Bayo Canyon Lift Station Elimination Project

Sealed Bids in one (1) clearly labeled unbound original and five (5) bound paper copies (if submitting in paper form), subject to the conditions set forth in the Instructions to Bidders and in the other Solicitation Documents, will be received at the Office of the Los Alamos County Purchasing Officer, 101 Camino Entrada, Bldg. 3, Los Alamos, NM 87544 until 2:00 p.m. MT, Tuesday, July 18, 2023 for this solicitation.

Bids may also be submitted electronically by email in pdf format. All other requirements stated in the Solicitation Document remain in effect. Emails should be addressed to: lacbid@lacnm.us . Subject line of the email must contain the following information: RESPONSE – IFB23-34 Bayo Canyon Lift Station Elimination Project.

A Non-Mandatory Pre-Bid Conference will be held on Friday, June 23, 2023, at 10:00 a.m. , in Room 330 of the Los Alamos Municipal Building, 1000 Central Avenue, Los Alamos, New Mexico 87544.

This project is wholly or partially funded with United States Environmental Protection Agency funds, and therefore must comply with all federal cross cutter requirements. Neither the United States nor its department’s agencies or employees is or will be party to this invitation for bids or any resulting contract. This procurement will be subject to regulations contained in Uniform Administrative Requirements, Cost Principles and Audit Requirements, 2 CFR Parts 200 and 1500 and the Davis Bacon Act requirements.

All qualified applicants will receive consideration for employment without regard to race, color, religion, sex or national origin. The contractor agrees to post in conspicuous places, available to employees and applicants for employment, notices to be provided by the contracting officer setting forth the provisions of this nondiscrimination clause. Bidders on this work will be required to comply with the President's Executive Order No. 11246, as amended.

If awarding subcontracts, the Bidder must make the six good faith efforts as outlined by EPA at https://www.epa.gov/grants/disadvantaged-business-enterprise-program-requirements#sixgoodfaithefforts to solicit and hire Disadvantaged Business Enterprise (DBE) subcontractors to ensure that Disadvantaged Business Enterprises (DBEs) have the opportunity to compete for procurements funded by EPA financial assistance. A good faith effort requires that the Bidder: 1) Complete the affirmative steps outlined in Form C7 Good Faith Efforts Checklist, 2) Submit Form C7 with the bid, and 3) Submit with the bid proof that affirmative steps have been taken and this should include copies of advertisements and letters of solicitation. A bid that omits Form C7 or does not support that a good faith effort was made will be considered non-responsive and the bid rejected.
