The purpose of this solicitation for Blacks Ford
WRF Expansion Project (this "Solicitation") is to evaluate and select
a vendor to provide additional oxidation ditch to increase treatment capacity to
12.0 MGD. Rehab and improve existing facilities as described in this Solicitation
(the "Work") and to determine the best method for JEA to procure the Work
with regards to pricing, quality, design, and workmanship.
