The Virginia Department of Transportation (herein referred to as “VDOT”) is soliciting bids from qualified firms to replace
one (1) cable tray hanger and replace one (1) personnel access ladder at the West Bound Berkley Bridge.
PERIOD OF CONTRACT: From Date of Award to be completed within 180 Calendar Days
NOTE: This solicitation is designated set-aside in accordance with the Small Business Enhancement Award Priority
as a Small Business Set-Aside Award Priority: Reference General Term and Condition, paragraph W and Special Term
and Condition paragraph 1.
Any questions regarding this invitation for bid shall be addressed to Marlene Carter at Marlene.Carter@VDOT.virginia.gov.
The issuing office shall determine whether any addendum should be issued as a result of any questions or other matters raised.
Provide questions by 5:00 PM on OCTOBER 16, 2020.
For the purpose of clarification, each firm submitting a Bid is referred to as a “Bidder” and the Bidder awarded the contract to
supply the services is referred to as a “Contractor”. Virginia Department of Transportation is referred to as “Department” or
as “VDOT”, and “Representative” refers to the VDOT Contract Administrator who will be administering the contract. This
Invitation for Bids states the instructions for submitting bids, the procedure and criteria by which a contract may be awarded,
and the contractual terms which will exclusively govern the contract between VDOT and the Contractor.
The Contractor shall furnish all transportation, labor, supervision, equipment, tools, parts, scaffolding and materials,
as necessary, to replace one (1) conduit rack hanger and replace one (1) personnel access ladder located in the tank
area under the bascule pit floor of the West Bound Berkley Bridge. All work shall be executed in strict accordance
with this IFB. The procedures noted below may not be all inclusive and field adjustments may be necessary to
accommodate the work.
The Contractor shall:
1. Upon VDOT issuance of a Notice to Proceed, take measurements necessary to fabricate one new conduit rack
hanger and one new personnel access ladder.
2. Provide Sketches to VDOT for Approval.
3. After receipt of VDOT Approval, order materials.
4. After receipt of materials, fabricate one cable tray hanger and one personnel access ladder.
5. Request VDOT inspection in the Contractor’s Shop.
6. After VDOT Approval of the fabrications, schedule for installation.
7. Using a tug and barge on a scheduled Sunday, transport the new conduit rack hanger, new personnel access
ladder, scaffolding, associated materials and tools to the bridge.
8. Install scaffolding.

9. Provide temporary support for the conduit rack.
10. Remove and salvage the existing conduit rack support.
11. Remove and salvage the existing ladder.
12. Install the new conduit rack support.
13. Remove the temporary conduit rack support installed in No. 8 above.
14. Install the new personnel access ladder.
15. Request VDOT Inspection.
16. With VDOT Approval, remove all material to be salvaged and clean up the work area.
17. Remove scaffolding installed in No. 7 above, construction debris, salvaged materials and tools via tug and barge
on a scheduled Sunday.
The Contractor shall:
1. Perform all work at the Berkley Bridge between the hours of 7:00 a.m. and 5:00 p.m., Monday through Friday
unless otherwise specified.
2. Verify all dimensions in the field and shall be responsible for their correctness. No additional compensation will
be allowed because of differences in dimensions, plan sheet(s) to actual.
3. Provide all means of environmental protection (silt fences, hay/straw bales in drainage inlets, etc.) as required by
the Chesapeake Bay Preservation Act, Section 303.03 of the most current version of VDOT’s Road and Bridge
Specifications and all other current and applicable federal, state and local environmental laws.
4. Comply with all Federal, State and Local Occupational Safety and health (shoring, sheeting, trench boxes,
dewatering means, etc.) requirements in executing this project.
5. Remove any excess, unused and/or temporary materials from project site and shall dispose of these materials in
an appropriate manner.
6. Ensure that any existing equipment necessary to operate the facility will not be made inaccessible by any
permanent installation of new equipment, installation of any temporary equipment, storage of new material or
existing material to be removed or the Contractor’s operations.
7. Develop a Lock Out – Tag Out Procedure, which shall be approved by the Engineer, prior to the commencement
of work.
8. Be responsible for any permits required by the Locality.
9. Except as agreed upon in writing between VDOT, the Contractor and the U.S. Coast Guard, with proper notice
to all parties, the Contractor’s operations on the Berkley Bridges will be interrupted by openings of the Berkley
Bridges for routine water traffic transiting the Eastern Branch of the Elizabeth River. A total of 640 openings of
the Berkley Bridges occurred for water traffic in 2019. Except as noted below (See Note 1 and Note 2 below),
the Berkley Bridges are closed to water traffic between the hours of 6:00 a.m. and 9:00 a.m. and the hours of 3:00
p.m. and 6:00 p.m. on weekdays. Between the hours of 9:00 a.m. and 3:00 p.m., the Berkley Bridges will open

