, electrical connection,
foundation, bollard, containment, permitting, inspection, or other requirement that must
be completed by the District.
The vendor shall provide tank specifications and installation information reasonably
required by CCDD6 to evaluate and comply with applicable environmental,
spill-prevention, fire, and safety requirements.
No installation, maintenance, or equipment-related charge may be assessed unless
disclosed in the bidder's submitted pricing.

IFB #2026-001
BULK DIESEL FUEL SUPPLY AND DELIVERY, WITH OPTIONAL STORAGE TANK SERVICES FOR CCDD6
_______________
A bidder submitting a bid for fuel supply and delivery only shall have no obligation to
provide the equipment or services described in this Section.
2.4 Delivery
Fuel shall be delivered to:
Cameron County Drainage District No. 6
13863 Kelly Dr.
La Feria, Texas 78559
Routine deliveries shall generally be completed within two (2) business days after
receipt of an authorized order unless otherwise agreed.
The bidder shall identify in the Bid Form:
Standard delivery lead time;
Minimum delivery quantity, if any;
Emergency delivery availability;
Emergency delivery response time; and
Emergency delivery charges, if any.
Each delivery shall be accompanied by a delivery ticket identifying the delivery date,
fuel type, gallons delivered, applicable unit price, and total charge.
3. Pricing and Evaluation
CCDD6 intends to award a unit-price contract using an index-based fuel pricing
methodology. The delivered fuel price shall be calculated as follows:
Published Fuel Benchmark + Fixed Vendor Differential = Delivered Price Per Gallon
Each bidder shall identify its proposed benchmark, fixed differential, and all mandatory
charges associated with the supply and delivery of fuel in Attachment A - Bid Form and
Bidder Certification.
If the bidder also proposes optional storage tank or dispensing equipment, the bidder
shall separately identify all tank rental, installation, equipment, maintenance, removal,
emergency service, and other applicable charges. Bidders that do not offer storage tank
services may indicate "Not Offered" or "N/A" for those items.
No undisclosed surcharge or mandatory fee may be added after award.
For purposes of comparing fuel pricing, CCDD6 may calculate an estimated annual
evaluated fuel cost using:
24,000 gallons x evaluated delivered fuel price

plus any mandatory delivery or other charges applicable to the purchase and delivery of
fuel.
Optional storage tank, equipment, installation, and maintenance pricing may be
separately evaluated by the District as an additional service or added value when
offered. The failure of a bidder to offer storage tank or dispensing equipment shall not,
by itself, cause an otherwise responsive fuel supply and delivery bid to be rejected as
nonresponsive.
CCDD6 may apply the same assumed benchmark price and delivery frequency to all
bids to ensure an equal comparison.
4. Contract Term and Award
The initial contract term shall be one (1) year from the date of award or contract
execution.
At the District's option, the contract may be renewed for up to two (2) additional
one-year terms, subject to satisfactory performance, continued need, available funding,
pricing, and mutual written agreement.
The resulting contract shall be a unit-price requirements contract. Estimated quantities
are provided for bid evaluation and planning purposes only and do not represent a
guaranteed minimum purchase.
CCDD6 intends to award the contract to the lowest responsive and responsible bidder
meeting the requirements of this IFB, subject to Board approval and applicable law.
In determining responsiveness and responsibility, CCDD6 may consider:
Evaluated total cost;
Compliance with specifications;
Fuel supply reliability;
Delivery capability and response time;
Optional tank and equipment services offered, if any;
Vendor qualifications and experience; and
Past performance and references.
The availability of vendor-furnished storage tank or dispensing equipment is not a
mandatory requirement. A bidder shall not be deemed nonresponsive solely because it
submits a bid for fuel supply and delivery without offering storage tank services.
CCDD6 may award fuel supply and delivery services with or without the optional
storage tank and dispensing services. The District is not obligated to accept optional
tank services merely because such services are included in a bidder's proposal.
However, if the equipment being provided is deemed advantageous in addition to the
fuel, then the District may consider that at best value and award a contract as such.
