IFB 2026·30 COMPLIANCE CONTRACTOR REBID
Scope of Services: The city of Holyoke is seeking a to collaborate with a contractor that works to bring properties into compliance with state laws and local city ordinance. Those awarded with the contract to be the compliance contractor of the city must be able to work in conditions and meet the following requirements of the position: - Complaint Compliance remediation to be completed within seven days of request unless otherwiseagreed upon by Health Director or the Building Commissioner or their designated agents. - Remove overgrown vegetation and dispose of it properly - Removal of fallen trees, tree litter, biological waste, and refuse. Must be disposed of properly. - Remove or cover graffiti on noncompliant properties. - Secure property by following U.S. Fire Administration National Arson Prevention Initiative Board Up Procedures must be followed as prescribed with the following exceptions: Clear polycarbonate (¼" minimum thickness) shall be installed in place of any plywood type material and steel or composite material in place of wood dimensional lumber. No horizontal supports shall be installed on the exterior face of the polycarbonate material. - Securing doorways with polycarbonate to eliminate egress obstructions and unlawful sanitary code violations. - Monitoring properties and providing routine maintenance from a list of nuisance properties given by the Board of Health Director or the Building Commissioner - Providing communications, invoices, and before and after photos digitally, to the Board of Health and or Building Department and their designated agents. - Under the Board of Health/Building Commissioner direction, coordinate with Holyoke Police Department where the necessary functions of the contract can not be executed due to illegal activity of the premises. - Under the Board of Health/Building Commissioner direction collaboration with Holyoke Lock to properly secure properties that need to utilize a locksmith.