at 9:00 a.m., 11:00 a.m., 1:00 p.m. and 2:30 p.m. on weekdays if a ship requiring a bridge opening requests
passage. On all other days and at all other times, including Federal Holidays, the Berkley Bridges will open upon

take appropriate measures to prevent exposure to lead either by VDOT employees or the Contractor’s personnel.
11. Fabrication and installation of the new personnel access ladder shall meet all requirements of OSHA 1910.23.
Subpart D – Walking – Working Surfaces including Slip-Resistant surfaces on the rungs of the ladder.
12. VDOT will request two (2) Sunday closures of the water shipping channel at the West Bound Berkley Bridge.
Closures will begin at 7:00 AM and end at 5:00 PM. The first closure is for the purpose of unloading the new
conduit rack hanger, the new personnel access ladder, scaffolding and associated materials and tools into the
North Bascule Pier of the West Bound Berkley Bridge. The second closure will be for the purpose of removing
all construction debris, salvaged materials, scaffolding and tools from the North Bascule Pier of the West Bound
Berkley Bridge. To clarify, the closures will allow the Contractor to anchor the barge and unload or load all
materials without having to move for other water traffic. However, there may be small boats transiting the water
shipping channel at the West Bound Berkley Bridge, which will produce waves and movement of the barge.
VDOT will request alternate Sunday dates for both closures.
All materials shall be produced in North America and written certification from the manufacturer shall be provided to
the Engineer PRIOR to fabrication.

1.) All bolts shall have a minimum of two, (2) complete threads showing through the nut at final make – up.
2.) All bolts for an individual part shall have all bolts showing the same number of complete threads through the nut
at final make – up.
3.) Thread Lubricant – Bolts shall be coated with a colloidal, copper – based, anti – seize thread lubricant per Military
Specification No. MIL – A – 907D immediately prior to final make – up of threaded fasteners.
4.) All bolting shall be torqued to achieve a minimum of 100% of the minimum yield strength of the bolt material.

All carbon steel for the ladder shall be per ASTM A 709, Grade 50.
The ladder shall be hot – dipped galvanized after fabrication per ASTM A 123.
All components for the new conduit rack hanger shall be per 316 stainless steel per ASTM A 240.
Provide and install Power Atomic + Undercut Concrete Anchors in 316 stainless steel. Minimum diameter shall be
5/8 inch and minimum embedment shall be 5-1/2 inches.
The Contractor shall forward the submittals to Marlene.Carter@vdot.virginia.gov as specified below:

6. Three references demonstrating successful completion of similar type jobs within the last two years to include
company name and contact information, start and end dates, detailed description of work, location of work, and
total dollar amount.

7. Mill Analysis Reports (See paragraphs below) Within 15 Business Days after receipt of materials.
In addition to the requirements of Section 226 of the Road and Bridge Specifications in regards to Submission
of Mill Analysis Reports, the contractor shall submit for approval by the Engineer, after receipt of materials,
Mill Analysis Reports from the manufacturer(s) of all fasteners used on this project. Mill Analysis Reports
shall be cross – referenced to the specific material via Heat Numbers and shall provide complete Chemical
and Physical Property Data.
Complete Physical and Chemical Property Data for gaskets “O” rings and elastomeric seals shall be submitted
for approval as provided in the respective ASTM Standards.
The following National Consensus Standards, references and drawings along with this Special Provision constitutes
the contract documents for this project:
